Details
The Office of Industrial Relations (OIR) is seeking to establish a contract for the design, development and delivery of tailored training solutions related to the following strategic priority capabilities:

1. Thinks critically

2. Engages stakeholders

3. Achieves within the system of government

4. Manages projects and events

5. Drives accountability and outcomes

6. Leads change in complex environments.

As these are six separate training solutions, OIR may engage one or more suppliers.

Delivery of the training may be in person, or virtually via Microsoft Teams and may be supplemented with online learning and/or hard copy learning materials.

OIR may identify further strategic priority capabilities during the term of the contract and reserves the right to vary the established contract/s to include these capabilities as appropriate.

A supplier briefing session regarding this offer will be held at 10am on Thursday 6 November 2025 via Teams. For inclusion in the briefing session please contact OIR.Procurement@oir.qld.gov.au by COB Wednesday 5 November 2025

Supplier Presentations will form part of the evaluation process. Once the evaluation panel has had the opportunity to evaluate based on the set criteria, shortlisted suppliers will be asked to present to the evaluation panel. It is anticipated these presentations will be in the week commencing 24 November 2025

Submissions for this RFQ are to be 1 per Priority Capability Training Solution.

Hello, could you please confirm if you would require the supplier to have specific subject matter expertise in the areas of training required? Or would the project involve the supplier working with Council subject matter experts(SME) to create training materials based on the SME's expertise?

Yes, we require the vendor to have subject matter expertise in the area of training. The customer can assist in design and development with advice regarding contextualisation of that training to our environment and roles.

Are open to 100% self-paced training solutions or there should always be a facilitator (either in-person or virtually)?

Our preference would be for some component of facilitator-led delivery. We are supportive of blended learning approaches also.

* How many vendors will you select for each of the capabilities? If you don't have a number, will you have a maximum number of vendors for each capability

* Once the vendors are selected what is the process for engaging vendors when training needs to occur.

* Do you have a preferred length of time for training sessions. Eg 2-hours, half-day etc

* How many people will participate in the training solutions. Will some capabilities have more participants than others?

A OIR will be engaging 1 vendor per training capability

Q Once the vendors are selected what is the process for engaging vendors when training needs to occur.

A The contract manager for that training capability will work with the contracted vendor to timetable training sessions. This will be via email.

Q Do you have a preferred length of time for training sessions. Eg 2-hours, half-day etc

A Preferred length and number of participants could vary by topic and suppliers are to include their proposed parameters in their submissions. We wouldn't normally go for more than 1 day but can have multiple days over time (eg. 1 day one week and a second day in the next week).

Q How many people will participate in the training solutions. Will some capabilities have more participants than others?

A We also wouldn't normally have more than 20-25 in a program, however we have some programs capped at 10 or 12 if the training involves practice and skills development in session

Apologies. This was an error. Yes, we meant 1-4 focused on foundational and intermediate and 5-6 focused on team and program leader.

I understand from the Briefing Session that we are to submit a separate Section 2 Supplier's Response document for each Training Solution we are offering to provide.

When responding to Evaluation Criterion 2: Capability, Capacity and Expertise, would OIR prefer us to:

* provide the same examples and referees for all Training Solutions we are offering to provide (so even if we were to submit for three Training Solutions, we would use the same two examples for each Training Solution); or

* provide different examples and referees for each Training Solution we are offering to provide (so if we were to submit for three Training Solutions, we would provide six examples and referees); or

* provide examples and referees for each Training Solution, which may or may not be the same examples and referees put forward for another Training Solution?

seeking clarification if the department requires a completely separate proposal for each category, including a separate returnable (section 2)

Or will the department allow for 1 returnable submission but clearly broken out into multiple categories of response, including a cost (section 8) per category?

A separate proposal for each training solution is required. You can reference the others in each one.

The offers are being evaluated by teams that have some same people and some different, based on the training solution category.

The Section 2 also forms part of the contract that will eventually be executed with the preferred supplier per training solution
