Question:
1. Indicative Product Volumes

Can indicative or historical volumes be provided for each product within the specified categories?

Reason: Allows consistent assumptions across suppliers, and fair, competitive evaluation and ensures suppliers can appropriately plan capacity and service delivery over the contract term.

2. Unit of Measure (UOM)

Can the unit of measure for each product be confirmed (e.g. each, pack, box, carton)?

Reason: Enables exact match price comparison, pricing clarity, and transparent assessment also to avoid ambiguity during contract implementation.

Answered on 06/Mar/2026 09:26 AM:

1. Indicative Product Volumes

Due to the variable ordering behaviours and uncategorised spend, we are unable to provide reliable indicative or historical product volumes for the products and product categories. The available reporting is inconsistent and would not be suitable for demand forecasts or standardised assumptions for suppliers at this stage.

However, based on the data and supplier reporting that is available, we can reasonably advise that annual spend across all categories is estimated to exceed $6 million and may be as high as $10 million. It is important to note that this will be a Whole of Government SOA, not limited to Queensland Health, and we do not have visibility of spend from other agencies.

We understand that indicative volumes support suppliers in assessing capability, planning capacity, and submitting competitive and sustainable pricing. To mitigate this, we will assist with the transition and onboarding of successful suppliers. A key objective or this process is to improve data quality to ensure accurate forecasting over the contract term.

Our commitment is to work closely with the market to facilitate a smooth transition and ensure continuity of supply while improved demand visibility is developed

2. Unit of Measure (UOM)

The Price Response Schedule has been updated to include a Unit of Measure column. This will allow suppliers to provide the correct UOM for each product to ensure a more transparent evaluation.

Question:
Morning Systems Procurement Indirect's Team

A question or two.

I appreciate the Briefing Sessions (3rd Mar) is limited to TWO individuals to attend from representing companies.

We would kindly ask for an exception of a third - The rationale. We would like to include a National Specialist, FNQ Manager & a local Healthcare Sales Manager. We have activated a team to collectively work on a State-wide response.

If this is not possible I would ask if the briefing session can be recorded, for a subsequent team debrief.

Your kind considerations & thoughts welcome.

Kind regards

Answered on 26/Feb/2026 04:14 PM:

Yes - more than two (2) attendees from representing companies may attend the briefing session.

Please notify us of all individuals you would like to attend by sending their name and email address to indirects-sps@health.qld.gov.au.

The briefing session will also be recorded and uploaded to VendorPanel.

Question:
Questions. 26/2/26

Thank you for the opportunity to respond to this tender/SOA.

Could you please advise whether these detailed specifications are able to be provided at this stage?

To seek your guidance on the level of detail available for the following specification points raised by our category team:

• Preferred colour options

• Specific types / models / materials

• Lid styles and compatibility

• Packaging / packing style requirements

• Any other critical attributes not detailed in the current request documents

Would you prefer us to base the supply offer on our full Hospitality catalogue line ?

** This would cover almost all required items and may extend slightly beyond the listed categories, helping to minimise the need for frequent additions or amendments later.

JW - BUNZL

A.16 Fridge/Freezer? For the fridge/freezer units (A.16), please confirm your preference:

• 1-door or 2-door configuration?

• Solid stainless-steel doors or glass doors?

S.10 & S.11 Meal Trays (Small and Large Insulated) + Dome Lids?

Regarding S.10 & S.11 (small and large insulated meal trays) and the corresponding dome lids: These do not appear to refer to standard insulated plate bases and domes (which are already separately listed). Could you please provide further details on the existing products currently in use, including specifications or a description of what makes these items distinct?

Category 8 – Harm Reduction Tableware (Self-harm and Assault Resistant) ?

Category 8 items (self-harm and assault-resistant tableware) are critical for safety and compliance. To ensure we supply the most effective and compatible products: Could you please share details on the existing harm-reduction tableware currently in use that has proven effective (e.g., brand, model, key features, performance in real-world settings)?

Answered on 06/Mar/2026 09:36 AM:

At this stage, only the attributes specified within the Key Technical Specifications / Material Requirements column of the Specifications attachment will be assessed as part of the evaluation. Details not explicitly listed in the request documents remain at the discretion of the supplier based on the samples they wish to provide in the Price Response Schedule.

Certain product attributes may be subject to negotiation with the successful supplier(s) prior to contract award. Additional preferences or detailed requirements outside the stated necessary specifications may also be determined by the end customer during purchasing.

---------------------------------------------------

In the interests of evaluation consistency, fairness, and transparency, we request that you provide a supply offer strictly for the products listed in the Specifications attachment.

While your full Hospitality catalogue may cover additional items beyond the specified categories, we ask that you limit your proposal at this stage to only the requested products.

We may explore the possibility of negotiating extended product ranges with successful suppliers following the evaluation process and prior to contract award.

---------------------------------------------------

These details were not stipulated by the end users and can remain at the discretion of the supplier and the samples they wish to list in the Price Response Schedule.

---------------------------------------------------

Items S.7 and S.8 refer to insulated plate systems comparable to products such as Aladdin Temp Rite insulated plates, plate bases, and dome lids currently used within some HHS facilities.

In contrast, S.10 and S.11 refer to standard serving meal trays and tray lids. The attribute “insulated” was included for these items following consultation with HHS Food Services teams, who expressed interest in insulated tray style solutions as a potential improvement. We are aware that some manufacturers, including Aladdin, do offer insulated serving tray systems. However, there is no specific insulated serving tray product currently in use in facilities that we can reference at this stage.

Therefore, suppliers may propose either insulated or non insulated serving tray solutions that meet the functional requirements. The “insulated” attribute for S.10 and S.11 is not mandatory and may be disregarded where suitable alternative products are offered.

---------------------------------------------------

Based on purchasing data and consultation, harm reduction tableware is not presently being utilised in the HHSs. However, there is significant interest in their implementation. Through external consultation, we are aware that Corrections currently procures and use Actisafe products made from Enonoblend and polycarbonate materials.

Question:
Clarification Questions – QLD Health ITO

1. Delivery Model & Regional Capability

• Will QLD Health prioritise suppliers with a physical warehouse presence across multiple HHS regions as part of the evaluation?

• Is regional warehousing infrastructure considered within the evaluation scoring framework?

• Will HHS-specific capability be assessed separately (e.g. Metro vs Regional vs Remote)?

• Is additional weighting applied for permanent FTEs located within each HHS region?

• Will regional site visits form part of the evaluation process?

2. Statewide Pricing & Cost-to-Serve Structure

• Can the Principal confirm whether pricing is to be evaluated on a uniform statewide basis (inclusive of regional and remote servicing), or whether site-specific pricing structures are permissible?

• In evaluating pricing, how will QLD Health account for differing cost-to-serve structures across metropolitan, regional, and remote HHS facilities?

• If a supplier elects to service only metropolitan locations, will their pricing be evaluated on the same basis as suppliers offering full statewide coverage? If so, how will equitable comparison be ensured where cost-to-serve materially differs?

• Does QLD Health have a preference for consistent statewide pricing to provide budget certainty across all HHS regions, or is a variable regional pricing model acceptable?

3. Freight & Delivery Cost Treatment

• Are suppliers expected to embed all freight and delivery costs into firm product pricing for all HHS regions, including remote locations, or can freight be itemised separately?

• Are freight costs to remote HHS regions required to be included in firm pricing for the full contract term?

• Will items delivered via QH Distribution Centres and direct-to-site deliveries be treated differently for pricing or evaluation purposes?

4. Product Matrix & Range Compliance

• How will the 75% product threshold be calculated across variants within a category?

• Where multiple pack sizes exist for a compliant item, is one size sufficient to meet the threshold?

• Can equivalent products be substituted during the SOA term without requiring panel reapproval, provided compliance standards are maintained?

5. Sustainability & Compliance Weighting

• Will additional evaluation weighting be applied for:

1. FSC-certified products?

2. ABA-certified compostable ranges?

3. Demonstrated circular economy initiatives?

• Will Scope 3 emissions reporting be required during the term of the SOA?

• Is periodic plastic reduction or sustainability reporting expected (e.g. quarterly or annually)?

6. Business Continuity & Disaster Resilience

• Is geographic redundancy (multiple warehouse locations) considered within evaluation criteria?

• Are suppliers expected to demonstrate specific cyclone/flood continuity protocols relevant to Queensland conditions?

Answered on 06/Mar/2026 09:41 AM:

A physical warehouse presence across multiple HHS regions, as well as broader regional warehousing infrastructure, is not a mandatory requirement; however, both will be highly considered as indicators of a supplier’s capability to reliably service metropolitan, regional, and remote locations.

HHS specific capability will be assessed separately to ensure suppliers can meet the differing needs across Metro, Regional, and Remote settings.

While no additional weighting applies to permanent FTEs located within each region, the presence of local or regional personnel will be considered in evaluating overall service capability and support coverage, as well as its alignment with the Purposeful Public Procurement goals.

Regional site visits are not anticipated as part of the evaluation process for this SOA.

------------------------------------------------------------

Queensland Health recognises that cost to serve varies across metropolitan, regional, and remote locations. Suppliers may therefore propose the pricing structure that best reflects their operating model, whether statewide or region based.

The evaluation will not favour one pricing approach over another. All pricing models will be assessed consistently and on their own merits, with consideration given to the supplier’s stated service coverage and capability. Suppliers may also nominate the regions they are able to service without disadvantage, provided they can service all facilities within the boundaries of the HHS region (excepting certain business in the North West, Central West and South West HHSs).

Our intent is to ensure fair and transparent comparison while allowing suppliers the flexibility to reflect genuine cost to serve differences.

------------------------------------------------------------

Suppliers may itemise freight separately. Where suppliers choose to provide firm product pricing for the full contract term, freight costs for remote HHS regions may be varied separately in accordance with the standard variation procedures (Part B – Schedule 2 – Section 2(a).)

All deliveries under this SOA are direct to site. Queensland Health Distribution Centres will not be utilised, and no separate pricing or evaluation treatment is required for DC based delivery.

------------------------------------------------------------

The 75% product threshold is calculated based on distinct product types (those listed under the ‘Detailed Item Description/Name’ column in the Specifications attachment) within each category. Variants such as brand, size/volume/capacity, or colour are not counted as separate product types for this purpose (hopefully this was answer during the Briefing Session).

Where multiple pack sizes exist for a compliant product type, one pack size is sufficient to meet the threshold for that product type.

During the SOA term, suppliers may propose equivalent product substitutions, provided the substituted item meets all specification and compliance requirements. Substitutions require approval from the Principal but do not require panel reapproval.

------------------------------------------------------------

No additional weighting will be applied specifically for FSC-certified products, ABA-certified compostable ranges, or circular-economy initiatives. These attributes may, however, be considered as part of the overall value and alignment with Queensland Government sustainability objectives.

Scope 3 emissions reporting is not required under this SOA.

Sustainability reporting is not a requirement at this stage. However, we are actively exploring sustainability reporting approaches internally, and this may be discussed with successful suppliers during the contract should there be any developments.

------------------------------------------------------------

Geographic redundancy, such as multiple warehouse or distribution locations, is not a mandatory requirement. However, suppliers’ capability and experience in servicing metropolitan, regional, and remote facilities — including the ability to maintain continuity of supply during disruptive events — will be highly considered as part of the overall assessment of service capability.

Similarly, suppliers’ demonstrated ability to respond to Queensland specific environmental and logistical challenges will be highly considered, particularly given the vulnerability of some remote and regional locations to weather related isolation.
