Details
Queensland Police Service (QPS) invites Suppliers to participate in a Request for Information (RFI) to gather information in relation to QPS26064 Police Referrals.

Since May 2016 Queensland Police Service (QPS) Frontline Officers have connected at-risk and vulnerable community members to external support service providers through the Police Referrals System with the aim of reducing repeat calls for service, recidivism and victimisation. The Police Referrals System enables Frontline Officer to initiate referrals from QPRIME to over 510 service providers covering 62 different issues, which are broadly grouped into 21 broad social issues which relate to themes including:

• community support

• domestic violence

• family and youth support

• health and wellbeing

• homelessness

• identity theft & fraud

• legal

• mental health

• seniors

• victim support
Background information / Compatibility requirements
Details
The Queensland Police Service (QPS) is seeking information from the market for an innovative and fit for purpose system solution to replace the existing Police Referrals systems. The system solution is comprised of two separable portions.
Desired Outcomes ('Nice to haves', Conditions & Warranties, SLA's, Project benefits)
Details
Separable Portion A: Referral and Case Management System

The Referral and Case Management System is the portal accessed by frontline officers to record the vulnerable persons need and situation. The portal then connects to a Service Provider (e.g Mental Health Service Provider) and provides them with the vulnerable persons information that is recorded by the police and their contact details.

The new system will be contemporary and will enable the QPS to connect vulnerable and at-risk community members with support services within the Police Referrals network.

The system should be able to send an electronic referral to a network of over 500 service providers across Queensland who provide non-crisis support to people. The system should be able to interface with QPRIME and, for the purpose of Police Referrals, provide the mechanism for auto-routing approximately 200,000 + referrals per annum to a network of more than 500 service providers.

The system should leverage technology to:

a) Reduce manual data entry to improve workflow efficiency.

b) Potentially implement AI-driven validation mechanisms to minimize errors.

c) Provide mobile-friendly applications for officers and service providers.

d) Utilise encryption and multi-factor authentication to protect sensitive information.

e) Allow officers and service providers to monitor referral progress and outcomes.

Separable Portion B: Referrals Management Coordination Service

In addition, the QPS seeks to procure a service that is also capable of administering and governing QPS referrals, including facilitating and managing agreements with support providers as well as training service providers in the appropriate use of the procured system.

Suppliers are encouraged to provide any information they seem appropriate to inform the QPS including any alternative solutions that may meet QPS’ objectives.

Question:
Dear Rachel,

Hope all is well? - In regards to the RFI-VP463975 for Police Referrals, I wish to clarify about the supply of Medical and Healthcare Related products and solutions. Are we able to propose Medical and Healthcare related products and solutions as part of this RFI for Police Referrals?

The reason for this question is because the categories that was selected covers the scope inclusion of 'Medical Centre Operations and Management' and our company operates in the space of Medical, Healthcare and Law Enforcement products and solutions.

I look forward to your clarification.

Thank you

Answered on 21/Jul/2025 09:09 AM:

Good morning all,

You are welcome to propose Medical and Healthcare related products as part of this RFI, if you believe that your product may meet our objectives.

The reasoning behind the selection of the category 'Medical Centre Operations and Management' was in relation to Separable Portion B - Referrals Management Coordination Service. However, this is not restrictive to Separable Portion B, as we are welcome to any responses to this RFI that may meet either or both Separable Portion objectives.

Kind regards,

Rachel Beven

Question:
Thank you for the opportunity to respond.

We have the following clarification questions regarding the document: Queensland Police Service, Request for Information, QPS26064 Police Referrals.

Question 1: External Service Provider Access (Section 1.2.1)

a) Are service providers expected to have direct (authenticated) access to the new system (e.g. secure login accounts) to view, manage, and/or accept referrals?

b) If so, will service providers be responsible for managing their own user accounts, or will all user provisioning be centrally managed by Queensland Police?

c) Approximately how many external service provider user accounts are expected to be required?

Question 2: QPRIME Integration (Section 1.2.1)

a) Could you please provide more detail on the intended interface with QPRIME? Specifically, what functions is this interface expected to support?

b) Are there defined data elements or use cases for the expected information exchanges?

c) Does QPRIME have an API?

Question 3: Auto-Routing Mechanism (Section 1.2.1)

a) Could you provide examples of what the "mechanism for auto-routing" is expected to do?

b) How often (approx.) would the routing rules need to change?

c) Would Queensland Police expect to manage these rule changes internally, or would they be made via vendor support?

Question 4: Minimising Errors via Technology (Section 1.2.1)

a) Regarding the objective to "leverage technology" to "minimise errors" - what are some examples or key sources of errors in the current referral process that the new system is expected to address?

Question 5: Managing Agreements with Service Providers (Section 1.2.2)

Could you please clarify what is meant by "facilitating and managing agreements with service providers"? Specifically:

a) Does this refer to the establishment and/or administration of funding agreements for the delivery of referral-related services?

b) Does it include the monitoring and management of provider-specific KPIs, service outcomes, or performance outputs?

c) If available, could you please provide examples of the types of management processes Queensland Police envisages under this function?

Question:
QPS has previously released QPS18583 Client Management Program (CMP) to the market - how does this work relate to that initiative?

Is a reduction in double handling a consideration when looking at QPS18583 Client Management Program (CMP) and this RFI?

Answered on 22/Jul/2025 01:07 PM:

Good afternoon,

QPS18583 Client Management Program (CMP) is not related to this scope of work.

QPS26064 Police Referral's is a separate initiative for which were are currently exploring market capabilities through this RFI.

Question:
Dear QPS,

We are seeking clarification around the following items:

- 1.2.2 Separable Portion B: by service, do you mean people that can perform this role? Please clarify what exactly you are looking for.

- 2.2 Pricing Model: it is extremely difficult to provide an indicative price without further information. We can provide the pricing model for our solution, but will be difficult to accurately provide a budgetary estimate. Please clarify the level of detail and accuracy you are expecting.

Thanks.

Answered on 23/Jul/2025 03:31 PM:

Good afternoon,

Please refer to Addendum 01 in regards to Separable Portion B. Separable Portion B has now been removed from the scope of this RFI.

In regards to the pricing model, we are looking for a high level overview of expected costs, and how your solution pricing models are structured (i.e. enterprise licenses, per-user based, etc).

Question:
Hello

Can you please confirm the number of end users for the solution so we can equate sizing consideration and solution characteristics. Thank NTT you

Answered on 24/Jul/2025 12:09 PM:

Good afternoon,

Queensland Police Service (QPS) have approximately 12,000 QPS employees who are capable of making a referral into the system, and 1000 external and internal personnel who action the referrals as licensed users.
24/Jul/2025 01:46 PM
Question:
I understand this RFI is to gather info about market capabilities and therefore some of our questions are currently too technical in nature, but just in case we have the following queries for you to help us shape our response:

1. What infrastructure is preferred? (E.g. QPS' hardware/cloud, secure AWS/Azure etc)

2. Would there be a requirement to migrate existing data from the current system to this new solution?

3. What end device hardware does QPS require the solution to be accessible from? (E.g. mobile phone, tablet, laptop etc)

Answered on 24/Jul/2025 03:35 PM:
(edited on 24/Jul/2025 03:36 PM)

Good afternoon,

In regards to you questions:

1. Queensland Police does not currently have a preference for infrastructure, we welcome all proposals.

2. There would be a requirement to migrate data from the current solution to the new system. Specific information regarding the current data migration will be released during the Invitation to Offer phase.

3. The solution will need to be accessible via desktop, laptop, mobile phone and tablet. Specific information regarding accessibility requirements will be released during the Invitation to Offer phase.

Question:
Do QPS have a preferred consumption model for the solution, such as Vendor Cloud (e..g, SaaS, Paas), self-managed (e.g., on-premise, Private Cloud)? Does the question 2.1.e "Please indicate if your solution is commercial off the shelf (COTS)" imply any preference?

Answered on 25/Jul/2025 03:10 PM:

Good afternoon,

QPS does not currently have a preferred consumption model for the solution. Question 2.1e is not intended to imply a preference.

Question:
Hi, please can you aswer these questions for us?

What systems and APIs currently exist for QPRIME integration? Are there existing middleware solutions QPS prefers (e.g. Azure Logic Apps, MuleSoft)?

What are the security and encryption standards mandated by QPS for data at rest and in transit (AES-256, TLS 1.2+, etc.)?

What peak transaction volumes must the solution support?

Does QPS require real-time reporting and dashboards, or are scheduled reports sufficient?

Will QPS provide Single Sign-On (SSO) through Azure AD/Entra ID, or does the solution need to deliver SSO and MFA directly?

Is QPS open to a Power Platform-based portal (Power Pages) for service providers, or does it prefer a standalone web application?

If it is system based integration, is the expectation from QPS that the API would be exposed to the service provider

What systems does the new solution need to integrate with (e.g., QPRIME, CRMs)?

Are there any existing portals or systems that this solution should align with in terms of design or functionality?

Will external users (e.g., Service Providers) need to register themselves, or will they be onboarded by QPS?

The addendum provided shows that the current state leverages APIs that are "exposed" to Service Providers to consume Referrals into their respective systems. Is this also the preference for the target solution or is QPS open to alternative options (e.g. authenticated Portals, etc)

"The RFI Response document section - Separable Portion B: Referrals Management Coordination Service - states the following - ""including facilitating and managing agreements with support providers"". Based on your response the earlier question regarding Part B - our understanding is that Part B is now not in scope. However, could you clarify as to whether the target Referral management solution needs to handle processes in relation to Service Provider onboarding / offboarding, managing of contracts associated with Service Providers and monitoring and reporting on the performance of Service Providers.

"

Are there existing SLAs with service providers, or will the vendor be responsible for drafting and enforcing them?

Is QPS looking for a managed service model for the ongoing administration of the referral network?

What reporting cadence does QPS expect for referral outcomes and provider compliance?

Are there any cultural, accessibility, or language requirements for the service provider portal and training materials?

What is the expected implementation timeline for Separable Portion A?

What is the maximum number of service providers to be considered in scope?

What details of services providers will be captured in the system ?

Does QPS require to have an integration with service providers CRM ? What type of information QPS requires from service providers ?

Please outline any reliance the solution has on external entities, such as third-party software platforms, integrated systems, or vendor services, that are essential for its successful delivery?

Will users access the system from mobile devices or only desktops?

Answered on 25/Jul/2025 03:18 PM:

Good afternoon,

To clarify the referral management solution should enable the vetting, onboarding and maintenance of Service Provider profiles.

Additionally, users will access the system from both mobile devices and desktops.

Formal specifications addressing these questions will be released during the Invitation to Offer (ITO) stage.

Kind Regards,

Rachel

Question:
1) Is the RFI intended for only Separable Portion A: Referral Case Management System or the response for Separable Portion B: Referrals Management Coordination Service can also be included?

2) Referral and Case Management System - Does the current portal provide the ability to submit details of the victims which directly stores the data into QPRIME?

3) Is the new system expected to refer the case to the relevant service automatically based on the details in the case?

4) Are the cases referred to more than one service at a time?

5) Can you briefly explain the difference between the referral interface and the Referral management system in the current set up and who are the users for each.

6) Is the platform including Portion A and Portion B expected to work as an end-to-end collaboration tool for the process of referral till outcome between both parties?

Answered on 28/Jul/2025 03:16 PM:

Good afternoon,

As per Addendum 01 - Separable Portion B has been removed for the purpose of this RFI.

In regards to questions 3 and 4: It is expected the solution automatically sends a referral to the relevant service. Cases can be referred to more than one service at a time.
