Mornington Shire Council has received Regional Precincts and Partnerships Program Stream 1 (GO6311) funding.
Stream 1 funding to develop plans which can then be submitted for the Regional Precincts and Partnerships Program
Stream 2 (GO6312) program related to precinct development.
This tender is to prepare a master recreational precinct plan, in preparation for submission to RPPP Stream 2.

Details
The scope of works for this tender include the development of a recreational masterplan within the Gununa township, on
Mornington Island.
The recreational precinct masterplan should be prepared as a collective suite of projects, each with individual costings.
Each project could be a facility such as a splash park, pump park, an outdoor gymnasium, exercise precinct/station, or
public open spaces linking defined community locales.
In addition, Council needs to include elements pertaining to sustainable industry, for example, recreational tourism,
plastics recycling – as a part of the planned resource recovery centre and sustainably created streetscapes which could
be solar powered, with local battery storage.

Good morning,
Thank you for the opportunity to submit a quotation for this project.
Could Council please clarify the expected level of documentation for the master plan proposal package? Our standard master plan deliverables typically comprise scaled, full-colour drawings prepared at a master plan / conceptual level.
The RFQ documentation refers to “technical designs and drawings.” Could Council please confirm whether this is intended to mean concept-level master planning drawings only, or whether technical CAD-based detailed design or tender-level drawings for the full project are also required as part of the master plan submission?
If detailed or tender-level technical drawings are required, this may make it challenging to provide a fixed fee at this stage due to the uncertainty around the scope and extent of the recreational elements to be included. In this instance, would Council consider allowing this component to be priced as an optional item or indicative budget range?

Scaled, full colour conceptual drawings prepared as a part of the master plan is appropriate.
It is also recommended that a price schedule for technical CAD detail designs and drawings be provided as a part of the tender submission.

Part 2 of the RFT refers to liquidated damages, which is unusual in the context of a professional services engagement. We note the General Conditions of Contract (Part 4) appear to apply liquidated damages only to the delivery of ‘Goods’.
Can Council please confirm that liquidated damages is not applicable to this professional services engagement for preparation of the recreational masterplan and business case?

Is this intended to be a full business case developed to Australian and Queensland Treasury specifications (e.g. full cost-benefit analysis, social impact assessment, etc) or is it just about having validated costs from a quantity surveyor?

Hi Frank. Apologies for the delay in response.
It is not mandatory for the Australian Business Case Development Framework or Queensland Project Assessment Framework to be strictly adhered to. However, a methodology inclusive of opportunities and impediments, detailed cost analysis, and risks, as a minimum, is highly recommended.

The community development program is inclusive of community engagement. The overarching program should make reference to specific intended community engagement activities, indicative timelines and proposed presentation of findings.

Pages 6, 8 and 25 indicate the date for delivery of Master Plans to Council as 30 June, 2026, however Page 7 asks for a "Delivery schedule to achieve 15 June 2026". Can Council please confirm the required final due date for the Masterplan submission to Council

The master plan would need to be delivered by the successful tenderer to Council by the 15th June, as we have to complete the entire project by the 30th June 2026 to fit with the grant funding arrangement. Setting it two weeks earlier ensures we meet the deadline.
