What the buyer is requesting
Details
TMR have a requirement to go to market for a system to record breaches of public transport legislation, by commuters using the public transport system. These are commuters who transgress and evade fare payment or commit other offences.
TMR has a requirement for a solution, ideally in the form of software as a service or supplier hosted solution, which can be adapted, without significant modification or development, to suit the TransLink’s business requirements. The solution should be able to:
• record and store sensitive data relating to offences and offender details;
• support the issuance of penalty and warning notices
• support the management of offender records, notices and users;
• be user friendly, reliable and efficient for Authorised Persons to use while deployed on the public transport system; and,
• provide the ability to record and report on deployment activities.
The implementation of the new solution/system or software as a service will enable the revenue protection unit to support TransLink’s strategic priority of providing value for money through its efficient enforcement of the TSSS strategy and the Offence Management Policy.
The solution is a critical component for meeting TMRs objectives. The Network Services and Operations require:
• a fully operational and supported transport offence management system;
• continuation of services available to users;
• a value for money outcome that will provide a fit for purpose solution;
• a fully supported solution/system or software, maintained under a QITC Contract.
Background information / Compatibility requirements
Details
• The proposed solution must be either software as a service or hosted on the Supplier’s environment, it must not rely on implementation in the Customer’s environment.
• The solution must be mature, proven and implemented through configuration rather than extensive customisation.
• The solution must be available via android mobile devices managed by third party contractors.

Question
:
As per section 3.5.4 of the 'TMR1 – Business Requirements Overview', the Smart Ticketing Service Provider MSTR Application is designed to open the TOMS application and pre-populate customer and token data into the interaction.
The interface documents 'NGTS FEIMS Interface Control Document' and 'DI-66 External Interface Specification' describe the interaction between the MSTR and the TOMS application using Android Intent.
Given your requirement for the TOMS application to run on both Android and iPhone (iOS) devices, is there documentation available that describes the equivalent interface for iOS devices?

Question
:
Request for Extension: TL25-00185 – Transport Offence Management System
Dear PSPT Procurement Team,
We have reviewed the requirements and believe our solution is an excellent fit for the NSO’s objectives, particularly regarding the need for a mature, SaaS-based mobile solution. We are very eager to submit a proposal.
However, due to the concurrent release of several significant tenders across the Queensland Government sector in recent weeks, our bid team is currently navigating a period of exceptionally high resource contention.
To ensure we can dedicate the necessary subject matter experts to this specific response—and provide TMR with a comprehensive, well-considered, and fully compliant offer—we respectfully request an extension of the closing date by two weeks, to Friday, 19 December 2025.
This additional time would allow us to manage our internal resource allocation effectively and ensure that our proposal delivers the best possible value and detail for the Department, rather than a rushed submission.
We appreciate your understanding of the current market activity and look forward to your favorable response.
