Hi,

We have several queries as follows:

1. For Scheduled Item “G40C9274.01 VMS Boards” as listed on Schedule 5A, can Council please confirm the details for pricing as below, as no details had been provided in the Annex MRTS02.1 as provided with the Tender Documents:

i. If VMS boards will be required to be in place prior to works commencement and duration prior to commencement if required.

ii. If VMS boards will be required to be in place during the entire period of works on site and duration post completion of works on site if required.

iii. Number and locations of VMSs required to be in place.

2. The Existing AC Pavement to be removed as shown on drawing INF04252-1500-A has areas outside of the areas specified for New Pavement to be Constructed – Pavement Type 1 as shown on drawing INF04252-501-A. For these areas, can Council please confirm the requirement of reinstatement of pavement i.e. the required layers and depths of each layer?

1. Allow to place VMS Boards in Blackall Street for a period of 2 weeks prior to construction commencing, to notify the public of the upcoming works.

VMS Boards will not be required duting or post the construction peroid.

2. We have amended the pavement details as outlined below and updated the BOQ. Due to time constraints we have not amended the drawings and the Tenderer is to price based on this revised information.

Northcote Street amendments - It has been decided to resheet the entire asphalt pavement surface within Northcote Street.

All pavement areas within Northcote street are to be profiled to a depth of 45 mm before installing a new pavement layer of 10mm C170 initial seal coat and 35mm AC10M (C320) asphalt.

The requirement to install a 50mm asphaltic concrete layer as per ICC SD 11, is replaced with the above noted 10mm C170 seal and 35mm AC10 (C320) asphalt layer. All other requirement in ICC SD-11 still apply.

England Street amendments - The pavement design as shown on drawing INF05452 Sheet 501 Rev A no-longer applies.

The new pavement design for England Street is as follows;

- 35mm AC10M (C320) Asphalt surface layer

- 10mm C170 initial seal coat at 1.2 L/m2 (2% max. cutter) with 10mm aggregate spread at 1,100/ALD m2/m3

- 130mm Type 2.2 Unbound Base Course

- 150mm Type 2.3 Unbound Subbase Course

Hi

There seem to be discrepancy in information between the provided design drawings, the BOQ, and the provided Annexure MRTS11.1 relating to the Seal.

The provided drawings INF04252-500-A and INF04252-501-A specifies 10mm C170 Initial Seal Coat (max 2% cutter) under PAVEMENT TYPE 1 DETAILS, where no spread rate for the cover aggregate had been specified. Then Note no. 3 on the drawing further specifies a Prime - C170 @ 0.8L/m2, curing period 2-3 days.

However, the provided Schedule 5A lists the item "HHD40801.01 Initial Seal Coat, grade [C170], spray rate [1.7L/m2], [including] supply of binder, - 4550.90 litre" where no item had been listed for the Cover Aggregate and Prime.

The provided Annexure MRTS11.1 specifies C170 with Est Rate at 1.2L/m2, where no Cover Aggregate and spread rate specified as Initial Treatment. Then C320 Binder with no est. spray rate specified and 14mm Cover Aggregate with 100m2/m3 spread rate specified.

Can Council please clarify and confirm the required Seal Treatment with Binder and Cover Aggregate specified and confirm if Prime is required? Please also confirm the items within Schedule 5A in which the required items are to be priced.

In the BOQ there are two items with identical item numbers relating to the removal of existing seal and pavements.

HBAC9338.02: Removal of existing seal and pavements in Northcote and England Street: 3,263 m2

HBAC9338.02: Removal of existing seal and pavements: 2,677 m2

The 2,677 m2 item appears to be correct.

Can you please confirm that the 3,263 m2 is a double up and can be ignored.

Good morning,

Drawing 1200 contains a Kerb & Channel Typical Reinstatement detail that shows a Bitac strip placed centrally over the lean mix edge.

BOQ item HJL43401.01 contains a quantity of 241m for the Bitac strip.

England Street is shown to have a full width Type 1 pavement reconstruction and there is minimal kerb reinstatement on Northcote Street.

Considering that this detail has a quantity of 241m can you please advise where it is to be applied.

The Bitac Strip is to be place on both edges of the lean mix trench backfill within Northcote Street and kerb replacement in Chermside Road. The quantity has been revised to 265m.

Question:
The Kerb & Channel Typical Reinstatement detail on drawing 1200 states that a C170 bitumen seal coat should be placed over the lean mix concrete edge. Drawing 500 (Note 8) suggests the placement of an ASS emulsion tack coat followed by a PMB seal and 10mm aggregate over lean mix concrete pavement. Could you please advise which seal treatment is preferred over the lean mix edge and the lean mix backfill for the drainage line. Thanks.

Question:
East Ipswich Is a old area and there is increased risk of services (Old and new, redundant and active) being in existence above what is shown on both the design drawings and the current BYDA plans.

These additional services will attract time and cost to properly locate, identify and work around. In the event of additional services above and beyond what the contractor can reasonable determine at time of tendering, will ICC facilitate and support a Latent Condition claim?

Item 3 on the provided Request for Tenders document indicates that the anticipated contract commencement is May 2026. However, item 6 on the provided Response Schedules specifies that the Proposed Commencement date (Site) is 17/04/2026. The ROADWORKS AND SETOUT PLAN - SHEETS 1 & 2 of the IFC Drawings (Schedule 2B) shows "New stamped/paver driveway to be constructed" and "New Gravel driveway to be constructed". Can Council please confirm the details of these driveways? i.e. for the Stamped/Paver driveway please confirm details of stamp or pavers, and for the Gravel driveways, please confirm type of gravel and thickness to be constructed.

There are no stamped/paved driveways to be constructed, as the one shown for No. 16 is to be constructed as a new concrete driveway.

Gravel driveways are to be constructed to a depth of 150mm of compacted roadbase recovered from site or type 1.5 material.

Driveways have been remeasured and the BOQ has been updated.

Can ICC please clarify or confirm if this statement relating to wet weather extension of time is correct:

The road has been excavated and the existing black soil exposed. Un-forecast rain commences and a 11mm of rain occurs. The black soil is now heavily affected and needs 4 days to dry back before works can appropriately recommence. No further rain occurs for the proceeding 7 days.

Under the conditions of the Schedule 4B supplementary conditions of contract (Clause 6.0) the Contractactor will be granted 0.5 day extension. Is this correct?

We have several queries as follows relating to The Demolition Plan i.e. IFC Drawing INF04252-1500-A of Schedule 2B as provided:

1. Can Council please confirm the scheduled item to price for the works as required for the annotation "Existing drainage pipe to be left in place (Grouted)" marked on the existing pipes along Northcote Street? Please also confirm the size of these pipes along the length, and if the sizes vary along the length, please confirm the length for each size.

2. Can Council please confirm the scheduled item to price for the works as required for the annotation "Existing drainage pipes to be removed" marked on the existing pipes along and across England Street?

3. Can Council please confirm the scheduled item to price for the works as required for the annotation "Existing drainage pipes to be left in place (capped)" marked on the existing pipes to the north of the proposed MH 15/A1? Please also confirm the length and size of this pipe.

4. For the existing drainage line diagonally across the corner of Northcote and England Streets, the Demolition Plan drawing annotates "Existing drainage pipe to be left in place (Grouted)" and the Stormwater Drainage Plan annotates "Existing stormwater pipe to be abandoned (capped at both ends)". Can Council please confirm what is required here?

It is noted that the current Price Schedule on Schedule 5A Rev 3 lists item "HBA30002.02 - Backfill and seal existing pipes with flowable fill (2m each plug)" with quantity of 12.00m, however, this item and quantity does not seem to align accurately with any of the above listed work on the existing drainage pipes as specified on the drawings, therefore can Council please confirm where would the work for this scheduled item be required for?

1. The pipe sizes are approximately 250mm to 300 mm in diameter.

2. There appears to be no item for the removal of existing drainage pipes.

The Tenders are instructed to include a new line item under Demolition Works, for this activities if they have not priced it elsewhere in the BOQ.

3. Capping of the stormwater pipes is to be priced within item "HBA30002.02 - Backfill and seal existing pipes with flowable fill (2m each plug)

4. Pipe to be grouted and if necessary, adjust the quantity in the BOQ.

Tender to make their own assessment of quantiteis if their measure differs from the BOQ.

Given that it is now being decided to resheet the entire pavement surface within Northcote Street, can council please confirm if the drainage lines within Northcote St is still to be constructed adopting the details of "INSTALLATION UNDER EXISTING PAVEMENTS" (i.e. with min. 300mm of Lean Mix) or the details of "INSTALLATION UNDER PROPOSED PAVEMENTS", as per SD.11 Rev B?

2. Note 1 in SD.11 Rev B specifies that "Bedding material (foundation, haunch and overlay) to have the following grading course, clean, sharp river sand approved by Council's Engineer." Can Council please confirm if the 5mm or 10mm drainage aggregate that meets the grading envelope as specified on SD.11 will be accepted for use as bedding material (foundation, haunch and overlay) on the project?

Clause 4 of the provided Annex. MRTS30.1 specifies that a Material Transfer Vehicle is required for Intermediate and surfacing layers. Can Council please confirm if this is the intent of this project? Note that the an Intermediate Layer had not been specified in the drawings or previous response to queries relating to the pavement design on this project.
