Boulia Shire Council (the Principal) invites Tenders from suitably qualified and experienced head contractors for the construction of the Boulia Community Hub at 18 Herbert Street, Boulia (Lot 45 on SP351538), comprising prefabricated modular buildings manufactured offsite, transported to Boulia and installed, completed and commissioned onsite, together with associated site preparation, civil, external works and services.

Question:
Section 5 of the RFT states that if respondent don't have accreditation under the Australian Government Building and Construction WHS Accreditation Scheme (OFSC) they may be excluded from further evaluation. Is there any flexibility on waiving this requirement if respondents don't have the Federal safety accreditation, but have an ISO 450001:2008 compliant safety management system in place? In summary is it worth responding to the RFT without having Federal safety accreditation?

Confirming the project mandatory requirement for the head contractor to have and maintain accreditation under the Australian Government Work Health and Safety Accreditation (OFSC) Scheme.
