Swan Hill Rural City Council (Council) is seeking suppliers for the supply, delivery and roll-out of mobile FOGO garbage bins, kitchen caddies and biodegradable liners to eligible households across the municipality, with services commencing by April 2027 or earlier.

Council invites suitably qualified suppliers to propose practical, cost-effective solutions that enable a coordinated municipal roll-out, including dependable supply, timely delivery, household distribution and implementation support.
Background information / Compatibility requirements
Details
The Victorian State Government is standardising household waste and recycling services across the state to increase resource recovery and reduce waste to landfill. Victoria’s Circular Economy policy requires councils to deliver the standardised four waste stream services, with regulations prescribing service provision to commence no later than 1 July 2027.

In response to these requirements, Swan Hill Rural City Council resolved to implement a weekly 240 litre FOGO service by 30 April 2027.

Can Council confirm whether a tenderer may submit a conforming offer under SP1 for the certified compostable kitchen-caddy liners only, without supplying the bins or kitchen caddies?

Council has provided updated schedules for this Tender, and the specification has been amended accordingly.

Separable Portion 1 (SP1) now only relates to waste bin supply. Separable portion 2 (SP2) has been amended so that it pertains solely to the supply of caddies and caddy liners.

To be considered a "complying tender", each item within a particular schedule must be priced. Tenderers can complete any or all schedules as they deem appropriate.

Individual items within a Separable Portion Schedule will not be evaluated and awarded separately.

Following on from the briefing session, could Council please confirm that tenders will be accepted for individual items within Separable Part 1?

For example, can a tenderer submit for kitchen caddies only, compostable liners only, or both items without tendering for the mobile garbage bins?

Could Council also confirm that these items may be evaluated and awarded separately?
