Details
Bundaberg Regional Council's (Council) Disaster Management division is seeking a delivery partner in making a suitable Psychological First Aid course available to communities within the Bundaberg local government area (LGA) via an online mode of delivery. This course will be self-paced, allowing participants to complete the course in their own time and must be aligned with the utilisation of these skills in the context of bushfire and other disasters.

The availability of a First Nations adapted Psychological First Aid course will be viewed favourably and delivery of this adapted course in-person is desired.

It is intended that the service be available and operational by the end of July 2026 (earlier if possible), with an initial purchase of one hundred (100) participant places to gauge uptake. Additional participant places may be purchased as the initial allocation becomes depleted, inline with projected uptake rates.

This program will end on 31/03/2027, when the budgeted spend has been exhausted or if the initial purchase is not entirely utilised, whichever comes first and at the discretion of Council.

With reference to above, this service will be provided online. As such, delivery partners outside of the Bundaberg LGA are also invited to make a submission.

Any First Nations adapted courses are preferred to be delivered via an in-person delivery mode.

Bundaberg Regional Council requests that this course be hosted externally. Council's online learning platform facilitates internal training only and as such, a SCORM package cannot be accepted.
Background information / Compatibility requirements
Details
Funding for this program arises from the Southern Bushfires event and must be aligned to the promotion of preparedness, recovery and resilience of communities and individuals affected by the relevant event. Reference to other disaster situations is acceptable however preference will be given to programs that are more closely aligned to the source of funding.

The course material must be accessible to a broad range of community members, some of which may come from vulnerable demographics of the Bundaberg LGA. As nominated above, having a First Nations adapted Psychological First Aid course available would be advantageous. Partners with the capacity and ability to deliver both a mainstream and First Nations adapted course are highly desirable however selection of a provider is not contingent on having both course types available.

Bundaberg Regional Council makes no guarantee of a service delivery value and the budgeted spend does not constitute a guarantee.

Delivery partners are requested to give an outline of their product, show how it aligns with the compatibility requirements and demonstrate value for money in their submission. The cheapest supplier may not necessarily be the selected partner.

The selected service delivery partner will be expected to make the course available to participants within two calendar weeks of their submission being successful.
