What the buyer is requesting
Details
Resources Safety and Health Queensland (RSHQ) is seeking to engage a suitably qualified expert to review emerging issues in how health assessments are caried out under the Coal Mine Workers’ Health Scheme (CMWHS). The review will specifically inform RSHQ’s position on two matters, in the context of the objectives and requirements of the CMWHS:
Whether it is clinically appropriate for a health assessment examination, or aspects of the examination, to be completed by anyone other than an examining doctor (EMO) or supervising doctor (SD).
Whether it is clinically appropriate for a health assessment examination, or aspects of the examination, to be carried out via telehealth or video call, or use of other emerging medical technology (e.g. digital stethoscope).
This review will inform RSHQ’s policy position on key aspects of health assessment delivery, clinical governance and regulatory enforcement.
Background information / Compatibility requirements
Details
The Coal Mining Safety and Health Act 1999 (Act) and the Coal Mining Safety and Health Regulation 2017 (Regulation) establishes a regulatory framework that protects the safety and health of workers affected by operations at a coal mine in Queensland. This includes provisions for mandatory health surveillance through the Coal Mine Workers’ Health Scheme (CMWHS). Coal mine workers must have an assessment on entering the industry and then at least every five years while employed in the industry. The CMWHS is used to determine fitness for work and to provide early diagnosis and intervention for respiratory diseases like coal workers’ pneumoconiosis and silicosis.
RSHQ maintains a register of providers approved to carry out functions under the CMWHS. This includes examining medical officers (EMO) who complete the examination section of the health assessment and supervising doctors (SD) who carry out, supervise and report on health assessments. Employers are required to appoint one or more supervising doctors as their appointed medical adviser (AMA). A list of approved providers registered under the CMWHS is published on RSHQ’s website.
Quality health assessments are vital for accurate and timely disease detection, ensuring suitable fitness for work decisions and identifying workplace restrictions to manage risks to acceptable levels. Recent compliance activities and anecdotal evidence highlights the need for an evaluation of completed health assessments to ensure quality, reliability and consistency in decision making. In response, the Occupational Health division will be delivering a Quality doctor assessment project to assess doctors’ performing functions under the CMWHS. Issues identified that have informed the initiation of this project include:?
health assessment examinations undertaken by a nurse rather than an EMO or SD; and
health assessment examinations undertaken via telehealth or video call.
Desired Outcomes ('Nice to haves', Conditions & Warranties, SLA's, Project benefits)

Question
:
Good afternoon
We note that Part B: Contract Details, Section 7 Contract Term does not specify a start or end date and extension options are listed as "Additional 3 x 3 months TBC". Section 8 Milestones and deliverables indicates that key milestones 1 and 2 are due on 31/07/2026.
Would it be reasonable to assume that the Contract / Project Schedule covers 3 months and would be expected to commence on or about 30/04/2026?
If this is not correct, can you provide expected start dates? This will be required to respond to Part C: ITO Response Schedules Evaluation Criteria 3 (able to commence and complete the project according to project schedule).
Thank you
