Located in the heart of Central Queensland, the Rockhampton Region is situated 570 km north of Brisbane and approximately 300 km south of Mackay. The Region spans an area that’s covers the communities of Mount Morgan and Gracemere and boasts the City of Rockhampton as the main service centre for the wider Central Queensland Region. Rockhampton Regional Council provides a range of local government infrastructure and services, including: water and wastewater services; waste collection and disposal; construction and maintenance of roads, parks, reserves, sports and community facilities; and a wide variety of community services. Council also owns and operates the Rockhampton Airport and Fitzroy River Water.

Mount Morgan Cemetery is a heritage listed cemetery located at East Street, Mount Morgan, within the Rockhampton Region, Queensland. Established in 1886, the cemetery has served the Mount Morgan community for the majority of the town’s history and was entered on the Queensland Heritage Register on 21 October 1992. The site contains numerous memorials, structures, and landscape elements of historical, cultural, social, and aesthetic significance, including the Linda Memorial and a rare Chinese ceremonial burner.

The land formerly identified as Lot 3614 has undergone a boundary realignment along East Street South and has been consolidated with Lot 184 to form a single allotment. More recently, the consolidated site has been rezoned to Community to support and facilitate the proposed extension of the Mount Morgan Cemetery. This technical specification has been prepared to support the delivery of civil works associated with the cemetery extension, which is intended to provide additional burial capacity and associated infrastructure while maintaining the historic character, heritage values, layout and cultural significance of the existing cemetery.
