Details
The Infrastructure Building and Construction Panel (IBCP) Standing Offer Arrangement (SOA) seeks to make it easier for suppliers to do business with government and increase engagement opportunities.
The Transport and Main Roads (TMR) categories within IBCP are Contract Administration Services (CAS), Survey, Environmental and Cultural Heritage categories (ENV), Project Management - (Civil) categories (PM).
TMR is inviting applications for prequalification and seeking Suppliers to join IBCP within the below categories:
* Contract Administration / Project Management (Civil);
* Environmental and Cultural Heritage Services; and
* Survey Services.
The invitation documentation includes:
* IBCP Information and Application Instructions
* IBCP - SOA ITO Response Form
* IBCP - SOA Part A - SOA Details
* IBCP - SOA Part B - Services Catalogue
* IBCP - SOA Part C - SOA Conditions and Deed
* IBCP - SOA Part C - Execution Page 21 (new Suppliers to sign).
Please refer to the IBCP Information and Application Instructions document when preparing your response.
The closing date and time for submissions is 14 March 2025 at 4:00pm (AEST).
Electronic copies of submissions are to be lodged in Vendor Panel before the invitation closes. Submissions may not be accepted by email or any other method.

No, existing IBCP suppliers do not need to resubmit. The quarterly intakes are an opportunity for new suppliers to join the IBCP SOA or for existing IBCP suppliers to apply for new prequalification levels.

No there isn't a prequalification category for Instructor Structures L01. There are two Inspector Structures related roles IS02 and IS03. Given that structures are critical infrastructure for TMR, these roles require a higher level of experience and knowledge.

Section 2.1 - Do you possess a Civil Engineering degree or an equivalent Civil Engineering qualification, which is accepted by the Institution
of Engineers Australia as a full Member (MIEAust)? - As DEIE01 requires either Civil or Electrical degree, it is acceptable to state YES if the applicant has electrical degree only.
Section 3.1 - as a design consultant, we are not always privy to the Infrastructure Contract Type or the Infrastructure Project Value as our scope concludes at the end of design phase. Where we don't know this information, can you confirm whether it is acceptable to leave blank, or specify $2M (for DEIE01)
Section 3.2 - confirm "Project Value (excl GST)" is the Infrastructure Project Value, or the value of the consulting services provided by applicant.

Hi there,
Can you please advise the best way to link the type of roles that we are trying to submit for between the TMR CV and the ITO form? For example, if we have a CA that is qualified for all 3 levels (CA01, CA02 and CA03). Are we able to tick all 3 in the ITO Form?
If so, do we need to make any specific mention on the TMR CV to say our staff is applicable for all 3?

If you're aiming for the highest-level prequalification in a category (e.g., CA03) without having the preceding level (e.g., CA02), it's advisable to apply for each level separately. This involves submitting an individual CV for each level. If you only apply for CA03 and don't succeed, your application won't be automatically considered for lower levels, and you'll need to reapply in the next quarter.
For the ITO Response form, you can mark 'in progress' for all levels you're applying for and provide indicative daily rates.

Please sign and submit the IBCP SOA Part C - Execution page through Vendor Panel along with your application. If your prequalification is successful, TMR will create the Deed of Agreement and sign the Execution page, returning a copy to you for your information and records. If your prequalification is unsuccessful your application to join the IBCP will not proceed.

Refering to item 5 in Appendix A of SOA-PartC-SOA Condition:-Where can I find IBCP Marketplace MP documents (for relevant Marketplace Categories only) .It says that it needs to be completed and returned?

There are no Marketplace categories in the IBCP, so no documents need to be returned concerning Marketplace categories. Although future Marketplace categories were considered during the establishment of the IBCP, this is not currently being pursued

The permission conditions on the CV Template do not allow the document to be signed (the field is inactive). The field for the submission date on the ITO response form cannot be updated.

Please save the CV template to your local drive, you should then be able to sign the document.
ITO Response form
Thank you for advising of an issue with the form. Please try to manually type the date into this field. I note that if you try to select the drop-down list to enter the date, it often results in an error. We will look to rectify this issue for the next quarterly intake.

If you are a current IBCP supplier (already joined the SOA) there is no requirement to complete and resubmit the ITO response form. Submission of CV/s only is acceptable.
If you have prequalified resources but are applying to join the IBCP SOA, please select 'prequalified' for the relevant categories on the ITO response form.

Yes, the quarterly intakes are an opportunity for existing suppliers to apply for new prequalification categories/levels. Please refer to TMR 'Suppliers How to join' webpage for Quarterly intake dates. The link can be found on the IBCP Information Application Instructions document attached to this quarterly intake.
