Can you please advise:

Is there a preference for the outer pipe material that supports the inner pipe that is connected to the submersible pump?

Is there a purpose for the proposed rail frame (item 24 on drawing J0083-GOV-002) that is attached to the piles, other than supporting the outer pipe (encasing sleeve)?

Is the winch assembly to be an independent structure that is located south of the dismantling joint, purely for the removal of the inner pipe and submersible pump?

1. Council’s preference is for a robust material, that will be durable under all expected conditions, such as UV exposure, flooding, floating debris, etc. The nominal pipe design life of 50 years is to be met. Tenderers may nominate a material that they believe will suit the design requirements.

Earlier revisions of the design had nominated this pipe as SS316 SH10. Tenderers are free to use but are not required to use this material.

2. The proposed rail frame was initially proposed under an earlier design to 1) support the outer pipe and 2) act as a guide rail for a sled that housed the pump. The sled is no longer proposed, but rail remained on the design for outer pipe support.

Contactors are free to remove or include this rail frame in the proposed designs, provided the design criteria are met.

3. Yes. The intention is to have a winch assembly (not drawn) south of the dismantling joint to allow ready removal/reinstallation of the inner pipe and submersible pump. The outer pipe does not need to be winched.

The winch structure shall bring the pump to a location where it can be readily picked by a crane truck.

Question:
1. Please confirm whether the trash screen is required to be configured as a fully enclosed cage surrounding the fish screen, or whether a partial/face-only screen arrangement is acceptable.

2. Please advise what inspection, servicing, or preventative maintenance activities WWCC intends to undertake on the pump prior to recommissioning, following the anticipated six-month non-pumping (out-of-service/defect liability) period.

3. Please confirm whether permanent or temporary access platforms are required to facilitate routine inspection, cleaning, and maintenance of the fish and trash screen racks.

4. Please confirm whether permanent lifting facilities (e.g. davit crane, monorail, or equivalent) are required for the trash screen to enable future removal, handling, and maintenance activities.

5. Based on the nominated pump datasheet, the minimum positive suction head (defined as the vertical submergence from pump suction to minimum operating water level) is specified as 2.5 m, with a pump motor length of approximately 1.7 m.

This requirement has implications for the pump and piling arrangement, potentially necessitating the fish screen and intake structure to be positioned further riverward. The currently provided RLs may conflict with the existing riverbed profile, which could require local excavation. Please confirm whether excavation is permissible and whether the provided RLs are to be revised.

6. Please advise whether WWCC can provide pump mechanical drawings, general arrangement details, or manufacturer information for the existing river intake pump installations at the adjacent RWCC facility, for reference and alignment of design approach.

1. Provided the design is robust, a partial trash screen which protected eastern & northern face of the fish screen would be acceptable.

Partial screens would need to consider location on a river bend and strong flood velocities & depths.

2. WWCC preference is for the minimum practical manual intervention. WWCC will meet requirements as specified by the O&M manual provided by the Contractor.

3. A permanent access platform will be required to allow ready inspection, cleaning, and maintenance of the fish and trash screen racks.

4. Permanent lifting facilities will not be required for the trash screen.

Permanent lifting facilities will not be required for the fish screen, provided it can be removed under the same/similar mechanism to the pump.

5. The shortfall in detail of the concept acknowledged. The design remains preliminary, and details such as this will continue to be refined through detailed design.

Excavation is not preferable, given additional environmental approval implications, and ongoing maintenance that would be required to maintain localised excavation in the waterway.

If available, an alternate pump with reduced minimum positive suction would be preferable.

If other options are not viable, the provided intake level of RL171.009 may be modified.

6. Refer Attachment H – Pages 1 & 2 for general arrangement details. If further information is required, WWCC can request this from RWCC.

1. Council intent is for these forms to have minimal requirements, other than to provide insight as to the Contractor’s proposed methodology and planning of the works.

Form 5.3 – Method of Work Plan

Tenderers may respond with items such as key subcontractors, commencement dates, lead times, approval requirements, number of crews, resources, concurrent works, etc.

Form 7.2 – Proposed Work Methodology

Tenderers may respond with more detailed planning items, items such as traffic control assumptions, access management, trenching / battering proposals, protection of live assets, etc.

2. Form 7.1

Provide example of relevant WHS plans and Risk Management plans, to demonstrate planning of safe works.

3. Council intent for this item is for the Contractor to complete brief report demonstrating the condition of the surrounding area with photographic evidence of conditions prior to commencement onsite.

This report will be referred to confirm/mitigate liability for any pre-existing damage, defects, etc.

4. Council intent is for mechanical maintenance during the extended Defects and Liability Period to be undertaken by the Contractor, as part of the commissioning process.

Examples of mechanical maintenance would include items such as scheduled services, faults, or breakdowns, etc.

Non-mechanical maintenance (such as clearing of debris from intake) would be undertaken by Council.

Question:
Can you please advise if the P&ID shall be the governing document to determine the instrumentation that needs to be allowed for in our tender?

Section 1.15 (Supernatant Tank and Supply)

Council is negotiating an EPA license for the transfer of supernatant water, which will be provided to the contractor when it has been issued by the EPA. Monitoring equipment to record quality information, such as turbidity, conductivity, ph, and temperature shall be incorporated in the design of the supernatant collector tank. Any additional equipment, if required by the license conditions, shall be considered an addition to scope.

The above instrumentation has not been allowed for as the council is currently negotiating with the EPA. Please confirm this is acceptable.

The P&ID supported by the PPR (Section 1.15) shall be the governing document to determine the instrumentation to be allowed for. As such, Tenderers shall include these items in the lump sum submission.


Basic water data is required for Council's internal reporting & lake water monitoring purposes. Additional probes, if/as required by the EPA, can be incorporated on an as needs basis.
