This contract will be offered as a separable portion contract under:

• Stormwater Drainage Network; and

• Major Structures (Major Culverts & Bridges only).

The primary objective is to develop fit-for purpose, 5-year Asset Management Plans and 5-year Maintenance Plans that support informed decision making, sustainable service delivery and long-term financial planning while recognising the realities of operating environment of council.

The Scope acknowledges that Council's asset data "may contain gaps, inconsistencies and varying levels of confidence" and that the purpose is to establish "right sized asset information."

Can Council provide any indicative assessment of the current state of asset data for stormwater and major structures? Specifically:

(a) Approximately what percentage of stormwater assets have condition data recorded in TechnologyOne?

(b) Approximately what percentage of bridges and major culverts have condition data recorded?

(c) Are there known major data gaps (e.g., missing assets, incomplete attribute data, spatial data inconsistencies)?

Council has not done any data confidence assessment; however, it can be safely assumed data confidence ranges between medium -high – very high with uncertainty levels between ± 2-10 to maximum 25% in some cases.

Consultants are expected to assess current data confidence when awarded the contract.

a. Council assumes that 100% of condition data available for stormwater asset.

b. Council assumes 99% of condition data is available.

c. Data quality and completeness vary for example there is missing attribute data pertaining to measurements and height data in the case of attributes picked up via orthophotos, i.e. not Ascon data or survey pickup. And part of this project is to confirm the current state and establish right sized asset information requirements.

The Scope states that "project outcomes are not required to be system-ready or integrated into TechnologyOne and may remain stand-alone" but also requires that asset hierarchies and structures are "compatible with Integration with TechnologyOne."

(a) Can Council confirm that deliverables in Excel format are acceptable, with no requirement to load data directly into TechnologyOne?

(b) Is Council using TechnologyOne's Asset Management module, or a different configuration?

(c) Are there existing asset hierarchy structures in TechnologyOne that the Consultant should align with, or is Council seeking recommendations for new hierarchy structures?

a. Yes, Council confirms that deliverables in Excel format and suitable dashboard where required are acceptable. There is no requirement for the Consultant to load data directly into TechnologyOne.

b. Council is using Technology One’s Asset Management module.

c. Yes, Council has existing asset hierarchy structures in TechnologyOne. Consultants should align with existing hierarchies. Council welcomes improvements, but only where they are necessary, support the project objectives, outcomes and decision making and they have to be practical and right sized for Council.

Appendix L similarly refers to separate Asset Management Plans for Stormwater and Major Structures.

Please confirm that the following are required as four separate documents:

The Scope describes a "Consultant-Driven / Council Validation" model with Council staff engagement "focused through targeted workshops and reviews" with a "maximum 30 minutes review session per week for assigned modules."

(a) Is the 30-minute weekly review allocation per module, or 30 minutes total across all modules the Consultant is delivering?

(b) Are there nominated Council staff members who will be assigned to this project, or will the Consultant need to coordinate across multiple departments?

(c) For validation of technical outputs (e.g., condition frameworks, risk matrices), will technical Council staff be available, or should the Consultant expect validation primarily from management-level staff?

In order to inform the gap analysis approach and reduce duplication of effort, can Council provide (or make available upon contract award) the following existing documents to assist the Gap Analysis and subsequent modules:

(a) Current Asset Management Policy and Strategic Asset Management Plan (referenced in Scope Clause 2.2)

(b) Corporate Plan 2021-2026

(c) Any existing condition assessment reports or inspection records for bridges and major culverts

(d) Any previous asset management plans or maturity assessments for these asset classes

(e) Current LTFP assumptions relating to stormwater and structures asset renewal

The Scope focuses on developing frameworks and methodologies rather than conducting inspections. However, some site familiarisation may be beneficial.

(a) Does Council expect any site visits or physical inspections as part of this engagement, or is the scope strictly desktop-based framework development?

(b) If site visits are expected, please confirm whether the online safety induction (referenced in Scope Clause 8.2) is sufficient, or if additional site-specific inductions are required.

Site visit is permitted when it is considered absolutely necessary and justified, with prior approval from council.

b. Prior to commencing onsite work only, all workers will have to have completed the online contractor induction. Also, on the starting day they will be required to undertake a site induction which is usually delivered by the person hiring the contractors on the form. Only those workers are allowed to work on site who have completed the online safety induction first and later site induction form handed over on site.

(a) Please confirm whether a pricing schedule template will be provided, or whether Respondents should develop their own format.

(b) Should pricing be provided as a lump sum per module, or as a schedule of rates with estimated hours?

(c) For modules that apply to both Stormwater and Structures (e.g., Modules A, B, E, F, G, I, J, K), should pricing be provided separately for each Portion, or as a combined price?

Consultants are expected to develop their own pricing structure based on their best understanding of the project scope and based on proposed methodology.

Council will accept any reasonable format, provided it is clear, itemised, and aligns with the consultant’s proposed approach.

Please provide a lump sum price, supported by a high level itemised breakdown across major portions & appendices. It is suggested to avoid hourly rates or micro breakdowns of the portions & appendices.
