Details
Tamworth Regional Council is seeking quotations for the supply only of LED sports field lighting equipment for installation on five existing poles at Gipps Street Playing Fields. This request does not include installation or commissioning services.

The lighting system must meet the performance and durability requirements outlined in the attached specification and comply with relevant Australian standards, including AS 2560.2.3.

Suppliers are encouraged to provide pricing for all four lighting options, each defined by specific lux levels and driver configurations. Detailed technical specifications are included in the RFQ document.

To assist with accurate quoting and simulation, reference photos of the existing poles, cross arms, and field layout are provided. These images illustrate mounting conditions, approximate pole spacing, and the overall playing surface (approx. 9,748 m²). Pole heights are 19m.

All lighting equipment is to be delivered to the Lockheed Street Depot, Tamworth. Delivery details, including contact information and access instructions, will be provided upon award of contract.

Submissions must include a completed submission document as provided in the RFQ pack. Incomplete submissions may not be considered.

Submissions should also include:

- Pricing for one or more lighting options (all four preferred)

- Photometric files (.IES or .LDT)

- Lighting layout simulations

- Product datasheets

- Warranty documentation

- Evidence of compliance with Australian standards

Evaluation will be based on price, demonstrated capability and track record, delivery timeframe, and warranty/support provisions.

Warranty documentation must be provided with the submission

Do you require the entire 152m x 64m area to be illuminated to 100/200lx as one entire area?

Or do you require the 2 playing fields that are marked in the photos to be independently calculated?

Top Field(Junior?Training?) appears to be sideline to sideline

Bottom Field (Senior?) appears length wise - goal to goal.

We require the entire 152m x 64m area to be illuminated. Touch is also played on these fields and use the entire area.

Hi,

Even though this tender is for Recreation and Training only, you have said that CRI80 and 5000K is non-negotiable, which is very specific!

With that being said can you please advise with regards to AS/NZS4282 which Zones, A and L we should use in the lighting calculations so we can meet TRC expectations as this was not mentioned in the tender docs and is very important.

Thank you for your query.

The requirement is that the lighting design must meet the minimum specifications outlined in the Specification for Service, particularly the lux levels measured at one metre above ground level for all four options. If a supplier proposes a higher-grade solution, that is acceptable, provided it is clearly demonstrated through a lighting plan that the minimum lux levels are met or exceeded.

Regarding my previous response about CRI80 and 5000K, I apologise for any misunderstanding. I should have stated that submission must meet the minimum standards outlined in the Specification for Service to be considered conforming.

The spec calls for colour temp as 5000k (+/- 300) and CRI as 80+ but the industry standard for colour temp is 4000k or 5700k and CRI as 70+. Can you accept these industry standards as complying with the spec?

Thanks for your query and for highlighting the industry standards around colour temperature and CRI.

I'm happy to accept this amendment to the specification, acknowledging that the original request may have unintentionally reflected a custom requirement not commonly available from suppliers. I understand that 4000K or 5700K colour temperature and a CRI of 70+ are more typical across the industry, and I appreciate you bringing this to my attention.
