Could council please provide clarifiation on the following items:

1. Could the council please provide a PDF copy of the survey information obtained to date to determine if an allowance for additional survey work would need to be included with the submission.

2. Could council please provide clarification on the extent of carparking and road works they wish to be included as part 1,000m2 allowance for new asphalt access/carparking and assoicated line marking. Noting that the entire master planned area exceeds this 1,000m2 allowance.

DECYP have approved the distribution of their commissioned survey for the Gymnasium Project. DECYP have advised the document must be shared noting DECYP/ CCC can’t warrant accuracy or completeness and it is up to others to check if relying on this data. This will be attached to the RFT documents shortly.

2.

Extent of carparking and road works are depicted as elements 23, 24 & 27 of the Attachment No. 1 masterplan. The roadway must be designed to cohesively adjoin a new dog park carpark (in scope), the new pavilion including forecourts and DECYP’s adjacent carpark works being delivered as part of the Cambridge Primary School Stage 2 Gymnasium Project. Council is currently trying to seek approval from DECYP to provide the preliminary civil design drawings to Council’s RFT Interested Parties.

Question:
Hi,

Could the council please advise if there is reporting currently prepared and available to address the following town planning overlays:

1. Flood Prone Area directly adjacent the proposed pavilion.

2. Bush-fire Prone Area present on the site.

3. Potentially Contaminated Land present on the site.

Aternatively please advise if the reporting will not be required at planning permit application. Or advise if reporting would be be required for these items and should be included as part of the RFT reponse.

Additionally, it has been brought it our attention that there is currently civil design work underway to the proposed carparking and internal roadway that is parallel to Cambridge Road. Would it be possible to be provided with a copy of proposed design that is directly adjoining the proposed site.

Planning Overlays:

No reports have been prepared to address the planning overlays. As defined in Contract Schedule 1 item 3.0, the Consultant must develop and implement an approvals strategy and provide documentation and responses reasonably necessary to progress planning/ building approvals (as applicable), in accordance with Clause 3.

Carpark Upgrades:

That is correct, DECYP are currently undertaking preliminary design of the carparking upgrades associated with their Cambridge Primary School Stage 2 Gymnasium Project. Council is currently trying to seek approval from DECYP to provide the preliminary civil design drawings to Council RFT Interested Parties.

Question:
Schedule 1 clause 31 requires Council's written release of each hold point before the Services may proceed. What allowance should tenderers make in their tendered programs for Council's review and release at each hold point, and where that review requires coordination with other parties, such as user groups, Council's nominated quantity surveyor or the planning authority, what timeframe should be assumed?

Good Afternoon,

For the purposes of Tendering and development of a program, respondents should allow the following:

• minimum two (2) weeks for review by Council and other user parties. Prior to reaching a hold point, the Consultant must schedule in in advance the request for review to allow the parties to adequately allocate resources and the documents for review must be submitted in a complete pack;

• minimum 2 weeks for review by Council’s nominated QS. Prior to reaching a hold point, the Consultant must schedule in in advance the request for review to allow the parties to adequately allocate resources and the documents for review must be submitted in a complete pack; and

• minimum six (6) weeks for the assessment of a development application with Council’s planning Authority. This suggested duration does not allow for any processes within the statutory timeframes that may affect time, for example requests for additional information, representations, a decision of Council (through a Council meeting). The Consultant should make every effort to undertake sufficient work prior to the lodgement of the Development Application to minimise the potential risks to their program.
