Business Info
The 21 suburbs of Banyule City lie on 63 square kilometres between 7 and 21 kilometres north-east of central Melbourne. These suburbs are: Bellfield, Briar Hill, Bundoora, Eaglemont, Eltham, Eltham North, Greensborough, Heidelberg, Heidelberg Heights, Heidelberg West, Ivanhoe, Ivanhoe East, Lower Plenty, Macleod, Montmorency, Rosanna, St Helena, Viewbank, Watsonia, Watsonia North and Yallambie. The Yarra River runs along the City’s south border while the west is defined by Darebin Creek.
Banyule’s landscape is gently to steeply undulating, apart from some relatively flat land in the west and on the river floodplains. Native vegetation flourishes in the east and north-east, while exotic trees and shrubs dominate the City’s southern and western parts.
Banyule is renowned for its open spaces and plentiful parklands, especially along the Yarra and Plenty River valleys. There are 466 hectares of council-owned open space in Banyule, as well as substantial areas of parkland managed by Parks Victoria. These provide a wealth of recreational, environmental and tourism opportunities for the region. There are sites of botanical, zoological, habitat and heritage significance, including aboriginal archaeological sites and scar trees, and points of interest associated with the Heidelberg School of Artists.

What the buyer is requesting
Details
Council is seeking Expressions of Interest (EOI) from suitably qualified charge point operators (CPOs) interested in installing, operating and maintaining public electric vehicle (EV) charging infrastructure at Council-owned sites across the municipality.
Council has identified eight potential sites for the installation of public EV charging infrastructure. Respondents may nominate one or more of these sites and may also propose alternative sites within Banyule for Council’s consideration.
Council’s preferred approach is to facilitate the commercial rollout of public EV charging infrastructure through an agreement with successful respondents. Under the proposed arrangement, successful respondents will be responsible for funding, installing, operating and maintaining the charging infrastructure for the agreed term, and will pay Council an annual fee for each approved site, in accordance with the final agreement.
Respondents are invited to outline their proposed sites, charging solutions, commercial offer, delivery approach and ongoing operating arrangements. Council is seeking proposals that demonstrate technical capability, commercial viability, reliable service delivery and accessible public charging for the community.
This EOI is intended to help Council understand the market’s interest, capabilities and proposed solutions before determining the next steps in the procurement process.
Background information / Compatibility requirements
Details
The rollout of public EV charging infrastructure supports the transition to lower-emissions transport and can help residents, workers and visitors access charging where private off-street charging is unavailable or impractical.
The project is identified as an action in Council’s Community Climate Resilience Plan, adopted by Council in October 2026. Under the Zero Emissions Transport theme, the Plan identifies a role for Council in facilitating the rollout of public EV charging infrastructure on Council land, powered by green energy, to support the growing uptake of EVs in Banyule.
The project is also informed by the Northern Councils Alliance (NCA) Community Electric Vehicle Transition Plan, released in 2023. The Plan identified a need for 570 charging points across 64 activity centres in the northern region by 2030, with an emphasis on equitable geographic coverage and availability.
Through this EOI, Council seeks to understand how CPOs could contribute to expanding public charging access across Banyule, including at Council-nominated sites and, where appropriate, alternative locations proposed by respondents.
