What the buyer is requesting
Details
eHealth Queensland seeks a Supplier to deliver an externally hosted and fully supported Microsoft Project Server Subscription environment to replace the current Microsoft Project Online service, which is approaching end of life. The Supplier will be responsible for data migration, solution implementation, configuration, hosting, ongoing support services, and integration with the eHealth Queensland’s existing customised SharePoint based portfolio management tool.

The engagement must also include the provision and management of all required licences. Support or enhancement of Project Online is out of scope, and the Customer is not seeking a new P3M, or portfolio management solution.

Question:
The Invitation to Offer states that the Customer is not seeking a new P3M or portfolio management solution. For clarification, would the Customer consider a Microsoft Power Platform–based implementation that replicates Microsoft Project Server functionality, integrates with the existing customised SharePoint-based PPM tool, and meets all requirements for hosting, migration, licensing, and ongoing support? This approach may also provide a more future-proof and Microsoft-aligned alternative to Project Server Subscription Edition.

Answered on 19/Feb/2026 10:00 AM:

To address an immediate need and minimise the short-term change impact, eHealth Qld is seeking a like-for-like replacement of Microsoft Project Server and is not considering other solutions.

Question:
1. It is understood that a hosted solution is required. Hosting is not typically feasible for Project Server SE, can you confirm that you want a hosted solution or are open to the infrastructure in your own tenant?

2. You have asked for the provision of licenses. Do you have an existing license provider that you have a contractual relationship for Microsoft licenses with, and how will they be affected?

3. Can you elaborate on what your requirement to support project, program and portfolio scheduling relates to please? Do you require support for MS Project and Project Server SE, or scheduling staff to support your teams?

4. Your requirement overall is to move from Project Online to Project Server SE. As the fundamental functionality is the same between these, can you clarify what you are asking for in the detailed requirements please? As all vendors are proposing Project Server SE, are you asking for customisation of this to further meet your requirements, or to understand how Project Server SE is the same as Project Online?

5. Can you confirm that you are not looking for more functionality or ability than you have now in Project Online?

6. What customisation has been done to Project Online that has to be considered?

7. Can you confirm if your current PPM tool is Project Online or ServiceNow, and you want to integrate Project Server SE to ServiceNow?

Answered on 27/Feb/2026 10:11 AM:

1. The strategic direction of eHealth Queensland is for the Project Online replacement solution to be externally hosted and managed.

2. Provision of licenses is currently performed through an existing contract. We are seeking input on provision of licenses as part of costs for the complete end to end solution, including provision of licenses & license management.

3. We are seeking a solution that specifically supports MS Project Server. Staff are already skilled in utilisation of the existing MS Project Online instance.

4. In the detailed requirements we are seeking responses to confirm and ensure that the Project Server solution will address these core requirements to support current operations/services. We are seeking a like for like solution/implementation of our existing solution, with no additional customisation being sought.

5. We are not seeking additional functionality or additional configuration from what is currently in use and built within the existing Project Online environment/solution.

6. There has been no specific customisation / development of the solution from out of the box functionality. There has been configuration of custom columns, specific codes for flagging in governance reporting and integration, custom resource titles, groupings and views.

7. The current PPM tool is Project Online. There is a Desirable requirement for integration with ServiceNow, however this is not an immediate need for implementation.

Question:
Could you please provide some brief insights into your existing environment's network functionality, as per the below?

1a. Identity Governance: Is your Entra ID (formerly Azure AD) synced with an on-premises Active Directory (via Entra Connect), or are you operating in a Cloud-Only identity environment?

1b. Security Egress: Do you require all traffic from third-party solutions to route through an internal firewall (like Azure Firewall or a NVA) for inspection?

2. Does the organisation have an existing on-premise AD and/or Entra Connect?

3. What do you use for identity management and SSO for M365 users?

4. Would you consider having the environment hosted in your existing Azure tenant ?

Answered on 27/Feb/2026 10:13 AM:

1a. Yes, there is a synch with an on premise Active Directory.

1b. All traffic is routed through internal firewalls/proxies.

2. Yes, an on premise Active Directory and Entra Connect in our Azure tenancy, which is synched.

3. SSO is used for M365 users, utilising Entra ID/ADD

4. The strategic direction of eHealth Queensland is for the POL replacement solution to be externally hosted and managed (black box).
