Details
Queensland Bulk Water Supply Authority trading as Seqwater seeks tenders from suitably qualified contractors to undertake Design (vendor inclusion/EIC Completion) and Construction Services for two new process trains at the Landers Shute Water Treatment Plant, as an alternative to the use of Pre-Ozone dosing.
The scope of works for this engagement include:
• New dedicated Pre-Sedimentation Polymer Dosing system,
• New dedicated Pre-Filtration Sodium Hypochlorite Dosing system, and
• Associated onsite works.

Details
The Landers Shute Water Treatment Plant (WTP) uses a conventional clarification-filtration process followed by ozone-BAC to produce a nominal 140 ML/d of drinking water based on 22 hours operation, for supply of treated water to local customers and the South East Queensland Water Grid.
A Process Assessment conducted on the WTP in 2016 identified primary filter head loss accumulation associated with biological activity as a major bottleneck to achieving sustainable design flow and acceptable operability.
The generation of assimilable organic carbon (AOC), which in turn promotes excessive organic activity and biomass accumulation within the primary filter media has been identified to be caused by the upstream pre-ozonation process of raw water containing filter clogging algae (FCA).
This is reducing the filter run times that can be achieved, reducing the sustainable peak capacity of the WTP to approximately 116 ML/d, which implies a 24ML/d reduction from the design capacity.
An alternative to pre-ozonation is required to limit biological growth in the primary filters and maintain optimal plant performance up to the rated design capacity of 140 ML/d over 22 hours of operation.
The Scope of Works relate to 2 distinct systems (process trains):
1. Pre-Sedimentation Polymer Dosing System (poly), and
2. Pre-Filtration Chlorination Dosing System (chlorine).
Pre-Sedimentation Polymer Dosing System
The poly scope includes the construction of a new dedicated polymer dosing building complete with pre-polymer batching system, polymer dosing skid, dosing lines to the flocculation tanks and electrical switch room:
• The batching system will consist of:
o a 550 L vacuum loaded storage hopper,
o heated powder feeder and wetted head system,
o 3,000 L batching tank with 0.75 kW mixer, and
o 6,000 L storage tank.
• Polymer dosing skid, which will comprise:
o 2 x duty, 2 x standby progressive cavity pumps, each installed with variable speed drives capable of delivering 45 to 669 L/hr of polymer to each sedimentation basin or alternatively delivering 45 to 1,338 L/h to the flash mixer.
• A new connection from the service water header that will feed the building. This will supply the batching tank, safety shower, and hose reel as well as providing carrier water for the new double container dosing injection lines, which will dose polymer to either the sedimentation tanks or alternatively the flash mixer.
• Electrical switch room (inclusive of chlorine needs).
• Electrical, instrumentation and controls associated works, and
• Associated works as detailed within project documents
Pre-Filtration Chlorination Dosing System
The chlorine scope includes the construction of sodium hypochlorite unloading, covered bunded storage, dosing, and injection facilities to the settled water channel/sedimentation tanks.
• The existing alum tanker offloading bund:
o will be shared, with 2-off new dedicated hypo unloading points,
o upgrade to the existing Alum Unloading Panel,
o new dedicated unloading Diversion Pit Panel, and
o 1-off new dedicated 9 kL spills collection tank.
• A new dedicated chlorine storage and dosing facility will be installed to the East of the unloading area. This facility will consist of:
o 2-off 22.5 kL storage tanks, and
o 2-off dosing skids each with duty/standby pumps sized for up to 50 L/hr.
o Hypo will be dosed neat with double contained dosing lines up to the sedimentation tanks, and
o carrier water will be sourced from the Settled Water Channel via new submersible pumps located at each sedimentation basis to assist in the hypo manifold dosing points.
This will provide carrier water to deliver the hypo to all 5 off finger weirs on both sedimentation tanks.
• Electrical, instrumentation and controls associated works, and
• Associated works as detailed within project documents
• Additional works included relocation of the existing Ozone Cooling Water supply and return pipelines locations to ensure zero residual chlorine is available for compliance with the generator’s specifications.

Seqwater wishes to advise the mandatory requirement for Third-Party Accredited Management Systems to AS/NZS 4801/ISO 45001, ISO 14001, and ISO 9001:2008 must be met before the contract is awarded. However, if an organisation is in the final stages of obtaining accreditation by 30 June 2025, Seqwater will consider the tender offer, provided it includes:
• Evidence demonstrating compliance with Safety, Environmental, and Quality Management Systems in accordance with the relevant standards.
• Evidence of the current accreditation process, including timelines and the expected completion date.
Additionally, your tender offer must ensure alignment with all other requirements outlined in Part A and Part B of the tender.
