Palm Island Aboriginal Shire Council (Council) is seeking suitably qualified and experienced Tenderers to undertake the design and construction of the Palm Island Waste Transfer Facility (WTF).

The Works include completion of detailed design and all investigations, approvals, certifications, procurement, supply, construction, services and utility connections, testing, commissioning, handover and close-out necessary to deliver a complete and operational Waste Transfer Facility in accordance with Part B – Specification.

The Invitation to Tender also includes the Men's Shed as separately priced Optional Works. Council may, at its sole discretion and subject to funding availability, elect to include all or part of the Optional Works in the Contract. The pricing or availability of the Optional Works does not alter the Tenderer's obligation to submit a complete and conforming Tender for the mandatory Waste Transfer Facility Works.

Council is progressing the development of a new Waste Transfer Facility within the existing waste-management area on Palm Island.

Council has commissioned a concept design for the facility. The concept design is provided as reference information and establishes Council's intended functional arrangement and project outcomes. The Contractor remains responsible for verifying the concept, undertaking all investigations required for its design and developing a complete detailed design satisfying the Contract.

The concept design includes demolition/site clearance, roads and hardstand areas, the main waste roof structure and concrete floor, push/barrier walls, relocation/reconstruction of existing Containers for Change infrastructure, perimeter fencing, leachate infrastructure and a demountable office facility.

Council's Planning Scheme identifies the Waste Transfer Facility as a Utility Installation and Council has received advice that the proposed use is Accepted Development where the applicable Planning Scheme requirements are satisfied. The Contractor remains responsible for reviewing the Planning Scheme and ensuring that its design and construction comply with all applicable requirements.

The proposed works are to remain within the existing disturbed operational area and avoid disturbance to mapped regulated vegetation. The Contractor must verify and appropriately manage all environmental constraints applicable to its design and construction.

Council is separately procuring operational waste-management equipment. The procurement and supply of that equipment are excluded from the mandatory D&C scope; however, all permanent infrastructure, utility services and interfaces required for the operation of the facility and the relevant equipment categories are included.

Council is also progressing the Development Application for the Men's Shed Optional Works. Council remains responsible for that DA process. If the Optional Works are accepted, the Contractor must comply with the resulting approval and conditions and obtain all remaining approvals and certifications required for its design and construction.
