The Request Summary Report references 3 locations for the Assertive Outreach service but the RFQ documents only reference West Moreton. I wanted to clarify that this opportunity is only for the West Moreton region and that RFQs for the other 2 regions will be released separately?

Question:
1) Submission format

Can the department please confirm whether responses should be submitted in Word format only, or whether PDF versions are also acceptable, noting that Addendum 02 confirms responses to criteria in a separate Word document will be accepted?


2) Additional attachments

Can suppliers include additional supporting documents (e.g. organisational charts, governance frameworks, practice frameworks or templates) as attachments in VendorPanel, and if so, will these be considered as part of the assessment or treated as supplementary only?


3) Assessment scope

Can the department please confirm whether assessment will be limited solely to the content contained within the two A4 pages per criterion, and whether any attachments provided outside those limits may be disregarded as part of the evaluation?

And:

Interpretation of page limits - For clarity, can the department confirm whether the two A4 page limit per criterion applies regardless of formatting (e.g. font size, spacing, headings), and that content exceeding this limit may not be assessed?


4) Use of tables or diagrams

Are tables, diagrams or flowcharts permitted within the two-page limit for each criterion, provided they fit within the page limit and remain legible?

5) Pricing schedule and volumes

Can the department please confirm where the Pricing Schedule / Rate Card for DFSDSCS089 is located within Vendor Panel, and whether pricing is expected to be expressed as an hourly rate aligned to Output A01.2.99


6) Indicative volumes

Can the department advise whether there are any indicative service volumes, funding envelopes, or expected hours for the West Moreton Assertive Outreach service, or whether pricing should be based on supplier capability and delivered outputs, noting that no volumes are specified in the RFQ documentation?


7) Caseload expectations

For clarity, are suppliers expected to nominate assumed caseloads or staffing ratios as part of their pricing response, or is workforce configuration to be proposed flexibly in response to referral demand?


8) Evaluation and mobilisation assumptions

Assessment of local partnerships. Where suppliers describe an intention to establish local partnerships during mobilisation (rather than naming pre-existing agreements), can the department confirm that this approach is acceptable, provided the collaboration model and safeguards are clearly set out?


9) Mobilisation timeframe

Is there an expected mobilisation or service commencement timeframe following contract award, or should suppliers outline their proposed mobilisation approach and readiness assumptions?
