Details
The Shire of Wiluna (WA) requires the services of a multi-disciplinary civil contractor to complete remediation and repair works to the Wiluna Airport runway, apron, taxiways, as well as surrounds in terms of drainage and water management problems. The layout of the sealed Airport pavements consists of the following:

• Main Runway 15/33 – 1811m long and 30m wide, with turning nodes at each end;

• Taxiway Alpha – 90m long and 15m wide;

• Main Apron – 124m long and 45m wide.

The pavement areas of the runway, taxiway and apron require patch repairs, seal rejuvenation, line marking reinstatement and application of fuel resistant surfacing on the aircraft parking positions. The various surface defects of the pavement areas are as follows:

• Rutting: depression deformations due to settlement of the pavement sublayers

• Cracking: being fissures resulting from fractures of the pavement surface.

• Oxidised Bitumen: Change of seal colour from black to grey due to the oxidisation and UV exposure.

• Potential ballooning of sealed surface from heat expansion and water impacts

Can you confirm which gravel pit we are to price cartage of gravel from? Attachment 6 nominates more than 10 sources.

Can you confirm which item you would like to include the required allowances for an MOWP and WSO as these will be a significant cost?

Is the contractor required to have professional indemnity insurance as we will be providing professional advice to liaise with the Hydrologist and recommend water management measures?

As answered previously there is a gravel pit some 5kms west of the intersection of Wotton Street and the Goldfields Hwy.

Your bid should mention your SWMS and JSA systems/documents that will be used to meet the requirements of the Work Health & Safety Act 2020. The response/bid in addressing WHS should focus on plant and machinery. In addressing the specifications the respondent should mention what work is to be done, how it is to be done and what quality controls and testing will be employed.

A method of works plan (MOWP) will be generated by others, as will the employ of a WSO, however the response in addressing your Methods should canvas and/or show:

* the stages/types of work activities to be carried out (by following the Specifications)

* Outline the times for each stage works will be conducted e.g. 0700 - 1750 dd/mm/yyyy

* Include maps/diagrams of the work areas involved, and intended staged approach to repairs, with support of a Gantt chart

* Traffic routes of machinery/plant

* temporary storage areas of materials / plant / equipment and safety measures

* identify who as part of the responders team will be the relevant person managing SWMS and JSA responsibilities.

Such information will be used by others to generate and manage the MOWP process.

Professional indemnity insurance will not be needed in terms of covering exchange of professional - technical advice in liaisons between the hydrologist/ water management adviser and Respondent.

We'd like to request additional time for the tender process to be able to complete a relevant submission for the project, particularly if tenderers are to view the site and make an assessment of the extent of rectification works required.

Can the Shire also provide information on how tenderers are able to access the site to view the runway - is there a contact available at the airport that we can organise a site visit with?

The Shire of Wiluna is happy to extend the deadline for submissions to 2PM Sunday 17 May 2026. Given timeframes we would correspondingly ask Responders to indicate in their submissions the soonest they can begin works.

In terms of organising a view of the airstrip and surrounds, arrangements can be made with our Works and Services Manager as provided in a prior answer. We would most like have an ARO lined up to greet you at the airport as you arrive, if flying

Given the timeframe for tenderers to be able to get up to the site, review the required scope and then request relevant submissions from suppliers for materials and specialised equipment we would like to request and additional week on the tender submission date to ensure that we can supply the most relevant submission for the works.

Based on the tender documentation provided, specifically Attachments 2 and 3, we have calculated the following quantities:

- Milling out and backfill with Asphalt - 2,496m2

- Two-coat hot bitumen C320 Spray Seal - 2,496m2

- Sand Seal - 3,155m2

- Apply Fuel Resistant Membrane - 760m2

Our preferred supplier for this works has indicated there are significantly lower quantities:

- Milling out and backfill with Asphalt - 1,145m2

- Two-coat hot bitumen C320 Spray Seal - 1145m2

- Sand Seal - 1,489m2

- Apply Fuel Resistant Membrane - 84m2

Can the Shire please confirm the quantities that should be adopted for pricing this tender and if these will be re-measurable based on the site inspection that will take place post award to confirm the extent of the defects?

We refer you to Clause 1.5 of the RFT which indicates that Responders 'should inform themselves'.

Separately the RFT at a number of places, e.g. last paragraph of Clause 2.2 Scope of Works directs the following:

"It is strongly recommended that Respondents visit the airport to confirm works with the Shire"

In the case you summarise the solution we suggest is to price both options.

The confirmation of defects and bill of quantities under Clause 2.1 Preliminaries of Attachment 1 refers to checks and balances between the successful Responders description/ calculations and that confirmed by the Shire's pavement adviser for the project. We are expecting minor adjustments related to different tools/methods of measurement. It respects that there will be variable approaches to works and establishing quantities.
