Details
The South Queensland Renewable Generation Hub, which includes the Bungaban Wind Farm, is being developed by renewable energy proponent Windlab Developments Pty Ltd (Windlab). This overall project is comprised of individually permitted and complementary wind, solar and battery storage projects within one region. The Hub is located about 40km from Wandoan and 60km from Taroom in rural Queensland, or about 450km north-west of Brisbane. The closest airport is located at Roma.
The Bungaban Wind Farm is a 1.4GW wind energy project with 180 turbines and is the most mature of the renewable projects planned for this Hub. The Bungaban Windfarm Connection Project (the project) is a 70km-long 275kV double circuit transmission line connecting the proposed Bungaban Wind Farm into Powerlink’s existing Wandoan South Substation. A final corridor for this transmission line has been identified, as demonstrated below.
Social impact assessment context
Powerlink has undertaken research and engagement to reach a final corridor for the Bungaban Windfarm Connection Project. As part of this research, Powerlink’s Community and Social Performance team have embarked on work to understand the social context for the project. This community insights research has provided a foundational understanding of the community hosting the proposed transmission line and has culminated in the development of a Community Insights Report, which contains:
• Defined Social Locality
• Demographic profile for the social locality
• Cultural Diversity and Cultural heritage summary
• Summary of socio-economic advantage and disadvantage
• Overview of land use in the vicinity of the corridor
• Community values and sentiment summary
• High level overview of housing concerns in the region
• Summary of workforce and industry statistics
• Overview of education statistics
• Summary of health and wellbeing statistics and priorities
• Summary of industry and major projects
• Overview of telecommunication matters
• Overview of community resilience considerations
• High level summary of community and stakeholder engagement findings.
• Summary of community insights and potential implications.
There are multiple projects occurring in the Wandoan area and Western Downs neighbouring regions. Western Downs Regional Council and other key stakeholders, such as the Wandoan Chamber of Commerce, seek consideration of the cumulative effects of the projects, in addition to coordination and efficiency of processes such as the development of SIAs. Concern for engagement fatigue has been highlighted. Windlab has commissioned an SIA for the Bungaban Wind Farm project.

Question
:
Will Powerlink organise engagement activities (contacting interviewees, arranging any workshops, sending out survey), or should the consultant cost for both organisation and delivery?
Answered on 03/Mar/2026 02:53 PM
:
Good afternoon,
• Powerlink will draft an SIA Engagement Plan for review by the successful consultant.
• Powerlink will draft a survey for review by the successful consultant.
• Powerlink will undertake all preparations for the Wandoan Show engagement activity.
• Should tenderers prefer that Powerlink organise additional engagement activities outside of these listed, this can be accommodated.
• The priority for the SIA program is to ensure SIA engagement can successfully be delivered at the Wandoan Show. Powerlink will provide any additional support required to facilitate this within the tight timeframes. Tenderers are welcome to propose an approach which aligns with this priority and good SIA and engagement practice.
• Any inclusions, exclusions, and assumptions must be clearly defined in proposals.

Question
:
Hi there,
We are excited to submit our proposal for this brief. We would like to know if you have a budget allocated for the SIA?
Thanks
Answered on 04/Mar/2026 04:25 PM
:
There is an allocated Budget for these works.

Question
:
• The RFQ allows four business days to prepare a response to a complex request that will provide strategic value to Queensland Electricity Transmission Corporation Limited and related stakeholders, at a time when there are RFQs in market drawing on similar resources. Respectfully, in that context, we ask for an extension to the supplier questions and closing date to allow sufficient time to provide a tailored response, including how the methodology may be designed to meet the timeframes detailed in the specification.
• Is there an indicative budget for this work?
Answered on 03/Mar/2026 02:55 PM
:
• You will note from our RFQ documentation that we are working towards a defined date for in-community engagement, so we are unable to provide an extension for the RFQ.

Question
:
Hi team,
We would like to clarify a few things if possible:
1. The RFQ closing date is identified as 10am on Friday 6th March. Noting this represents a very quick turnaround to develop a response, is there any scope for this to be extended?
2. Among the requirements for the SIA is compliance with Powerlink’s Social Impact Rating Specification for Consultants. We have been unable to find this online – is this something that could be provided to us to firm up a potential methodology?
Answered on 03/Mar/2026 02:57 PM
:
• You will note from our RFQ documentation that we are working towards a defined date for in-community engagement, so we are unable to provide an extension for the RFQ.
• Powerlink’s Social Impact Rating Specification for Consultants is an internal document which will only be provided to the successful consultant. This document aligns with the SIA Guideline and provides additional detail on an impact assessment framework (an example only is provided in the Guideline) and the structure of report deliverables. The intent of this document is to provide consistency across SIAs delivered for Powerlink.

Question
:
With a number of current commitments our team have asked if it would it be possible to request a small extension of time to allow them to prepare their submission?

The closing date has been extended for another week, now closing 13 March 2026

Question
:
- What methods of engagements have already occurred, by whom and over what period? What engagement data will we have access to, and will Powerlink be identifying the critical stakeholders for engagement or undertaking stakeholder mapping?
- Will the SIMP address cumulative impacts?
- The RFQ details that Powerlink will draft the plan, community surveys, and consultation materials, is there scope for modification of materials or engagement strategies if needed? If their scope to co-develop these materials?
- Does Powerlink have an anticipated number of survey respondents, is there an intention to do qualitative engagement, interviews etc?
- Is there an opportunity for the consultant to co-develop the engagement approach with Powerlink? Rather than simply review and approve.
- Does Powerlink have an expectation around the scope in terms of topics or number of impacts, and how that will be agreed?
Answered on 04/Mar/2026 04:24 PM
:
Q. What methods of engagements have already occurred, by whom and over what period? What engagement data will we have access to, and will Powerlink be identifying the critical stakeholders for engagement or undertaking stakeholder mapping?
1. Some stakeholder engagement has been undertaken to inform corridor selection for the transmission line, however, no formal engagement has been undertaken to specifically understand social impacts.
Q. Will the SIMP address cumulative impacts?
1. Yes
Q. The RFQ details that Powerlink will draft the plan, community surveys, and consultation materials, is there scope for modification of materials or engagement strategies if needed? If their scope to co-develop these materials?
1. Yes. As stated in the RFQ documentation the engagement plan, community survey and consultation materials will be prepared for review and approval by the appointed consultant.
Q. Does Powerlink have an anticipated number of survey respondents, is there an intention to do qualitative engagement, interviews etc?
1. No, however, the population figures of the area in question may provide some guidance for your estimations. It is anticipated that tenderers would propose their recommended approach to engagement.
Q. Is there an opportunity for the consultant to co-develop the engagement approach with Powerlink? Rather than simply review and approve.
1. This may be negotiable. The drivers for the proposed approach are to support the consultant's workload to enable engagement within the tight timeframes required, and to be mindful of budget.
Q. Does Powerlink have an expectation around the scope in terms of topics or number of impacts, and how that will be agreed?
1. The SIA and SIMP are to be delivered in alignment with the guidelines specified in the RFQ documentation. The number of impacts cannot be predetermined and will be determined by the research findings.
