Eurobodalla Shire Council (‘Council’) is issuing this open Request for Tender (RFT) for the provision of the

following scope of work:


1. The management and operation of Bay Pavilions aquatic and fitness (gym) facilities.


2. The provision of food and beverage services for the Bay Pavilions, including the café, poolside canteen

and meeting room catering.


3. The management and operation of Moruya War Memorial Swimming Pool, Narooma Swimming Pool

and facilitation of access to other on-site facilities (meeting room and kiosk).

Council has identified three separable packages, as identified above, with Tenderers able to submit a Tender to

provide singular package(s) and/or bundle of packages. Further details on the bundles of packages are included

within the scope.


What’s important to us?


Council is looking for a suitably experienced contractor(s) to undertake the management and operation of its

aquatic facilities and associated services. The key objectives for Council are to ensure that it is achieving best

value for money from its aquatic facilities contract(s) and to ensure that more specialist and/or locally based

providers are able to submit viable tender offers. It is also a key requirement for the procurement process that

the Bay Pavilions Aquatic Centre attracts a provider that will ensure the facility retains its premier, five-star

status. Council has therefore elected to offer separable packages so that tenderers may submit for one or more

individual packages or bundles, aiming to balance simplicity and operational efficiency. The details on the

separable packages are included within the Scope.

This is an opportunity to partner with Eurobodalla Shire Council on a long-term contract (four years, with two

three-year extension options) to manage and operate a partial or full portfolio of high-profile aquatic facilities,

including the Bay Pavilions Aquatic Centre, Moruya War Memorial Swimming Pool and Narooma Swimming

Pool. The separable packaging approach enables Tenderers to bid for a single package or propose an efficient

bundled offer, creating a genuine pathway for specialist and locally based operators as well as larger providers.

The successful provider(s) will have the ability to drive service quality, customer experience and participation

outcomes for residents and visitors, with scope to propose innovations and improvements to enhance the

facility offering and grow revenue within a supportive Council partnership.
Background information / Compatibility requirements
Details
A Tender Briefing to all interested providers will take place on Wednesday 5 August 2026 at 10am (AEST), this will be held on-site at Bay Pavilions Aquatic Centre prior to Site Inspections of the three facilities. It is expected that the Tender Briefing and Site Inspections will take a full day. The Tender Briefing and Site Inspections are mandatory for Tenderers to attend.

A copy of any presentation material together with responses to key questions will be made available to all Tenderers post the Tender Briefing through the VendorPanel portal.

Tenderers must notify Council before 11am (AEST) on Monday 3 August 2026, via the VendorPanel portal, of their intention to attend the RFT briefing. A maximum of three attendees will be permitted for each Tenderer.

Good afternoon all,

A polite reminder that the mandatory Tenderer Briefing for this RFT will take place on Wednesday 5 August 2026 starting at 10am AEST at the Bay Pavilions Aquatic Centre (12 Vesper St, Batemans Bay NSW 2536), followed by site inspections of the Bay Pavilions Aquatic Centre, Moruya and Narooma Pools. It is expected that the Tenderer Briefing and three Site Inspections will take the full day. Tenderers should note that the Tenderer Briefing and Site Inspections are mandatory (if Tenderers are not wishing to submit for Moruya and Narooma Pools then they may leave after the Bay Pavilions Site Inspection).

Tenderers are required to register their attendance, as per the RFT Conditions, through VendorPanel by 11am on Monday 3 August 2026. A maximum of three attendees will be permitted for each Tenderer.
