The Department of Transport & Main Roads (TMR) is inviting Expressions of Interest from suitably qualified and experienced contractors to participate (if shortlisted) in an Early Contractor Involvement (ECI) procurement process for the design and construction of the Barron River Bridge (Kuranda) Replacement Project (CN-24995 & CN-24996).

Organisations having the prequalification levels of R4/B4/A3 & F150+ with Austroads' National Prequalification System and DTMR's Consultant for Engineering Projects levels of BD3, GE3, HE2, HD3, ITS2 and TE2 are welcome to submit their interest.

Please note that the Queensland Procurement Policy (QPP) 2023 includes the Ethical Supplier Threshold and Ethical Supplier Mandate, Queensland Code of Practice for the Building and Construction Industry, Queensland Government Best Practice Principles, Australian Government Building and Construction Industry WHS Accreditation Scheme and Queensland Charter for Local Content, apply to this project.

With reference to Vol 1 Attachment 4 – Sustainability Questionnaire, can TMR confirm whether the response is page limited, and where this attachment should be included in the EOI Application Structure (refer Table 6).

Question:
With reference to Table 8 and EC4(b), a project of this size would not typically require both a Project Director and a Project Manager. If the Respondent considers that both of these roles are not required, would TMR consider a response that nominates a single Project Director / Project Manager and an additional senior role of their choice to support the EOI response? (i.e. the number of nominated key resources would remain unchanged)

In reference to BRB_Vol_1_of_3_EOI_V1.3 Table 8 - Key Roles referred to in the Evaluation Criteria, reference is made an Environmental Manager with "Extensive relevant experience and qualifications in the nominated role, proven track record, and advanced knowledge of environment practices related to infrastructure construction". This suggests a Construction Environmental Role.

In reference to BRB_Vol_1_of_3_EOI_V1.3 Table 10 - Detailed Evaluation Criteria – Expression of Interest, EC4(b) request an Environmental Lead, which suggests Design Environmental Role.

Can TMR please clarify which role we should provide experience for under Evaluation criteria EC4(b)?

Referring to the evaluation criteria for EC4(a), we note point (i) states "List two (2) relevant projects recently completed or nearing completion, delivered in Australia, that demonstrate your ability to successfully deliver large scale bridge infrastructure projects..."

Can TMR please confirm whether large scale bridge projects delivered outside Australia will be considered in the evaluation?
