Details
The Queensland Ambulance Service (QAS) is issuing a Request for Information (RFI) for a modern, enterprise-grade Mobile Data Dispatch and Communication Solution.
Goods or Services Required:
QAS seeks to replace its current fleet of approximately 1,000 fixed-vehicle Mobile Data Terminals (MDTs) with a comprehensive solution to service approximately 6,500 users. The required solution will include:
A core software platform (likely SaaS) for dispatch, messaging, mapping, and real-time location tracking.
Compatibility with a range of modern, non-proprietary hardware (e.g., iOS/Android tablets and smartphones).
Professional services for system integration, particularly with the existing QAS Computer-Aided Dispatch (CAD) system.
A robust, ongoing managed service agreement for 24/7/365 support and maintenance.
Expected Timing:
This RFI is for market research and planning purposes to inform a future procurement strategy. The closing date for RFI submissions is 2:00 pm AEST, 04 November 2025.
Location of Delivery:
The solution will be deployed to QAS staff operating across the entire state of Queensland, including metropolitan, regional, and remote locations. Implementation and support services may be provided remotely, however, a demonstrated local or Australian-based support capability is highly desirable.

Details
The current MDT system is a mission-critical tool for QAS front-line operations. However, it is based on aging hardware and end-of-life technology, which presents an increasing operational risk and limits our ability to leverage modern technological advancements. This RFI seeks information on next-generation solutions that can meet the evolving needs of a dynamic emergency service.
Potential solutions must demonstrate compatibility and a clear integration pathway with the following key systems and standards:
CAD System: Deep, bi-directional integration with a third-party Computer-Aided Dispatch (CAD) platform is a critical requirement.
Communication Networks: The solution must be capable of seamless, automatic switching between 4G/5G, Wi-Fi, and Satellite networks to ensure resilient connectivity. It must also be architected to integrate with future systems like the In-Vehicle Communications System (IVCS), Queensland Critical Communications Modernisation (QCCM), and Public Safety Mobile Broadband (PSMB).
Hardware & OS: The solution must be hardware-agnostic, supporting modern iOS and Android operating systems on a variety of commercial off-the-shelf devices.
Security & Identity: Must integrate with Microsoft Azure AD / Entra ID for Single Sign-On (SSO) and comply with Queensland Government security policies, including mandatory Australian data sovereignty.

Beyond the technical requirements, QAS is seeking a solution and a long-term partner that can deliver the following key business outcomes:
Improved Safety & Situational Awareness: Provide front-line officers with real-time, intuitive access to incident details, hazard warnings (Caution Notes), and accurate mapping to enhance safety and decision-making.
Enhanced Operational Efficiency: Reduce reliance on voice radio communications, streamline workflows from dispatch to incident completion, and provide dispatchers with a clear, real-time view of all field resources.
Mission-Critical Reliability: Deliver a highly available (99.9%) and resilient solution with robust offline functionality, ensuring continuity of operations in any location or network condition.
Whole-of-Life Value: The solution must be scalable, easy to maintain and update, and represent a clear total cost of ownership, avoiding vendor lock-in with proprietary hardware.
Service Level Agreements (SLAs): The chosen solution will be underpinned by a comprehensive SLA that guarantees performance, availability, and timely 24/7/365 support for a mission-critical system. Standard commercial warranties for any proposed hardware and software performance will be expected.
Project Benefits: Ultimately, this project will equip QAS paramedics with a modern, reliable, and intuitive tool, enabling them to respond more safely and efficiently, and improving health outcomes for the Queensland community.
