Question
:
Could you please clarify whether suppliers are able to submit tenders for selected service regions only, or if it is a requirement to cover all regions under this Request?
Answered on 27/Mar/2026 08:19 AM
:
Thank you for your enquiry and for your interest in supplying waste management services to TAFE Queensland.
As outlined in the Invitation to Offer documentation, TAFE Queensland intends to award a single contract covering all TAFE Queensland regions. This approach is designed to ensure consistency and standardisation of services across all campus locations.
We recognise that servicing all regions may require partnerships or subcontracting arrangements. As part of the evaluation process, offerors are asked to demonstrate their commitment to engaging and supporting small-to-medium enterprises, Indigenous businesses, social enterprises, and other Queensland Government priority groups.

Question
:
We believe we'd be strongly positioned to deliver on specific streams and locations within this tender, and are exploring the possibility of participating as a subcontractor to the successful prime. Are partial-scope subcontracting arrangements something you'd welcome from respondents, or is the process structured around full-service submissions only?
Answered on 07/Apr/2026 08:40 AM
:
Thank you for your enquiry.
TAFE Queensland intends to establish a contract with a single supplier for the provision of waste management services under this tender, and as such, we are only accepting full-service offers from respondents.
That said, we do anticipate that submissions may include subcontracting arrangements where appropriate. Any such arrangements should be clearly outlined in the response, with the prime contractor retaining full contractual responsibility for service delivery across all required streams and locations.

:
1. These remote locations do not have services currently provided by our existing waste management provider; their services are provided by regional councils. For the purposes of the SOA, we are requesting rate schedules for available services in all locations for the same services for all listed campus locations.
2. TAFE Queensland Southbank is not included as all facilities services are provided under a separate contract with the Department of Education. Not all sites require waste management services, as they may only be a small and/or leased facilities, where any services are provided by the regional councils and/or forms part of the lease agreement.
3.Coffin bins with lockable lids.
4. As the range of bins vary dependent on the delivery being undertaken at each location. Please provide pricing for Stainless Steel, Aluminium, Steel. Where a service is listed in the current services rate schedule, but the type of recyclable material is not specified, please provide a pricing for one of the above but provide detail on the line of assumptions made.
5.Most of the materials being recycled are from delivery of practical training, so would not be coasted with asbestos. No work involving buildings is carried out where Asbestos is present unless being undertaken by licenced Asbestos removal contractors and they would have to provide their own waste disposal receptacles.
6. E-Waste bins are for non ICT E-Waste or Equipment, may include electrical appliances, TV's that do not have internal storage or internet, projectors (does not include anything with data storage, computers, laptops, USBs, MFDs)
7. These are offcuts from training delivery.
8. The PVC will be offcuts, without glue, from training delivery.
9. For this process, please provide the price for service only. If you provide replacement containers, please include pricing in the rates schedules as an additional option.
10. These are sharps bins.
11. This has not been listed on information provided by the regions during our preparation for the tender. If you provide this service, please include as an additional service in the rates cards.

Question
:
Dear TAFE QLD Team,
We would to request further information as per below:
1. With regards to the container for change request, can TAFE advise how this concept works currently? If this is being managed by TAFE's current waste provider or by TAFE itself.
2. Secure Product Destruction: On the matrix some of the sites have the material as being documents, others do not. Could you please advise if there is a request for both documents and media (CD/drives etc).
Thanks and Regards
Answered on 22/Apr/2026 01:57 PM
:
1. Containers for Change is currently managed by Containers for Change providers local to the regional locations. As part of your offer please include whether you can provide this service and how the rebates would be applied.
2. Secure product destruction should be only documents. TAFE Queensland has a separate contract in place for disposal of ICT E-Waste and equipment this includes any item that contains file storage or drives, such as USB’s, MFDs etc.

Question
:
Dear TAFE QLD Team,
We would also like to request further clarification to the Containers for Change category. Within the document TQC0012909 Attachment B Rates Schedules, Containers for Change have only been listed for 2 sites which is Mountain Creek and Pialba. The Unit of Measure provided for these items is bales. Could you please advise if there are balers on site or do we need to provide balers. We would also like to understand how does the baling work with rebates with barcode scanning?
Thanks
Answered on 22/Apr/2026 02:10 PM
:
They are not bales that include crushed containers they are similar to green waste large bags which are in a frame, no bailer is required. They are picked up by local company, and they pay a rebate based on the number of containers. These are currently provided by containers for change local to those locations. Please include details as part of your offer if you provide a solution for provision of container recycling under the 10c Containers for Change scheme.

5. Current Services, Rate Card Services and Rate Card Disposal all need to be completed. The Current Services tab is for evaluation purposes. The rate cards are for the formation of the contract, if you do not provide a service, type of bin or size that is listed in the rate card, please add a not in the Notes/Assumptions.
6. The bin is owned by TAFE Queensland so will only require the contractor to empty.
7. Due to variations across sites, grease trap capacities differ at each location and confirmed tank sizes are not consistently available. As such, offerors are advised that a standard tank size cannot be specified for pricing purposes.
To ensure comparability and flexibility, offerors are requested to provide pricing on a per litre rate (or other clearly defined unit rate, e.g. per 1,000 litres) for grease trap servicing. This rate will be applied to site specific volumes as required over the term of the contract.
Any assumptions used in developing pricing should be clearly stated in the offer.

The cage is for electronic waste that does not include any ICT equipment that contains data storage, including MFDs, TVs with internal data storage, USBs or other data storage media.
Question 6 - It could be either flammable or non-flammable, dependent on whether the paint and if it is still liquid. It is classed as Hazardous waste.

Question
:
In TQC0012909_Waste_Management_Services-Invitation_to_Offer, 2 Financial information, it states the following:
The supplier must provide a statutory declaration from the supplier’s accountant on the financial position of the supplier.
Would publicly available, independently audited financial reports attached to our submission satisfy this requirement?
Answered on 07/May/2026 08:55 AM
:
Thanks for your query. Normally we ask for statutory declaration, as this is preferred by many businesses rather than provided independently audited financial reports. If the independent audited reports are easier for you to include in your offer, then yes this will satisfy the requirement.

Question
:
In TQC0012909_Waste_Management_Services-Invitation_to_Offer, under 7 Capacity and capability there is the following question to respond to:
How will you ensure consistent and reliable waste services across all TAFE Queensland campuses.
However, under 8 Quality, the same question is repeated. Is this intentional, or is the response in 7 sufficient for our submission?
Answered on 07/May/2026 09:02 AM
:
Thanks for your query, the second part of Question 8 is an unintentional duplication of the one within Question 7, please note in the response field for that part of Question 8 'As per Question 7'.
Apologies for the duplicate question.
