What the buyer is requesting
Details
The Customer (being the Department of Families, Seniors, Disability Services, and Child Safety, (the department) is seeking quotes for the provision of services to support the Queensland Government Professional Foster Care program Pilot (the Pilot). This initiative is being delivered under the Family Based Care Services Investment Specification Specialist Family Based Care Service Type as part of a continuum of support services that comprise out of home care, provided in accordance with the legislated standards of care (Child Protection Act 1999, section 122) and the Charter of Rights for a Child in Care (Child Protection Act 1999, section 74, and Schedule 1).
This innovative Pilot will be implemented for children with disability and complex needs who are at risk of entering or are in the residential care system. PFC services will be responsible for recruiting up to 100 Professional Foster Carers by 31 January 2028 across two pilot sites in Queensland, South East Queensland (including South East Region and Brisbane Moreton Bay Region) and in Townsville in North Queensland Region (across Townsville based Child Safety Service Centres).
The Pilot represents an exciting opportunity to reimagine a model of family based care that will provide a genuine alternative to residential care, establish a new pathway for carer recruitment, and support children who have historically lacked a transition pathway from residential care to family based settings or have been placed in residential care models where there are no family based options able to support their specialised needs.
The Pilot is an opportunity to deliver a bold new model of care and support for children and young people with disabilities such as neurodiversity [Autism, Attention deficit hyperactivity disorder (ADHD), Fetal Alcohol Spectrum Disorder (FASD)], intellectual disabilities, sensory impairments, and psychosocial disabilities, as well as those with complex needs, including co-occurring disabilities, trauma-related behaviours, self-harm, aggression, and difficulties regulating emotions.

Question
:
Hi, Could you please clarify the following questions (i have also sent these to the procurementsolutions email address as per Tender requirements)
1. Will the carers continue to be considered a’ volunteer’ of the department or be considered an employee of the provider, or both?
2. Will the carer enter into a contract with the NGO or the Department to become a ‘professional carer’? Or will this remain as same ‘carer agreement’.
3. Has Department considered/developed a contract or alike for carers considering becoming a professional carer outlining roles, responsibilities, guidelines and general expectations?
4. Does the professional carer commence receiving allowance at the time of approval and awaiting placement of child?
5. Can a current carer (general or kin) transition to be a professional carer, if they have extensive experience and/or qualifications and currently caring for children with complex needs? We understand the department are seeking new carers but wanted to confirm if existing carers are eligible to apply.
6. Is the Department seeking multiple providers in each region? Or one provider for each region?
7. How will respite be paid; and at what level will this be paid? By Department as the current process or is it expected the NGO to pay from funding?
8. Can a professional foster carer have multiple young people as a part of this pilot? If so, is it correct to assume they would only be entitled to be paid ‘one professional carer allowance’ however would be entitled to all the carers allowances?
9. If the placement is ended by the Department, maybe due to reunification or harm concerns, what is the notice period for the carer? Does the carer continue to get all payments when no child is in placement or do they only get the ‘professional carer allowance’ component when no child is in placement? What happens if a harm report occurs and the child is removed pending investigation - does the carer continue to get all payments until outcome received and child either returned to placement or not?
10. Once pilot is completed and if Department make the decision not to continue to fund this program, will these carers go back into main stream services and only be eligible for carer allowance?

Question
:
Based on the skills the department requires we estimate that the market rate for a worker with this type of experience will be greater than the $100,000 per annum especially considering the 24x7 nature of the work. Is there room to expand the compensation if candidates are surfaced but who would earn more in a salaried role working 40 hours per week?
a. In the event the YP has to be removed from the placement with the PFC for no fault of the PFC what compensation can the PFC expect to receive whilst they await another placement, taking into account that this is their primary income.
b. Is there additional funding for PFCs who take on YPs with more complex needs? Taking into account that every case will be different is there not potential that PFCs will decline more extreme cases unless compensated more?
