• Bullet – high spec lens and MP than turret
• PTZ – With at least 12x or 24x zoom
- What specifications of NVR are required?
• Minimum ports for NVR are 16 ports for most sites
- What specifications of a Point-to-Point link are required?
• Use of Ubiquiti point to point to suit use of site

Following our review of the Request for Tender – Part 3 CON2026 1797 – Council Managed CCTV Network – Maintenance and Support (Specification), we respectfully request clarification on several technical items to enable accurate pricing, risk assessment, and confirmation of system compatibility.
1. Existing CCTV Hardware & Infrastructure
Could Council please provide a current asset register or confirm the following details for all public space and corporate CCTV systems:
- Camera manufacturers and model numbers
- PTZ vs fixed camera quantities
- NVR manufacturers and model numbers
- Server and NAS specifications (if applicable)
- UPS manufacturers and models
- Wireless radio brands and models (where deployed)
- Current firmware versions (if available)
2. Video Management System (VMS)
The specification requires compatibility with the Victoria Police VMS at the Bairnsdale and Lakes Entrance Police Stations. Could Council please confirm:
- The VMS platform currently in use (manufacturer and version)
- Licensing structure (per camera, per server, etc.)
- Whether Council owns VMS licenses or if Victoria Police manages licensing
- Whether API or integration documentation is available
3. Network Architecture
To allow accurate assessment of maintenance scope and risk:
- Are network diagrams available for all sites?
- Are sites connected via fibre, point-to-point wireless, VPN, or other methods?
- Who is responsible for network infrastructure (Council internal IT vs third-party provider)?
- Is remote access available for maintenance purposes?
4. Storage & Retention
What is the current video retention period required at each site?
- Are storage systems centralised or site-based?
- Are any systems approaching storage capacity limits?
5. Power Backup (UPS)
The specification requires UPS compatibility with Council monitoring systems.
- What monitoring platform is currently used for UPS/network monitoring?
- What is the current average backup runtime at field locations?
- Are there known power reliability issues at any sites?
6. Warranty & Asset Age
To assist with lifecycle forecasting:
- What is the average age of installed equipment across sites?
- Are any systems currently under manufacturer warranty?
- Are there known end-of-life (EOL) devices currently in service?
7. Spare Equipment
Is there existing stock held by Council for replacement equipment? If so, could a stock list be provided?
8. Site Access & Constraints
- Are any sites subject to heritage, height, or special access restrictions?
- Are there any locations requiring after-hours servicing due to operational constraints?
9. Future Expansion
- Are there planned expansion projects within the next 12–24 months?

- Are sites connected via fibre, point-to-point wireless, VPN, or other methods?
Mix of fibre, point-to-point wireless, 4G w/ VPN ,and LEO satellite w/ VPN
- Who is responsible for network infrastructure (Council internal IT vs third-party provider)?
Mixed responsibility with council taking full responsibility for corporate network. As part of closed RFQ to the panel for preventative maintenance there will be an included maintenance item which includes firmware upgrades for UPS management cards and point-to-point wireless radios in public space CCTV deployments.
Any expansion of corporate or public space CCTV deployments may include deployment of additional point-to-point wireless radios or other networking technologies as part of closed RFQ to the panel. Advice on network architecture is available from councils’ infrastructure team as part of that RFQ process.
- Is remote access available for maintenance purposes?

All site should have a retention period of 30 days
- Are storage systems centralised or site-based?
Centralised for public based CCTV.
Site-based for corporate CCTV.
- Are any systems approaching storage capacity limits?
No

The specification requires UPS compatibility with Council monitoring systems.
- What monitoring platform is currently used for UPS/network monitoring?
Prometheus & Grafana for alerts/alarms
CyberPower PowerPanel
- What is the current average backup runtime at field locations?
45-60 min depending on load.
- Are there known power reliability issues at any sites?
Nothing out of the ordinary.
6. Warranty & Asset Age

Average age of installed equipment is 4 years
- Are any systems currently under manufacturer warranty?
Nothing currently
- Are there known end-of-life (EOL) devices currently in service?
No

Yes

• All council sites will need at least a week prior notice for access
• Most of our public cctv site will require a scissor lift and a few of our corporate sites too
- Are there any locations requiring after-hours servicing due to operational constraints?
No

Yes
- Does Council have a preferred technology standard for future deployments?
Preferred technology standard will be in-line with VPDSS and Essential 8 ML1 obligations. More detailed documentation will be made available to panel members after the tender process in complete, we will publish a closed RFQ to the panel for preventative maintenance or expansion.
