What the buyer is requesting
Details
The Department of Transport and Main Roads (TMR), North Coast Region, has a large upcoming engineering program where approximately 16 projects will be tendered within the next 6 months. TMR is seeking expressions of interest from suitably prequalified consultants for these transport planning and design projects.

The EOIs received will assist TMR to determine a list of possible tenderers for future transport planning and design projects and to gauge interest in projects of all types and significance. The EOI process will also allow consultants to understand the level of upcoming projects and to register their interest in specific projects.

To be eligible to submit a response to an Invitation to Offer (ITO), consultants will be required to meet minimum prequalification categories and levels as described in the Prequalification of Consultants for Engineering Projects (C7511) Information Brochure and detailed in the Consultants for Engineering Projects (CEP) Manual. These can be referred to at the following location:

Minimum prequalification levels for each project will be specified in the ITO documents, however expected prequalification levels for each project are listed in the attached project summaries. Prequalification levels indicated in the project summaries (appendix C) may be subject to change in future project specific ITO.

Offers from consultants who are not prequalified in all nominated areas can be considered, provided the submission details suitably prequalified sub-consultants.

Question:
Can TMR confirm expectations around sub-consultants please.

The outcomes of this EOI and tenders released from other areas within TMR may impact the capacity of sub-consultants to deliver the work (which is not known at this point in time). In addition to this, for some prequalification categories, there are a range of options of subcontractors that could deliver the works to a high standard. Specific project requirements during the ITO phase may also drive a reconsideration of sub-consultants to ensure the best possible team can be assembled as part of the offer.

If sub-consultants are nominated to meet prequalification levels as part of the EOI, is it TMR's expectation that those sub-consultants will be carried forward to the ITO phase with no opportunity to consider other similarly qualified sub-consultants? Or will offerors have the opportunity to nominated different sub-consultants during the ITO phase, provided the prequalification levels are still met?

Section 8 Lodgement of submission

"In regard to lodgement requirements of the submission, section 8 items 5 and 6, we request clarification if these items apply per project or in total as part of the entire EOI submission? If these items are to apply per project, we respectfully request an additional 2 weeks to submit, to allow time to explore partnering and confirm resourcing arrangements per project."

Question:
We note that clarification 2 in NtO 01 notes that cost estimation will be a sub-consultancy across all tenderers. On that basis, can you please advise if you are seeking responses to this EoI from firms with pre-qualification for cost estimating (CE1-CE3) as a discrete service or only design consultancies that would lead commissions outlined.

Question:
We request that the submission date of the EOI be extended to Friday 4 July 2025. Whilst we respect that that this is an EOI there was no prior warning of the release of the EOI or an understanding of the program of works. Given the size and complexity of some of the projects teaming for many service providers would be required for these larger projects which will necessitate partnership discussions.
