What the buyer is requesting
Details
This ITO seeks Offers from suitably qualified and experienced Suppliers for the provision of a Project Management Office to manage the delivery of the National Automated Access System (NAAS).
The Department of Transport and Main Roads (TMR) is acting on behalf of the national effort for the NAAS Program. The outcome of this sourcing activity is for the benefit of all jurisdictions supporting the NAAS.
This procurement seeks an experienced commercial provider capable of managing a complex, software enabled national program, maintaining continuity during transition, and providing the governance, reporting and assurance required to support confident decision-making by national oversight bodies. The CPMO will play a critical role in strengthening governance, stabilising delivery, improving transparency, and enabling NAAS to realise its intended national benefits at scale.
Background information / Compatibility requirements
Details
The NAAS is a nationally significant, multi-jurisdictional program established to modernise and automate heavy vehicle access decision making across Australia. NAAS enables participating road managers to deliver consistent, timely and defensible access outcomes through a shared digital platform, reducing reliance on manual permit processes and improving productivity, safety and regulatory confidence. The program operates within a complex national environment involving multiple jurisdictions, legislative frameworks and stakeholder groups, with delivery obligations and funding arrangements agreed through interjurisdictional governance and endorsed work plans. The scope and demand for NAAS outcomes are fixed and nationally visible, with a committed pipeline of functionality and onboarding activities that must be delivered while maintaining service continuity and stakeholder confidence.
As NAAS has significantly scaled from a single to multi-jurisdictional delivery, shareholder governments have determined that a transition to a CPMO model is required to strengthen governance, delivery assurance, accountability and national coordination. The CPMO will assume responsibility for program and project level management, governance, assurance and integration across the NAAS delivery landscape, operating within an environment of high accountability and initial limited direct control due to inherited roadmaps, suppliers and jurisdictional dependencies.
Desired Outcomes ('Nice to haves', Conditions & Warranties, SLA's, Project benefits)
Details
The overarching objective of this procurement is to engage a suitably qualified and experienced CPMO to provide independent, expert commercial governance and delivery assurance for the National Automated Access System (NAAS) Program, enabling consistent national delivery outcomes and informed, evidence-based decision making by governance bodies.
In meeting this objective, the CPMO is expected to support the Customer to:
a) establish and maintain a single source of truth for performance across scope, schedule, cost, risk, dependencies and benefits;
b) provide transparent, decision ready reporting and advice to the NAAS Steering Committee and related governance forums;
c) actively manage delivery risks, inter jurisdictional dependencies and commercial pressures to protect national outcomes;
d) support disciplined scope, change and benefits management aligned to agreed governance pathways;
e) coordinate and assure delivery across multiple suppliers, jurisdictions and delivery partners while maintaining clear accountability; and
f) strengthen confidence in NAAS delivery through robust controls, assurance activities and continuous improvement practices.

Question
:
In order to provide a solution diagram as requested in question B.01 of 3a._TMRICT26026_Part_C_Attachment_A-TMR_Information_Security_Supplier_Quest Accuteque B.01, can you respond to the following.
Given that the CPMO will assume accountability for program and project levels management and reporting, is it expected that the CPMO will establish a secure environment in which all parties will require to operate in from a technology perspective or will this be established within an existing technological ecosystem hosted by the TMR?
Answered on 03/Jun/2026 11:27 AM
:
It is expected that the CPMO will operate and manage a corporate IT environment independent to TMR's corporate IT environment, of which one NAAS NPT currently operates in.
26/May/2026 06:13 PM
Question
:
Please advise if the CPMO is expected to provide licensing of a PMO solution as part of the service offering for all users including third parties?
Answered on 03/Jun/2026 11:28 AM
:
The ITO does not require the CPMO licensing of a PMO tool/solution. If Offers include the use of a specific tool any assumptions regarding licensing (including for third parties) should be clearly articulated in the Offer.

Question
:
Hello,
In respect to the organisation chart in of the current national program team (page 11, ‘Attachment 1 – Statement of Scope and Context’), please confirm:
• Of the pale blue boxes ‘Contractor/Service Provider’ which of these roles have an existing incumbent sub-contractor filling the role?
• In responding to the request, is the supplier required to include resourcing for the roles identified in ‘Delivery’, ‘Operations & Support’ and ‘Change and Engagement’ boxes?
Answered on 03/Jun/2026 11:33 AM
:
The roles identified by pale blue boxes currently have existing incumbent for all roles except the two Senior Project Manager roles which are currently being recruited, the Comms & Engagement Service manager which is vacant and the Operations and Maintenance Manager which is also vacant. All other roles in pale blue are currently filled as part of the delivery team. For the response to this ITO, the supplier is expected to provide a resourcing model for the PMO only.

Question
:
After reviewing your responses in VP509152_TMRICT26026 – Clarification Questions Group 1.xlsx, we have identified several areas where further clarification is required.
Based on your answers to items 3 and 6, it appears that the expectation is for the CPMO to operate in a System Integrator (SI) capacity. This would introduce new commercial agreements between the CPMO and third-party subcontractors. To fulfil this role effectively, we would need visibility into the current commercial arrangements, the ability to honour existing commitments, and the scope to assess and optimise value for TMR. To ensure we prepare the most competitive and accurate response, could you please clarify the following:
Commercial Arrangements
1. During transition-in, will there be an opportunity to review the commercial terms associated with these vendors and, where appropriate, raise change requests for Steering Committee approval?
Technical Environment Expectations
It is currently unclear whether the CPMO is expected to operate within the TMR technical environment or as a standalone environment. Please confirm:
1. Are you expecting the CPMO to provide and manage a standalone technical environment (hosted by the CPMO) with SaaS-based integration and access for all relevant parties, or
2. Should the CPMO operate within the TMR technical environment, with access and management governed by TMR’s RBAC model?
We require clarification on whether the CPMO systems are intended to reside inside or outside the TMR network boundary.
Current PMO Technology Landscape
We have received information regarding the team structure, functional capabilities, and the proposed system architecture for the new platforms. However, could you please confirm whether you have:
- A current-state technical architecture diagram showing how the PMO is supported today from a technology perspective,
or
- Whether the Atlassian suite is the sole set of tools currently used by the PMO.
Answered on 03/Jun/2026 11:36 AM
:
Commercial Arrangements - The CPMO is not intended to operate as a traditional System Integrator with complete authority to establish or materially alter commercial arrangements at its sole discretion. For an initial 6 month period any changes to subcontractors will require NAAS Steering Committee approval, thereafter, changes will need to be in agreement with the TMR Contract Manager.
Technical Environment Expectations - The NAAS Production and pre-Production environments operate outside of the TMR network boundary. Hosting and Support services are via an incumbent sub-contractor managing a tenancy in a secure popular third-party platform.
Current PMO Technology Landscape - Additional architectural information beyond Section ""2. High-level ICT architecture diagram of the NAAS solution"" cannot be released at this time. PMO specific tools details cannot be shared but are standard tools used in the industry (Excel, Jira etc)

Question
:
It appears that Phase 1 should be well advanced. Could you advise what stage the Phase 1 has achieved to date and whether there have been any substantial issues with the Phase 1 delivery?
Answered on 03/Jun/2026 11:38 AM
:
Phase 1 is progressing, with delivered outcomes across Tasmanian, Queensland and Australian Defence Force. Significant preparatory work and progressive rollout of capabilities have been undertaken nationally.
Any delivery challenges are being actively managed through established governance and assurance arrangements.
27/May/2026 03:40 PM
Question
:
Could you please confirm whether the Work Plan supersedes the Program Plan with respect to the budget (both OPEX and CAPEX), given that there are discrepancies between the figures presented in the two documents?
Additionally, the Program Plan includes a defined team structure and headcount, whereas this detail is not reflected in the Work Plan, with a noticeable variance between the two. Could you please clarify which document should be considered the authoritative source?
Answered on 03/Jun/2026 11:47 AM
:
The NAAS Phase 2 Work Plan represents the agreed delivery baseline, including scope, timing and budget, and the CPMO is expected to operate in alignment with this.
The Program Plan provides supporting context, including indicative team structures and planning assumptions, which may not be consistently reflected across documents.
27/May/2026 03:56 PM
Question
:
The draft contract requires the Supplier to complete Section 20 (Subcontractors). However, the details of incumbent subcontractors provided by TMR are limited and do not include the legal entity names.
Could you please provide the full legal names and ABN details to ensure accurate completion of this section? This is particularly important as the section is highlighted and requires completion at the time of RFT submission.
Answered on 03/Jun/2026 04:51 PM
:
Any additional sub-contractors to those already listed in the National Program Team are to be included at the time of submitting an Offer. Subsequently when arrangements are made with the National Program Team sub-contractors, this can be finalised with a variation
28/May/2026 11:41 AM
Question
:
Can you advise where the solution build is taking place. Is DEV being performed on vendors environment and then released into TMR hosted environment or is all works being performed and managed on TMR environment. Including DEV, TETS, PRE-PROD and PROD.
Please advise if a central repository has been established for project record keeping and on who's technical environment. i.e. within TMR tenancy
Answered on 03/Jun/2026 11:51 AM
:
Production and Pre-Production environments are in a NAAS specific tenancy hosted on a secure third party platform.
02/Jun/2026 09:24 AM
Question
:
Can you please confirm if all documents (policies and procedures) requested in 3a._TMRICT26026_Part_C_Attachment_A-TMR_Information_Security_Supplier_Quest.xls are outside the 30-page restriction for "additional/supplementary" documents.
Answered on 03/Jun/2026 11:51 AM
:
Policy and procedure documents generally available from Suppliers to customers are not counted towards the Offer page counts.
02/Jun/2026 01:49 PM
Question
:
Good afternoon,
Please see below clarifications:
1
Is the CPMO accountable for delivery outcomes (time, cost, scope), or only for governance, reporting and coordination?
2
Who carries the delivery risk if milestones are not achieved, the CPMO or the delivery suppliers?
3
Are we expected to price the current national program team as part of our response, and will their cost base be provided?
4
How is risk treated if incumbent resources cannot be retained during the transition period?
5
What is the expected size and composition of the CPMO, and how much capability is expected to sit within the CPMO versus the existing national program team?
6
How do you expect the CPMO to manage differences in requirements across jurisdictions? Is the CPMO expected to resolve these or escalate through governance forums for resolution?
7
Section M6-10 of the Module order Form 6 – Managed contracts states that there are managed third party contracts that will be novated to the supplier. Can a list of the contracts to be novated and their details be provided?
8
Module Order form 7 –ICT Professional services has been incorporated into the contract. What is the scope of the ICT professional services to be provided?
9
Can an extension to the closing date of the ITO be provided to allow sufficient time to adequately reflect the responses to the above queries?
Regards,
Answered on 03/Jun/2026 11:06 AM
:
1. The Table on Page 8 of TMRICT26026 - Attachment 1 - Statement of Scope and Context articulates the expectations regarding the roles of key bodies/functions where it notes the Steering Committee is accountable for NAAS delivery and the CPMO is responsible for the delivery.
The CPMO is accountable to the Steering Committee for the Project Management of the NAAS National Program Team. The Steering Committee is accountable for the NAAS delivery. The CPMO is not accountable for the individual jurisdictions.
The CPMO’s accountability therefore centres on project management of:
* coordination of delivery
* managing resources
* overseeing and managing delivery in alignment with the agreed NAAS workplan
* ensuring transparent reporting, governance, and risk management
* managing supplier performance and resolving delivery issues
* enabling governance bodies to make informed, evidence-based decisions to support successful program outcomes.
2. The NAAS Steering Committee is accountable for the delivery of the NAAS. The CPMO reports to the NAAS Steering Committee. The CPMO is responsible for delivery which includes ensuring the National Program Team (sub-contractors) deliver in alignment with the milestones.
3. Offers are not required to price the existing National Program Team as part of their response, and the cost base for those resources will not be provided at this time. The resources are currently funded.
4. The CPMO will need to propose in their Offer their approach to managing resourcing of the delivery team, including if incumbent resources cannot be retained.
5. The ITO does not prescribe a fixed size or structure for the CPMO. Suppliers are expected to propose an appropriate structure.
6. The CPMO is expected to manage and coordinate jurisdictional integrations and if issues arise, manage these challenges through appropriate approaches (whether it be discussions or escalation) through the relevant governance forums.
7. This is a draft contract only. There are no identified contracts for novation at this time.
8. The inclusion in the draft contract is to provide a contractual component if an Offer requires it. If an Offer does not require ICT Professional Services then it would not be necessary.
9. The closing date for the ITO remains unchanged. Suppliers are expected to prepare and submit their responses in accordance with the timetable outlined in the ITO.
