What the buyer is requesting
Details
The Queensland Building and Construction Commission (QBCC) is seeking to replace its existing customer portal (myQBCC) with a modern, scalable, and maintainable digital platform that enhances user experience, streamlines business operations, and positions QBCC for future digital transformation.

We are seeking to engage a qualified supplier to expand the new QBCC customer portal to deliver the remaining portal features and functions, with a focus on:?

• expanding licence application online processing beyond owner-builder;?

• enabling end-to-end licence lifecycle management (e.g., renewals, variations, suspensions and cancellations);?

• uplifting identity management (including alignment with Queensland Digital Identity (QDI), Australian Government myID (myID), and multi-factor authentication approaches);?

• implementing additional external verification integrations where available (e.g., course/qualification validation and checks such as National Police Checking Service (NPCS), Australian Financial Security Authority (AFSA), and Australian Securities and Investments Commission (ASIC) director and entity validation, including QR-code-based director checks where available/required, and title search);

• improving QBCC customer self-service via enhanced portal pages (e.g., start page and profile management) and improved communications/consent management; and

• progressively transitioning existing QBCC customer services from the legacy myQBCC portal to the new QBCC portal, including decommission planning and cutover management.

Question:
1. To best tailor our Phase 4 approach, it would be helpful to understand if the scope is primarily a seamless extension of what is currently in place, or if there are specific delivery bottlenecks from previous phases that QBCC is seeking a new vendor to resolve.

2. Recognising that bringing on a new vendor for Phase 4 introduces a transition element, what does a successful onboarding and handover process look like for the department to ensure zero disruption to current operations?

3. Noting that Phase 3 recently delivered the Salesforce Experience Cloud baseline and Owner Builder services, what is the current state of the Phase 3 architectural documentation, workflow component library, and automated test scripts that a new vendor will inherit during the Phase 4(a) Discovery & Design period?

The team will respond to your query by COB tomorrow (Friday 3rd July)
29/Jun/2026 11:30 PM
Question:
1. Are there any active constraints, technical debt, or known limitations within the current Phase 3 Salesforce Experience Cloud implementation that the Proposed Solution must account for during the Phase 4 design?

2. Regarding the alignment with Queensland Digital Identity (QDI) and myID, has QBCC already secured the necessary governance approvals for these integrations, or will the Proposed Solution need to factor in time to facilitate this approval process?

3. The requirements mandate automated document processing using OCR and AI-assisted validation. Does QBCC have a preferred or existing third-party vendor for this service, or should the Proposed Solution recommend and include the licensing for a new OCR/AI capability?

4. For the TechOne integration, what specific APIs or middleware does QBCC currently utilise to facilitate real-time or batch data exchange?

5. Given the mandated WCAG 2.2 AA compliance, if inherent platform limitations within Salesforce OmniStudio prevent full compliance, what is the formal QBCC governance process for accepting compensating controls?

6. For external integrations (ASIC, NPCS, AFSA, Title Search), are the API gateways, authentication credentials, and data-sharing agreements already established by QBCC and ready for consumption?

7. Is the BPOINT integration for Phase 4 purely an extension of the existing Phase 3 configuration, or are entirely new merchant facilities and transaction types required?

8. Can QBCC detail the specific Drupal CMS integration pattern implemented in Phase 3 that the Proposed Solution will need to adopt or extend for content management?

9. Regarding the dual-signatory workflow requirement, does QBCC have existing legal or policy guidelines on how digital signatures must be captured, audited, and stored within Salesforce?

Question:
Hi there,

We have unfortunately lost a week due to planned leave of one of our key resources for this response. Would it be possible to have an extension by one week for the response? This is to ensure we are able to respond to the standard expected by both QBCC and us.

Thank you!

Question:
Hi, just wanted to confirm format - do you want departures should be marked up in the contracts document rather than putting together a departures table? Thanks, Helena

Answered on 06/Jul/2026 01:44 PM:

Hi Helena,

Please provide in a Departures table and not the contract.
