Question
:
Will QFD accept a CFA Specification B-Post Stiffener by the body manufacturer in place of the OEM internal roll cage as the Iveco roll cage shown in the specification is no longer available.
Answered on 23/Oct/2025 11:23 AM
:
Dear Valued Suppliers,
It was a RFS requirement we incorporate this safety feature in the design moving forward and currently roll cages are still being built in Australia today and in the foreseeable future. QFD will accept as what’s been specified in Attachment A – VP478923 Heavy Attack Appliance Turnkey Specifications.

Question
:
Hi,
Can QFD please clarify / provide more information on "CFA Option D" as mentioned under Clause 1.1.4 in Attachment A?
Thanks
Answered on 24/Oct/2025 02:51 PM
:
Dear Valued Suppliers,
CFA Option D is a co-developed Iveco / Allison 3500 series transmission program to allow the transmission in low range to lock up the torque convertor to sustain good hill descent capabilities and smoother slow speed pump and roll control alongside the selectable hydraulic retarder the operator has ability to change hill descent speeds via the retarder selection.

Question
:
Please clarify requirements for NS2 Locker: "Through tray mounted located forwards of the rear wheels c/w Roller shutter door and adjustable shelf."
- What does "Through Tray" mean in this context
- Please confirm "Roller shutter" is correct as it will significantly reduce the opening for such a small locker.
Thank You
Answered on 28/Oct/2025 01:46 PM
:
Dear Valued Suppliers,
The term “Through tray” means that the locker passes through what would normally be the tray frame, please see picture attached for an example.
“Roller shutter” is required to be utilised for this locker as a hinged door will not provide the kind of access operations are looking for, understand a roller shutter track does reduce the opening however this is something RFS are happy to accept.

Question
:
Hi,
Is the body builder expected to fund the purchase of the base vehicle?
Who is responsible for the warranty of the base vehicle once in service?
Is the OE internal structure acceptable as a Cabin Rollover Internal Cage design or is there a requirement for internal ROPS?
Answered on 29/Oct/2025 09:57 AM
:
Dear Valued Suppliers,
Please refer to below answers to the questions.
Question: Is the body builder expected to fund the purchase of the base vehicle?
• Yes QFD is expecting the supplier to source and fund the purchase of the base vehicle suitable for the build.
• QFD has in the past negotiated with a supplier to include a cab chassis purchase line with in the issued purchase order, so the supplier can invoice QFD upon delivery and post QFD inspection of the received goods being delivered as requested.
• QFD payment terms are 30 days upon receiving a Tax Invoice.
Question: Who is responsible for the warranty of the base vehicle once in service?
• The successful supplier is providing the department with a complete solution and will therefore be contractually obliged to manage warranty claims and obligations with the relevant OEM on the department’s behalf.
Question: Is the OE internal structure acceptable as a Cabin Rollover Internal Cage design or is there a requirement for internal ROPS?
• OEM cabin ECE-R29 is not sufficient structure on its own.
• RFS requires either an internal cage design or an external cage design which complements the OEM ECE-R29 in the cab chassis provided for this build.
Kind Regards,
Fleet Procurement Team

Question
:
Please send picture of NS2 locker refereed to in response as it was not attached to the email I received
Please Advise which standards you want the roll cage certified to.
Thank you
Answered on 29/Oct/2025 03:19 PM
:
Dear Valued Suppliers,
Please refer to the Addendum document that was posted this afternoon where you can see the picture of the NS2 Locker.
Regarding the standards for the roll cage, the internal roll over protection cage should be designed to meet the minimum criteria, which is to withstand omnibus rollover strength and crush intrusion zones as defined by ADR 59/00 & VSB 7A7&B.

Fleet Procurement Team

Question
:
Hello,
According to the question about the through locker from yesterday, we cannot see the attached picture. Can you make available or advise how to access?
Answered on 29/Oct/2025 12:58 PM
:
Dear Valued Suppliers,
When we provided response yesterday to the through locker question, it was found out due to limitation of Vendor Panel functions there is no way to attach any picture or document if we directly reply to the questions.
Alternatively we created an Addendum in a word document which was just released under this tender. Please refer to the Addendum where the picture is attached.
Kind Regards,
Fleet Procurement Team
