HWQld is Queensland’s dedicated prevention agency established to prevent chronic disease and improve health equity, with a focus on healthy eating, physical activity and obesity.

HWQld has committed to implementing a whole-school healthy eating program in all state primary schools across Queensland to increase children’s vegetable and fruit consumption. Pick of the Crop (POTC) is a whole school, multi-strategic, evidence-based healthy eating initiative developed by HWQld; it is flexible and designed by schools to focus on their unique community needs and school environment.

HWQld seeks to engage one or more Implementation partner/s in a two-year agreement to support delivery of POTC across Far North Queensland's Department of Education (DoE) regions.

Implementation Partner/s will be responsible for recruiting and managing a regional coordinator and supporting school engagement, implementation and stakeholder collaboration.

Key activities are expected to include:

• Recruitment, onboarding and support of a Regional Coordinator.

• School engagement, recruitment and relationship management activities to achieve school participation targets.

• Support at least 15 new schools per DoE region each year to develop and implement School Action Plans and approval processes.

• Support schools to apply for grants administered by HWQld and associated reporting requirements.

• Facilitate access to POTC resources, professional learning opportunities and implementation support.

• Coordinate stakeholder engagement and regional partnerships that strengthen POTC delivery.

• Ongoing support to participating schools to embed and sustain locally run activities.

• Collect required data and contribute to monitoring, evaluation and reporting activities.

• Prepare implementation insights and lessons learned to inform ongoing POTC development and continuous improvement.

• Networking with other POTC coordinators across the state, working in partnership and collaboration.

The Regional Coordinator is the primary point of contact for participating schools and stakeholders and will support the successful implementation, growth and sustainability of POTC across the region and state.

Key aims of POTC are:

o All Qld primary school students develop the knowledge, attitudes and skills to make healthy food choices through quality learning experiences, which are reinforced by supportive environments at school and at home.

o All Qld primary school educators have the capability and resources to deliver quality nutrition education learning experiences consistent with, and integrated across, the school curriculum.

o Build capacity and capability of communities to support schools increase student’s intake of vegetables and fruit.

Key Objectives for schools align with the World Health Organisation’s Health Promoting Schools framework. These are:

1. Teaching and Learning: integrate food and nutrition education into the curriculum. Students will learn and gain knowledge, skills and experiences that will promote greater consumption of vegetables and fruit.

2. Healthy School Environments: provide opportunities for students to access vegetables and fruit by incorporating them into the school tuckshop, breakfast clubs, brain breaks, tasting activities and establishing school gardens.

3. Grower and Community Connections: strengthen connections with growers and producers (from Paddock to Plate), and implement engagement strategies with the community, families, parents and beyond.

Implementation of POTC regionally involves funding provided to local organisations (called Implementation Partners) under a negotiated Service Agreement with defined performance measures and contract deliverables.

Details

POTC is a tried and test model, demonstrated to be feasible for schools and teachers to implement and resulting in changes to students’ attitudes and beliefs towards vegetables and fruit consistent with project objectives.

Program need

Most Queensland (Qld) children do not meet the Australian Dietary Guideline recommendations:

• Only 3.2% of Queensland children aged 5 to 11 years are eating the recommended amount of 5 vegetables every day.

• 80.7% of children eat the recommended 2 serves of fruit every day.

• 39% of total energy intake of 4 to 8-year old males and 36% of females comes from unhealthy food and drinks.

• In 2022, research commissioned by HWQld found that children born in Queensland in 2023 could lose up to 4 years of life expectancy if obesity rates are not reversed, increasing up to 5 years for First Nations children.

Schools are ideal settings to reach large numbers of children, their families and communities and can shape their values and foster lifelong habits.

The overall goal of POTC is to achieve a sustained increase in vegetable and fruit consumption among primary school aged children in Queensland.

HWQld Strategic Alignment

POTC started with 35 state (primary) schools in three regional areas (Bowen, Bundaberg and Logan) as a pilot in 2021 to support HWQld’s commitment to increasing vegetable and fruit consumption for Queensland’s children, and since then has grown to reach 300 state schools with more than 70,000 student enrolments across Queensland. The vision for POTC is for all Queensland primary schools to have an opportunity to implement POTC by 2032.
