Expression of Interest

Queensland Corrective Services (QCS) require the two-way radio systems at their correctional facilities and other support facilities to be upgraded. The equipment for the upgrade will be supplied under the Queensland Government, Government Wireless Network (GWN) contract.

QCS are seeking to engage a professional radio system Design Consultant experienced with the equipment under the GWN Contract. The Design Consultant will design the necessary statewide two-way radio system upgrades to provide installation designs for high levels of radio system coverage. The Radio system design tasks include:

i) Site visits to review typical existing correctional facility radio infrastructure and operational requirements.

ii) Individual correctional facility site radio coverage design.

iii) Correctional Facility ICT sub-trunk design.

iv) Statewide coverage design for prisoner transport vehicles communications.

v) Statewide radio system ICT trunk interconnection.

vi) Development of QCS Statewide Radio System Design Standards and Requirements.

vii) Assist in the development of QCS Statewide Radio System Operational Procedures.

viii) Participation in design workshops.

Radio System Requirements

Radio System

QCS require that their existing statewide radio network be upgraded and enhanced to provide high quality radio network reception. It is required that the RF network be enhanced with ICT trunk and ICT Sub-trunk links to relieve RF congestion. The ICT network shall utilise the statewide Secure Communications Network (SCN) with its Juniper Routers. A dedicated VLAN is to be established for the Radio System ICT connections.

Design Expectations

The design documentation shall also detail all RF-Contractor documentation and construction methodology expectations. This will inform the RF-Contractor of the level of documentation that will be expected.

To include (but not limited to):

• Cut over and disaster recovery plans.

• Shop drawings.

• Engineering documentation.

• Installation methodology.

• Quality assurance plan.

• Testing and commissioning plans.

• ITP and ITR process and documentation expectations.

• Recommended maintenance regimes and intervals.

• Cyber security related back up strategy.

• Minimum O&M Manual expectations.

• Minimum training plan expectations.

• Minimum training manuals and Cheat sheet expectations; and

• Detail and level of as-built documentation.

Engineering and Compatibility

All software and hardware components must be thoroughly investigated for compatibility with each other as well as compatibility with existing software, network capacities, systems and sub-systems. Comprehensive engineering, testing, investigating, and configuration is required to be undertaken to ensure all incoming software and equipment will interact and interoperate with each other and existing systems and sub-system as they were intended.

Correctional Centre Experience (RF)

It is a requirement that all RF engineers are to have extensive previous experience, preferably in Queensland, working on operational correctional facility two-way radio systems and projects.

Radio Core

QCS anticipate that the two-way radio core located at the Lockyer Valley Correctional Centre will be utilised as the main Radio System core. A redundant core is to be provided as part of the statewide radio system design. The location of the redundant core to be determined during the design process.

Question:
Please clarify closing date / time.

VendorPanel says "Closes 12/Aug/2025 05:00 PM", but "2._EOI-Submission_Form" says "Time for Submission: 2.00 pm on …14/ 08 /2025".

Is the closing time 2pm or 5pm? Thanks
