What the buyer is requesting
Details
The State of Queensland as represented by the Department of Local Government, Water and Volunteers seeks offers from suitably qualified engineering entities to perform the entire design process and deliver Issued for Construction (IFC) drawings, specification documents for the construction of the new Town Water Mains.
Cherbourg is an Aboriginal community of the Wakka Wakka people. Located in Wakka Wakka tribal boundaries, near the border of Gubbi Gubbi territory. It is located 267 kms northwest of Brisbane and located in the South Burnett region. The community has an estimated population of 1,190 residents according to the 2021 census, though DASC suggests the actual population is closer to 1,800.
With projected population growth to 4000 by 2070, the demand for essential services, including safe and reliable drinking water, is expected to increase significantly. The Cherbourg Water Treatment Plant (WTP) is critical source for supplying potable water to the Cherbourg Aboriginal community.
The successful consultant will develop a detailed design for the following construction scope of work.
• Run a new 250mm water main from WTP to the corner of Barambah Drive and Broadway Street (AIM Church corner). Note: the new main can remain on the Northern side of the road if this makes works simpler.
• Allowance for an exposed water crossing at the bottom of Murray Road.
• Run new 250mm water main from junction on Barambah Drive to the Main Depot parallel to Fisher St. Total estimated length 800m (including wastage).
• Allow for the installation of eight (8) new Fire hydrants.
• Allow for shut-off valves, pump stations and signage, as required.
• Access for the services such as the hospital, ambulance, fire and police must be allowed for.
• Installation of smart water meters is required for all reconnection of existing water services.
• Develop a full site assessment report highlighting any staging requirements that are needed during the construction, compliance with Australian standards including fire hydrant.
• A Technical specification document is also required to be developed that will be used for the construction.
• Undertake a power systems analysis
Project Management services and construction is not part of the scope of work.
Background information / Compatibility requirements
Details
The Consultant is responsible for all design and documentation required to construct the plant, including selection of equipment, plant, systems, materials and services to be used for the planning, investigations, design, construction (including temporary works) and commissioning of the plant.
The review of design and construction documentation by the Principal does not constitute a check on compliance with the Specification, regulatory and industry standards and review of process calculations, equipment sizing etc. The Principal will be reliant on the design provided by the Contractor.
The Principal’s review and approval of design and documentation does not relieve the Contractor of the sole responsibility for the suitability of the design. The suitability of the design will be certified by the Contractor’s suitably qualified RPEQs.
Any design undertaken by the Contractor in the delivery of this Contract must be undertaken under the direct supervision of and certified by suitably qualified Registered Professional Engineers of Queensland (RPEQ) for the required disciplines. Refer Professional Engineers Act 2002 (Qld) and associated amendments.

Question
:
Can further detail be provided on the following items listed in the the Terms of Reference - Section 1.3: Scope of Works.
1. Allowance for an exposed water crossing at the bottom of Murray Road.
- Please confirm this "exposed water crossing" is effectively an above ground length of water main to avoid an existing service or other similar site constraint.
2. Allow for shut-off valves, pump stations and signage, as required.
- Please advise what "pump stations" needs to be designed and the scope to be undertaken. For example, is this a review and augmentation to the existing raw water pumps shown in the figure under Section 1 of the Terms of Reference. Or a completely new booster pump station?
3. Installation of smart water meters is required for all reconnection of existing water services.
- Does this include electrical & SCADA integration design?
4. Undertake a power systems analysis

Question
:
Can we please request responses for the following:
1. Can As-Constructed plans of the current water network be provided. These will assist in the understanding of the required connections and staging requirements
2. Existing Pumping Station – confirmation that this is to be replaced as part of these works.
3. Exposed water crossing at the bottom of Murray Road, does this need to be a standalone bridge or is it acceptable to attach this crossing to the existing road crossing structure?
Thank you.
