Located 10 minutes from the Perth CBD and home to state and national-level sporting grounds, Curtin University, green spaces galore and thriving communities, all centred around Albany Highway – one of the longest main strips in the Southern Hemisphere, packed with all manner of restaurants, cafes and retail stores – the Town of Victoria Park is a cultural hub nestled on the southern banks of Derbarl Yerrigan (the Swan River).

Suburbs within the Town include Victoria Park, East Victoria Park, Lathlain, Carlisle and Burswood, as well as sections of Welshpool, Bentley and St. James, with the current population of 38,000 expected to grow to 77,000 by 2050.

While the Town as we know it today has existed since the early 90s, recorded history of the area dates back to pre-European settlement, where there was evidence of Aboriginal presence on the Perth Coastal Plain and the site near the present-day Causeway was known as ‘Matta Gerup’ (knee deep). The Town’s Mindeera Advisory Group is named for Mindeera Springs, which served as a neutral meeting point for different tribes near this area. In 1829 the first non-Indigenous people settled in the area and the first land grants were issued. Originally established in 1894, it was absorbed into the City of Perth in 1917, before being proclaimed an independent municipality and closely resuming its original boundaries in 1994.

What the buyer is requesting
Details
The Town of Victoria Park (Town) invites submissions from suitably qualified and experienced Respondents for the provision of Security Services across Town facilities and locations.

The primary requirement under the proposed Contract is the provision of scheduled static security guard services at the Town of Victoria Park Library during nominated operating hours.

The Contract will also provide for the engagement of security personnel on an as-required basis at Aqualife, Leisurelife, the Town Administration Centre, Council meetings, public consultation sessions, community engagement activities, civic functions, minor community events and other Town-owned or managed facilities.

The successful Respondent will be required to provide appropriately licensed, trained and experienced security personnel capable of delivering professional, customer-focused and proactive security services in a range of public environments.

The Services may include, but are not limited to:

Static guarding and visible security presence;

Internal and external patrols;

Monitoring and deterrence of anti-social behaviour;

Conflict resolution and de-escalation of incidents;

Staff escort services;

Crowd management and event security;

Access control and monitoring;

Incident response and reporting;

Emergency response assistance; and

Protection of Town assets, facilities, staff and patrons.

The proposed Contract with the successful Respondent will be for an initial term of three (3) years, with two (2) one-year extension options exercisable at the Town’s sole discretion.

Respondents are required to be licensed Security Agents / Guards under the Security and Related Activities (Control) Act 1996 (WA) to provide the Services.

The Town does not guarantee any minimum quantity or value of ad hoc security services during the Contract Term.

Hi there,

To confirm:

-Are the library guarding services permanent and scheduled Mon-Fri and Sat as outlined? Or are they ad-hoc and on an as-required basis only?

-All other guarding services and sites are ad-hoc only?

-In terms of pricing, it is fixed for the first 12 months from Jan 2027 as the contract commencement date? But will increase as per the Award and Fair Work guidelines each year from July 2028? Or, is the initial 3 year period expected to be a flat rate?

The Victoria Park Library security service is the primary ongoing requirement under the Contract. The Town intends to engage one (1) licensed Security Officer during the Library operating hours specified in the Request, unless otherwise directed by the Town.

2. Are all other guarding services and sites ad hoc only?

Yes. Security services required at Aqualife, Leisurelife, the Town Administration Centre, Council meetings, public meetings, community engagement activities, community events and other Town facilities are ad hoc and will be requested by the Town on an as-required basis.

The Town does not guarantee any minimum quantity or value of ad hoc services.

3. In terms of pricing, is it fixed for the first 12 months from January 2027 as the contract commencement date?

Yes. Tenderers should submit pricing on the basis that the offered rates will remain fixed for the first twelve (12) months of the Contract.

The Contract provides for rate adjustments after 12 months in accordance with the price adjustment mechanism stated in the Request document.
