Council is seeking tenders for the supply of equipment AND management of Car Parks, not equipment only.

Woollahra Municipal Council (Council) is the owner of the following commercial car parks (Car Parks) at which Council provides car parking facilities for local business owners, staff, customers and visitors in the relevant municipal areas:

(i) Grafton Street Car Park situated in the residential complex at 79-81 Grafton Street, Bondi Junction (Grafton Street Car Park);

(ii) Cross Street Car Park situated in the car park building at 1-13 Cross Street, Double Bay (Cross Street Car Park);

(iii) Cosmopolitan Centre Car Park situated in the Cosmopolitan Centre building at 2-22 Knox Street, Double Bay (Cosmopolitan Centre Cark Park);

(iv) Kiaora Place Car Park situated in the Kiaora Place Shopping Centre at 1 Kiaora Road, Double Bay (Kiaora Place Car Park); and

(v) the proposed Wilberforce Ave Car Park once it is constructed situated at 17 Dover Road & Wilberforce Ave, Rose Bay (Wilberforce Ave Car Park).

Good Morning,

In Item CCR6, the tender mentions that Windcave must be used. Is this the case, or can another credit card clearing supplier be used (such as ADVAM)?



Kia Ora has a validation for Woolworths at the car park. Can you please advise how long has this been in effect for? As we wish to know if this validation period has been in effect for the period which revenue has been supplied, per the tender, being Oct 23 - Sept 24.

From a Permanent Parking perspective, who's permanent parkers are at each site? Does council expect all permanent parkers to remain at the site they are at, or can the incumbent operator relocate the current permanent parkers to another site?

Responses:

(a) Wincave must be used, if your system does not currently use Wincave, include the cost to develop the integration and install Wincave readers when the systems are installed.

(b) at Kiaora car park the Woolworth’s validation has been in effect for the period which the revenue has been supplied, October 2023 to September 2024.

(c) Council will provide the names and parking rates of current permanents that is available to the successful tenderer, who may then negotiate a new licence with each permanent Parker.

Can you kindly clarify the following information.

In the Costing Schedule provided, the Project Cost Schedules tab notes the Total Project Capital Cost as Amortised over 48 months. The contract term in the draft Contract is 7 years (84 months). Can you confirm if the amortisation period should be 84 months in line with the contract or 48 months?

The statement in column B, row 12 of the Project Cost Schedules in the WMC Vehicle Management System Performance Specifications and Costing Schedules document should read Amortised over 84 months, not 48 months.

Question:
Will council accept a proposal that offers cashless pay stations as the supplier no longer offers this product. Furthermore, we have surveyed the sites and noticed there are very few cash transaction because the average transaction value is quite high, and most customers prefer to use a bank card or mobile phone to make payment. A cashless pay station will save council a considerable amount in cash collections fees and cash leakage.

We have reviewed our advice at the Pre-tender meeting that Council would only consider cashless machines for the Grafton Street car park, while requiring at least one cash machine at all other locations. The Council will now also consider tenders that propose only cashless machines, though our preference is still to have machines that accept cash. Tenderers who wish to submit offers for cashless machines (credit/debit cards only machines) exclusively, should clearly indicate this in their tender submissions for clarity. Accordingly we will issue an Addendum and attach a revised Tender Schedule A: Tenderer’s Offer.

We will also amend clause 1.5(a) of the RFT to reflect the above change

Thanks for the clarification on the Windcave readers.

In the event a submission is provided with Advam credit card readers can Council confirm that this will then be classified as a non-confirming submission and won't be considered under the conditions of the Tender?

Tenderers must include any development required to provide Wincave readers and credit card clearing to comply, an alternative offer of Advam can also be submitted for consideration..

Responses to the questions are as follows:

1) Speed humps are to be installed as traffic calming devices on the entry lanes, prior to the boom gates, to reduce vehicle speed. Speed humps are currently installed at Kiaora, if their condition and fixings are adequate, tenderers may use them, however they must be covered under the same warranty as new equipment.

2) Integrate the access control system with roller door motor controls at the Cosmopolitan, Grafton and Wilberforce car parks, Cosmopolitan will be integrated with the existing residential system.

3) Trigger the roller door to open after hours when a valid permanent user vehicle is detected by the LPR cameras or payment has been made at the central pay machine or the exit machine. Only at Grafton, Wilberforce and Cosmo car parks

4) Afterhours access is to be provided at Grafton Street, Cosmopolitan and Wilberforce car parks. Residents at Cosmopolitan will continue to use their Airkey remote to gain access. Tenderers are to include an additional LPR camera on the wall or ceiling outside the entry roller door at Grafton and Wilberforce to capture the licence plates of permanent parkers.

Can you please confirm that you have provided an updated RFT as the one available on VendorPanel does not have your updated clause 1.5(a) as specified.

The tender specifications in the RFT are not consistent with requirements in Performance and Costing Schedule.

LRP1: 2 x LPR camera banks are to be installed in each entry and exit lane of the car parks to capture the front and rear licence plates of a vehicle or capture 2 images of the front licence plate from different angles. The cameras can be mounted on the ceiling of the car parks or on poles on the plinths.

LRP2: 2 x LPR cameras are to be installed in each entry and exit lane of the nested areas of Kiaora and Cosmopolitan car parks in accordance with clause LPR1.

LRP4: 1 x LPR camera bank is to be installed on the wall or ceiling of the roller doors at the after-hours entry of the Cosmopolitan, Grafton and Cross car parks.

Based on this:

At Kiaora Place (10 lanes), the cost schedule lists 18 cameras, but it should be 20 based on the specifications.

At Cosmopolitan Centre (4 lanes + 1 after-hours entry), the cost schedule lists 6 cameras, but it should be 9.

At Grafton Street (2 lanes + 1 after-hours entry), the cost schedule lists 4 cameras, but it should be 5.

Could you confirm the required quantities for each car park and clarify any discrepancies?

Further clarifications:

What are the functional requirements of the Roller Door I/O Interface? Does it need to include an intercom?

For LRP4, do the additional LPR cameras need to facilitate roller door opening alongside the Roller Door I/O Interface?

With respect to the Addendum and comment by Woollahra that you would consider cashless at all car parks, can you confirm that if a respondent puts forward an proposal for cashless machines at all car parks, it will not be deemed a non-conforming tender.

With the recent inconsistencies and clarification queries, is there consideration to extend the deadline of the tender until 13/12/24 to ensure that operators have time to make the necessary adjustments?

The revised Tender Schedule A - Tenderers Offer and the additional wording to clause 1.5(a) has already been provided as an Addendum. We do not intend to issue an updated RFT.

In relation to the equipment queries, our responses are as follows:

1. Tenderers are to supply sufficient LPR cameras for their system to perform as a ticketless system, the quantity of each item listed in the costing schedules can be altered to suit the number of LPR cameras you require.

2. The roller door I/O interface is to trigger the roller door to open. No intercom is required.

3. The after-hours cameras should be integrated into the car park system to open the roller door, if your access control system has a high-level interface with the roller door logic controller then an I/O module would not be required, if it does not then your system should trigger the I/O module to open the roller door.

4. We confirm, if a tenderer offers all cashless pay machines, it will not be considered a non-conforming tender.

5. There will be no extension of time to submit the tenders.

Can you kindly confirm the following:

Assuming the Wilberforce car park commences Q1 2026, should the equipment payback for this car park be based on approximately 72 months or thereabouts? Not the 84 months as per the other sites. Or will Council pay the outstanding balance should the agreement not be extended beyond the expiry date?

The equipment payback period for the Wilberforce car park will remain at 84 months. As outlined in the Management Agreement, if the contract is not extended, the remaining balance will be calculated using a straight-line depreciation method, and the outstanding amount will be payable to the operator

There’s an anomaly of which car parks require afterhours access between the tender Costing spreadsheet and a recent council response:

From Tender Specifications & Costing spreadsheet:

1 x LPR camera bank is to be installed on the wall or ceiling of the roller doors at the after-hours entry of the Cosmopolitan, Grafton and Cross car parks.

The recent Council response to an afterhours question includes Wilberforce but not Cross St:

1) Where is the location of the 2nd pay station? Can see there's a location allocated on Ground Floor next to the entry for 1 pay station.

2) Other than the 1 x entry & 2 x exits, where are the additional Boom gates and LPR to be located?

a. If we assume the location is the nested areas behind a roller shutter, there are 2 shutters on the ground floor and 2 shutters on Level 3

Answer 1. Afterhours access to Grafton Street, Cosmopolitan and Wilberforce car park is correct. There is no afterhours at Cross Street or Kiaora Place.

Answer 2.1 The two pay stations will be located in the same area in the vicinity of the lift foyer on ground level at Wilberforce .

Answer 2.2 At this stage there will be one entry and two exits with no nested areas at the Wilberforce car park. Tenderers are to alter the numbers in the Cost Schedules spreadsheet to reflect the equipment requirements of your systems.

In the agreement it stipulates operations monitoring fees are required to be apart of the fixed fee. Does this include all calls?

If so, can you please supply the call volumes from the control center across each car park for 2022,2023 and all calls up to October 2024.

Yes. This includes all customer, intercom and pay station calls.

In relation to the intercom calls, the average monthly calls per month are as follows:

Kiaora - 2022 (2538 calls). 2023 (2606 calls), 2024 (2358 calls)

Cross St - 2022 (no data). 2023 (661 calls), 2024 (739 calls)

Grafton St - 2022 (no data). 2023 151 calls), 2024 (65 calls)

Cosmopolitan Ctr - 2022 (no data). 2023 (578 calls), 2024 (769 calls)

The agreement it stipulates that the operator must check lighting and replace tubes. It doesn't stipulate in the agreement who is responsible for these costs. Can council confirm please. Thank you.

Clause 12.3 (b) states that the Manager is responsible for the replacement of car park internal lights. Please note that we have installed LED lights in all our car parks.

Tenderers who wish to submit offers for only cashless ticket machines must indicate this in Tender Schedule A for clarity.
