We are seeking clarification on the intended delivery model for the Principal Consultant role. In particular, could you please confirm whether JCU is envisaging a dedicated project management function to lead and coordinate the engagement, or whether this responsibility is intended to sit with the civil and town planning consultant team as part of the overall service delivery?



In that context, we also note the inclusion of superintendency services within the scope. If JCU’s intent is for the project to be led directly by the civil and planning team (rather than a separate PM function), could you please confirm whether JCU would consider and assess a non-conforming submission limited to superintendency services only, rather than a response to the full Principal Consultant scope?

Good afternoon,

JCU’s preference is for the Principal Consultant to provide a fully integrated service and act as the lead consultant for the scope of works. This includes overall project coordination, engagement and management of all required subconsultants for design through to approval and then construction documentation.

Accordingly, JCU envisages the Principal Consultant undertaking the project management and coordination role as part of the overall service delivery, rather than JCU engaging a separate project management function.

Given the nature of the project and the predominately civil infrastructure scope, JCU's preference is for the Principal Consultant role to be led by a suitably qualified civil consultancy with demonstrated capability to manage and coordinate the full consultant team and project delivery requirements.

JCU will consider alternative delivery models; however, submissions demonstrating the capability to provide Principal Consultant services, specifically for civil design, consultant coordination and potentially superintendency services as an integrated offering are likely to be viewed more favourably.

Whilst we have reviewed JCU’s scope of works for 001414, as development advisory and management consultants we would expect there to be parallel/complementary scope focused on the facilitation of land leasing and development opportunities across the precinct. Can you please advise if development management services have all been procured and 001414 is purely a civil and services scope of work where the university does not want additional overhead.

The scope of works is limited to the civil and documentation works identified in the tender documentation. Any other works will be treated separately.
