This specification is for the construction of a new boardwalk, paths sand renourishment and Elcorock sand container erosion protection system in Lakes Entrance, Victoria.

The works include, but are not limited to the following:

• Demolition of various items such as a small section of seawall and existing stormwater pipes.

• Earthworks, including sand fill to the site, and sand filled erosion protection containers.

• FRP boardwalks and new concrete paths

The Contract is for a fixed lump sum.

Question: Pricing Schedule Item 1.4 “Testing and reporting for asbestos containing material” (Qty 1 Item). Please clarify the basis and intended scope of this item, including:

Trigger for testing: Is asbestos testing required as a pre-works baseline (regardless of findings), or only if suspect material is encountered during excavation/works?

Material type and locations: Please confirm what is to be tested (e.g., soil/fill, buried debris, existing pipe, imported material, suspect fragments, existing infrastructure materials) and the anticipated locations/extent.

Sampling and compliance requirements Sampling method, frequency/quantity, and whether NATA-accredited laboratory testing is required.

Please confirm whether Item 1.4 is limited to testing and reporting only, or whether it also includes any of the following if asbestos is detected:

isolation/stop-work procedures, air monitoring, removal by licensed asbestos contractor, transport/disposal to licensed facility, clearance certificates and reinstatement.

Answer: The following is to be tested: soil/fill, buried debris, existing pipe at existing outfall pipe locations

Answer: NATA-accredited laboratory testing is required. AS 4964-2004

Answer: If asbestos is detected the standard of AS 4964-2004 is required to be followed.

As per Part 1 Conditions of Tendering Clause 1.16, Council will accept an alternative if the below criteria is met.

1.1 6 Alternative Tender

Council reserves the right, in its absolute discretion, to consider an Alternative Tender (provided that any mandatory Evaluation Criteria are met) but is not obliged to do so.

If an Invitee wishes to submit an Alternative Tender, it must also:

i. Submit a Complying Tender, and

ii. Submit a copy of the clearly identified Alternative Tender in a marked-up form, which identifies all departures from the Complying Tender. In order to be considered for evaluation, any such Alternative Tender must:

1. Fully describe its advantages, disadvantages, limitations, and capabilities,

2. Be fully costed,

3. Permit ready comparison of the alternative offer with complying Tenders, and

4. Expressly state where it does not comply with the terms of this RFT.

Please note Product alternate must be equivalent in all specifications and standards as per nominated product.

Answer: The documents already form part of this tender process

Answer: Sand will be pumped by Gippsland Ports into area within circle for contractors to cart to Krauatungalung Walk proposed works area. 1. What is the proposed particle size distribution of the fill proposed? Answer: The particle sizes generally range from 0.0625 mm to 2 mm as this sand is being pumped from the Lakes system.

2. Can we fill the Elcorock sand containers on the Bullock Island site? Answer: If you wish, contractors’ choice which should be raised within proposed methodology

3. Will there be water available on site to mix fill the Elcorock containers on the Bullock Island site? Answer: No

What is the pile testing requirements?

Answer: Dynamic testing for capacity 1 test per 30 piles, low-strain integrity testing (PIT) for all piles, and static load tests for verification as per AS 2159.

What happens if they drive longer than the 6m supplied length without reaching capacity?

Answer: If this occurs a blow count can be conducted at design depth with dynamic testing and CAWAP analysis to understand the shaft friction and end bearing may have. If the pile test shows that the pile has the required load, then the remaining piles can be driven to the blow count recorded for the test pile.

Council superintendent representative will give direction at this stage for the contractor

Answer: Mesh thickness to be 38 mm.

KPA loading - 3.0 or 5.0

Answer: Deck capacity to be 5.0 KPA.

Kickrail size and if the kick rail must be hollow.

Answer: Kickrails will be hollow – 40x90mm.

What is the required bearing capacity on the board walk piles?

Answer: The maximum unfactored vertical pile reaction is 32?kN therefore, the pile bearing capacity should exceed this load with an appropriate factor of safety.
