Hello,

Would council consider providing the three REMP documents for review by tenderers? Without knowing the current content of these plans, it is difficult to make an informed assessment of the requirements and work effort to prepare a single Environmental Monitoring and Response Plan relative to the current EA conditions and with consideration of current DETSI guidelines.

While not contemplated within the tender documents, would council consider allowing site inspections of the three landfills during the tender period.

Addendum / Response to tenderer query

This response is issued to all tenderers via VendorPanel.

1. Site context for tenderers — Tender Information Memorandum

Council has prepared and is issuing with this addendum a Tender Information Memorandum (“RFQ260093 — Tender Information Memorandum”). The memorandum is a curated summary of site context for each of the three landfills (Lochlees, Tieri and Blackwater), drawn from the 2016 site Receiving Environment Monitoring Program (REMP) Design Documents and related Council-held materials. It covers location and setting, receiving environment, hydrogeology and groundwater context, the existing surface water and groundwater monitoring networks, indicative parameter suites and frequencies, and specific items for tenderers’ consideration.

The memorandum is intended to give tenderers a focused basis on which to assess work effort and price. The 2016 REMPs themselves are not being provided to tenderers; they reference standards and arrangements that have since been superseded and do not form part of the specification. The new Plan is to derive monitoring requirements from the current Environmental Authority (EPPR00677213) and the contaminants of potential concern, applying current guidance (ANZG 2018, the Queensland Monitoring and Sampling Manual 2018 and the EPP (Water and Wetland Biodiversity) 2019). The Scope of Works (Schedule 2) governs the deliverables.

The full 2016 REMPs and the further documents referenced in the memorandum will be provided to the successful Consultant at award.

2. Closing date

The closing date and time for quotations remain Friday 26 June 2026, 2:00 pm AEST. Council considers the memorandum sufficient to inform pricing and the remaining quotation period adequate. All other terms of the RFQ remain unchanged.

3. Site inspections during the quotation period

Site inspections during the quotation period are not part of this procurement and will not be facilitated. The engagement is desktop-led, and the Scope of Works requires at least one inspection at each of the three sites as part of the base fee (built into the lump sum) following award. Tenderers may use the publicly available Environmental Authority, the Tender Information Memorandum issued with this addendum, and standard aerial / satellite imagery to inform pricing.

Deliverable 12 is for GIS-ready / editable site plans (3 plans). We were wondering whether you had a preferred format for this, more specific than GIS-ready, i.e. shapefile, geodatabase, etc?

The three GIS-ready site plans required under the Scope of Works (one for each of Lochlees, Tieri and Blackwater) are to be provided in the following form:

1. Vector data — ESRI shapefile (.shp with associated .shx, .dbf, .prj and any supporting files). An ESRI file geodatabase (.gdb) is an acceptable alternative and is preferred where multi-layer datasets with attribute domains are involved. GeoPackage (.gpkg) is also accepted as an open-standard alternative. CAD-only formats (DWG/DXF) are not accepted as the primary deliverable for this item.

2. Coordinate reference system — GDA2020 / MGA Zone 55 (Central Queensland). Where source data is in GDA94 / MGA Zone 55, GDA94 is accepted on a not-preferred basis and the layer’s CRS is to be clearly identified in metadata.

3. Layering — each plan is to be provided as layered data, with separate layers (or feature classes) for, at a minimum: site boundary; groundwater monitoring locations; surface water and sediment-pond / on-site storage monitoring locations; receiving environment features (creeks, drainage paths, farm dams and similar); and any other operational features relevant to monitoring at the site.

4. Attribute schema — each monitoring point is to carry, at a minimum: site code; monitoring type (groundwater / surface water / sediment / storage); position or purpose (e.g. upstream / downstream / downgradient / compliance / reference); screen interval (groundwater bores); and a source reference.

5. Cartographic output — a layered PDF export of each of the three site plans is to be provided for the document record, in addition to the editable GIS data.

6. Metadata — each dataset is to carry basic layer-level metadata sufficient for Council to maintain the data, including source, date, CRS, and attribute definitions.

The Scope of Works (Schedule 2) is otherwise unchanged.
