Details
The contractor will deliver an ongoing/rolling and impact evaluation of the three Queensland Government funded Reef Place-Based Integrated Projects (RPBIPs) through a staged approach.

In line with best practice evaluation principles, the evaluation will be co-designed with the project delivery partners. They will work alongside RPBIP delivery partners and participants to monitor and potentially influence the approach in the co-design and implementation process, evaluating collaborative principles and processes from initiation to completion of the projects.

The aim is to assist in achieving and demonstrating the benefits of place-based co-design approaches towards behaviour change and long-term water quality improvements.

Each of the three projects has individual attributes and specific evaluation requirements that will need to be considered and compared.

All three RPBIPs have been briefed about this evaluation project and understand the level of involvement and contribution towards meeting the project aims.

Details
The Queensland Reef Water Quality Program (QRWQP) is the Queensland Government’s key response to addressing water quality impacts affecting the Great Barrier Reef (Reef). The QRWQP 2021–26 has invested $5.5 million in funding for Reef Place-Based Integrated Projects (RPBIPs) across the Reef catchments, building on the success of the two large Reef place-based projects, known as the Major Integrated Projects (2017-2021 in the Burdekin and Wet Tropics), and smaller place-based projects in Sandy Creek and Janes Creek in the Mackay-Whitsundays region.

Stage One of the RPBIP initiative focused on developing regional collaboration between diverse stakeholders and sectors, while Stage 2 involved a call for projects through the Stage Two Grants Program. After a robust evaluation process, three projects were selected and contracted in 2024:


Herbert Integrated Project (Terrain NRM)


Proserpine Integrated Project (Reef Catchments)


Mary River Integrated Project (Mary River Catchment Coordination Association Inc.)

Each of the RPBIPs is currently in the co-design phase with their relevant stakeholders which will inform the implementation phase (including MERI design) which is due to commence in April 2025. The projects are until mid-2027.

The primary objective of the RPBIPs is to improve Reef water quality whilst adding value to the whole-of-catchment and local economies, while also responding to contemporary climate and nature related economic trends and policy in Queensland. RPBIPs will also help to facilitate skills and new job opportunities, growth in regions, and provide enduring legacy outcomes through the delivery of targeted projects in Reef catchments.

The delivery model places water quality, landscape improvement, land managers and agricultural systems and communities at the centre. The intention is to connect investment and services, build cross-sector collaboration and empower communities to tackle the root cause of local challenges and build legacy. RPBIPs have the capacity to become a platform for whole-of-catchment management, enhance circularity at a place, strengthen local economies and land stewardship.

In line with the RPBIPs’ Grant Guidelines approved by the Minister, the projects provide an avenue to leverage additional investment from other Department of Environment, Tourism, Science and Innovation (DETSI) programs such as the Land Restoration Fund and QRWQP’s Supporting Agricultural Industry and Restoring Functional Landscapes work areas, for a total investment of $7.8 million across the three projects. RPBIPs are also leveraging other funding sources and in-kind contributions. These contributors range from Queensland Government and statutory authorities to private investment, academia and landholders’ in-kind contribution and on-ground integration with Australian Government funding. QRWQP funding was considered seed funding, and the successful projects were ones which were able to demonstrate capacity and/or willingness to build natural capital as part of their project and therefore gain access to available funds from the Natural Capital Program. This co-investment approach resulted in the three RPBIPs increasing the value of investment to over $20 million.

Good morning - I just want to clarify that vendor panel lodgement is for this RFQ.

In the RFQ document it just says " Queensland procurement solution' which is a link to setting up a Vendor panel account.
