Answer- Yes, the acronym ‘BCE’ refers to ‘Business Case Equivalent.

Q2 – The RFQ mentions ‘Challenges around the existing product not meeting customer expectations, accessibility non-compliance and rollingstock reliability’. Are TMR primarily seeking a consultant specialising in access and universal design, or are they also seeking technical advisory services from other disciplines? Answer- In addition to the Technical Advisor – Rollingstock, TMR and Queensland Rail will be engaging a range of other external advisors to assist with developing the BCE, including:

- Accessibility Advisor.

- Cost and Risk Advisor.

- Financial, Commercial and Economic Advisor.

- Product/Market Advisor.

- Stakeholder and Communications Advisor.

- Technical Advisor – Civil.

- Legal Advisor.

- Service Planning Advisor.

The Technical Advisor – Rollingstock will need to interface with a number of other advisors in the course of delivering their scope of work, particularly the Accessibility Advisor, the Cost and Risk Advisor and the Technical Advisor – Civil.

- Options for Overhaul/Refresh of the existing fleets

- Options for new train fleet to replace the existing fleet

- Or consideration of options for both refresh of existing fleets versus new train fleet

TMR wishes to confirm that requirement for support is based on options for new train fleet to replace the existing fleet.

Note that overhaul of the existing fleet will form the Base Case for the business case analysis and there will no support required for the Base Case development as Queensland Rail already has this well-defined.

As per the scope specification in the Request for Quote, this work (including additional scope outlined in Addendum 1) will need to be completed by the end of November 2025. The successful tenderer will need to ensure that they have considered an appropriate methodology and that their team is resourced accordingly to meet the required timeframes.

TMR is seeking to engage the successful tenderer mid-July, with work to commence immediately following contract award. Project delivery deadlines are not negotiable and alternate delivery timelines that do not align with requirements will not be considered.

Based on our experience we consider that for the described scope, taking into account the time needed for the generation of the documentation to launch the consultation to the market and the response from them, we would need 12 months to complete all tasks. Please could we clarify the following with reference to Addendum 1:

• Does the preparation of the cost estimate need to be in line with any DTMR cost estimating standards and if so could you please provide those standards?

• What commercial reliance will be placed on cost estimates provided as part of the Rollingstock Cost Development methodology?

• The rollingstock cost estimate is a benchmarked estimate that does not require alignment with DTMR’s Project Cost Estimating Manual.

• The rollingstock cost estimate will be used to inform investment decision making. The purpose of the cost estimate is to, as accurately as possible, provide the funding envelope that Government will need to provide for should investment in the project be approved. The Project Assessment Framework (PAF) requires that an investment decision is made on P90 project costs, meaning that there is a 90 per cent level of confidence that costs will not be greater than the estimate. Given the high-level nature of the cost estimate developed for the rollingstock component of the project and the inherent uncertainty in an estimate developed through this method, there will be a need to ensure appropriate levels of risk are incorporated into the estimate. The Technical Advisor – Rollingstock will be required to work with the Cost and Risk Advisor to ensure that appropriate risk adjustments are incorporated into the rollingstock cost estimate to meet PAF requirements.
