Question:
In terms of the First Aid Kit bag, are you expecting the size to no greater than 200mm x 160mm x 40 mm?

Or is this more on the individual packaging of the products itself?

Answered on 07/Aug/2025 02:03 PM:

As per EOI, carriage pouch must accommodate the sealed unopened TFAK dimensions.
06/Aug/2025 08:09 AM
Question:
Is there a possibility to submit a ratchet-style tourniquet, rather than a windlass, for the TFAK?

Answered on 07/Aug/2025 02:15 PM:

Provided you respond to the requirements in the EOI, we are comfortable with you to also provide an alternative response
06/Aug/2025 02:11 PM
Question:
Could you please advise approximately how many of the Tactical First Aid Kits will be required?

Answered on 07/Aug/2025 02:17 PM:

As per the EOI document

• The Customer requires an initial provision of approximately 12,500 TFAKs to be issued to frontline Officers and graduating recruits.

• The Customer is looking for an ongoing arrangement for the provision of TFAKs and continued supply for up to five (5) years.

• Ongoing supply required for graduating recruits; and replacement of used items of approximately 200 units per month for the life of the Contract.

Question:
Specification Clarifications & Risk Considerations

1. IMIST Proforma

- Could you please provide the full details or content of the IMIST Proforma referenced in the specification?

- Are there any clauses within the IMIST Proforma that outline specific indications, contraindications, or intended uses that may differ from or restrict standard product applications (Instructions for Intended Use)?

2. TFAK (Tactical First Aid Kit) Usability Requirements

- The specification mentions “single-handed use” and “quick open design” could you clarify how these are defined or measured in your evaluation process?

- Are there any specific benchmarks or testing protocols you use to assess compliance with these subjective usability criteria?

- Given that vacuum-sealed bags are generally not conducive to single-handed use, is vacuum sealing an acceptable format under your definition of “quick open” and “single-handed”?

- Do you consider shrink wrap as acceptable vacuum sealing for Tourniquets

3. Product Expiry/Shelf Life

- the specification states that products must have “no less than 5 years on receipt into customer stores”, can you confirm whether this refers to a minimum shelf life from the date of delivery or from the date of manufacture?

- Would a standard 5-year shelf life with at least 80% remaining at the time of delivery (i.e., 4 years) be acceptable, considering the realities of supply chain timelines?

4. Batch Tracking

- Can you confirm if serial numbers are required for individual products?

- Should batch numbers be sufficient for your tracking and traceability requirements, particularly in the context of medical and trauma kits?

Question:
Will you consider the exclusion of the TFAK contents being additionally vacuum sealed packaged should the TFAK pouch be able to facilitate carriage and ease of deployment for each item and the sterile items also remain in vacuum packaging?

Answered on 08/Aug/2025 03:47 PM:

No. Carriage in a vehicle glove box remains the primary requirement. Although a TFAK is to be supplied to every officer, the Service has mandated it will not be compulsory for an officer to carry, so the TFAK must remain exclusively an in car/vessel carriage capability with all items sealed in a vacuum package
07/Aug/2025 04:15 PM
Question:
Will you accept an offer where the trauma dressing and packing gauze are separate items rather than the EOI specification that the trauma dressing must contain 'packing gauze'?The latter term creates the assumption the gauze must be readily accessible without damaging the trauma dressing, please confirm.

Answered on 08/Aug/2025 03:46 PM:

No. Carriage in a vehicle glove box remains the primary requirement. Although a TFAK is to be supplied to every officer, the Service has mandated it will not be compulsory for an officer to carry, so the TFAK must remain exclusively an in car/vessel carriage capability with all items sealed in a vacuum package.

Question:
Is there any preference for the pouch to be mounted vertically or horizontally?

Answered on 14/Aug/2025 11:47 AM:

Supplier can provide a pouch that enables both vertical and horizontal carriage including molly and belt attachment capability.

Question:
1. Is pricing required at this EOI stage?

2. What is the expected timeframe between the end of this EOI, supplier shortlisting, RFQ, until a purchase order is issued

3. Is there a specific deadline for delivery of the initial 12,500 units? is it required in a single batch, or can this be staged over multiple deliveries?

4. When would QPS require samples to be provided?

5. Is QPS seeking an off-the-shelf solution, or would they be open to working with a supplier to design an optimal pouch to meet officers’ needs?

6. The iMist card, at A5 size, exceeds the maximum kit dimensions—can you confirm if it may be folded in half or into thirds to reduce the overall size?

Question:
Could you please confirm whether the quantity of pouches required will be the same as the quantity of kits? If a supplier is to provide both, is it preferred that the TFAKs are packed inside the pouches, or is individually packaged product acceptable for you?

Answered on 14/Aug/2025 12:03 PM:

TFAK is to be supplied as a vacuum sealed kit as per dimensions. Pouch is to enable the carriage of TFAK. Supplier can provide sealed TFAK within pouch at time of supply or both separately. Quantity of pouches will be the same as kits.
