The Department of Local Government, Water and Volunteers is seeking to engage a contractor to undertake the Construction of the Cherbourg Water Treatment Plant Upgrade to address long-standing challenges with drinking water quality in the community. These challenges include persistent Boil Water Advisories (BWAs), low chlorine residuals, E.coli detections, and elevated disinfection by-products, primarily caused by ageing infrastructure, limited instrumentation, and inadequate treatment processes at the existing facility. The project aims to implement critical improvements to eliminate these risks and ensure the community has access to a safe, reliable, and sustainable drinking water supply.

Cherbourg is an Aboriginal community of the Wakka Wakka people, located 267 km northwest of Brisbane within the South Burnett Region. The community has an estimated population of 1,190 residents according to the 2021 census, though Cherbourg Aboriginal Shire Council (CASC) suggests the actual population is closer to 1,800. With project population growth to 4,000 by 2070, the demand for essential services including safe and reliable drinking water is expected to increase significantly.

Cherbourg’s water supply is sourced from “The Rocks” in Barambah Creek. The Bjelke-Petersen Dam, managed by Sunwater, can augment the Barambah Creek supply through releases, though this is rare. Water is pumped from the creek to a conventional water treatment plant that consists of a clarifier followed by sand and carbon filters, before disinfection with chlorine gas. Water is then stored in an arrangement (based on need and circumstance) across 3 service reservoirs prior to distribution to the supply network.

The WTP was established in 1970 and has undergone several upgrades over time, with several upgrades taking place between 2016 and 2022, including the installation of the 2x2ML reservoirs, addition of granulated activated carbon (GAC) filtration, and installing a new raw water rising main. Despite these upgrades, the WTP is significantly challenged in producing water that is compliant with desired water quality criteria. Data and information are also scarce and difficult to source, with immature asset management and no structured data/information historian, which limits the understanding and visibility of what is occurring.
