What the buyer is requesting
Details
Palm Island Aboriginal Shire Council invites suitably qualified and experienced contractors to submit tenders for the Design and Construction of the Butler Bay Sewage Rising Main Replacement Project (PIASC.2627.BBSRM01) on Palm Island, Queensland.

The project involves the replacement of approximately 3 kilometres of existing sewage rising main between Sewage Pump Station 5 (SPS 5) at Butler Bay and Sewage Pump Station 6 (SPS 6), generally following the existing Butler Bay Road corridor.

The scope includes engineering investigations, hydraulic and detailed design, pipeline supply and installation, associated SPS 5 refurbishment and SPS 6 connection works, temporary sewage bypass arrangements, testing, commissioning, decommissioning and handover.

Council is seeking a fully inclusive, lump-sum Design and Construct solution, with the contractor responsible for design development, construction methodology, materials, freight, mobilisation, workforce accommodation and all associated delivery requirements.

Design investigations and development are intended to occur principally during the 2026–2027 wet season, with construction predominantly during the 2027 dry season. Practical Completion is required by 31 December 2027.

The works will be undertaken on Palm Island, approximately 65 kilometres northwest of Townsville, Queensland. Design and engineering activities may be undertaken remotely, while site investigations and construction will require attendance on Palm Island.

Tender closing: Friday, 27 November 2026 at 2:00 pm Australian Eastern Standard Time (AEST).

Tender documentation, clarification requests and submissions will be managed electronically through VendorPanel.
Background information / Compatibility requirements
Details
The existing Butler Bay Sewage Rising Main is approximately 3 kilometres long and has experienced deterioration, corrosion and repeated failures. Hydraulic oversizing has also contributed to low flow velocities, septicity and ongoing operational challenges.

Council intends to replace the existing infrastructure with a reliable, appropriately sized and maintainable sewage rising main that accommodates current demand and forecast growth.

The replacement pipeline must generally follow the existing Butler Bay Road corridor and connect SPS 5 to SPS 6. The proposed solution must be compatible with Council's existing sewerage network, pumping infrastructure, operational requirements and downstream wastewater treatment arrangements.

The tender package includes technical planning information prepared by GANDEN and Peak Services. These documents are provided for reference only and do not constitute a completed detailed design. The successful contractor will be responsible for verifying planning assumptions, undertaking necessary investigations and developing a compliant engineering solution.

Particular consideration must be given to hydraulic performance, pump station interfaces, continuous sewerage service during construction, existing utilities, ground conditions, environmental protection, safe construction methodology and Palm Island's remote logistics.

Council requires a complete, operational and fit-for-purpose Design and Construct solution, delivered in accordance with the technical specification and contract requirements.
Desired Outcomes ('Nice to haves', Conditions & Warranties, SLA's, Project benefits)
Details
Council seeks a complete, reliable, safe and cost-effective Design and Construct solution that provides long-term improvements to the performance, resilience and maintainability of the Butler Bay sewerage infrastructure.

Desired project outcomes include:

- Replacement of the deteriorated rising main with an appropriately sized, durable and hydraulically efficient system, compatible with existing and forecast sewerage demand.

- Refurbishment and integration of SPS 5 and associated connection works at SPS 6.

- Continuous and safe sewerage service throughout construction, with effective temporary bypass arrangements.

- Optimised design and construction methodologies that minimise whole-of-life costs, operational risks, environmental impacts and disruption to the community.

- Effective management of Palm Island's remote construction logistics, including freight, equipment, workforce mobilisation and accommodation.

- Completion of design activities principally during the 2026–2027 wet season and construction predominantly during the 2027 dry season.

- Practical Completion by 31 December 2027, including testing, commissioning, as-constructed documentation, operating and maintenance manuals, and operator training.

- Meaningful local employment, training, subcontracting and procurement opportunities for Palm Island residents and businesses.

Contract conditions and warranties:

The project will be delivered under a lump-sum Design and Construct contract based on AS 4902–2000, incorporating Council's special conditions.

The contractor will be responsible for achieving the specified performance requirements, complying with applicable legislation and engineering standards, maintaining appropriate insurances, implementing WHS, quality and environmental management systems, and rectifying defects during the 12-month defects liability period.

Council expects proactive project management, regular progress reporting, updated delivery programs and monthly cashflow forecasts.

Tenderers are encouraged to demonstrate practical innovations and additional benefits that improve value for money, construction efficiency, asset reliability, maintainability and local participation, provided these remain within the specified Butler Bay Road corridor and comply with the tender requirements.

The successful contractor must deliver a fully operational system suitable for Council's ongoing ownership, operation and maintenance.
