The Department of the Environment, Tourism, Science and Innovation, Queensland Parks and Wildlife Service (QPWS) invite suitably qualified suppliers to submit an offer for the P264001 - Eurong Office Construction Works project.
K'gari is a UNESCO World Heritage Area located off the coast of Queensland. Question
:
We have reviewed the tender drawings and specifications and have the following clarification items for pricing.
1. Dry Fire – Existing System Interface
The electrical documentation requires a complete hardwired fire detection/alarm installation. Please confirm whether the new system is to operate as a standalone system for the refurbished office or is required to interface with an existing site fire alarm/FDCIE. If an interface is required, please provide the make, model and location of the existing equipment, details of the current fire contractor if applicable, and confirm who is responsible for final programming, integration and commissioning.
2. Security / Access Control
Section 18 of the Electrical Specification includes Gallagher Command Centre, access control, intruder detection and CCTV/VMS requirements. Some parts of this section appear to be generic, including references to Council facilities and a third-floor communications room. Please confirm the project-specific security scope to be allowed for, including whether CCTV/VMS is required. Please also provide details of the existing site security/access control system, whether the new works are to be integrated into the existing system or operate independently, and who will undertake final programming, card setup and monitoring configuration.
3. Fibre Connection to Existing Infrastructure
Drawing E401 notes that the new communications rack is to be connected to the existing infrastructure via new fibre. Please provide the location of the existing fibre head-end, required fibre type and core count, proposed route or approximate cable length, and confirm whether spare FOBOT capacity is available at the existing end. Please also confirm any QPWS ICT attendance or requirements for final migration and commissioning.
4. Mechanical / Electrical Trade Demarcation
The Mechanical Specification states that the mechanical contractor is to provide electrical works associated with the mechanical installation, including power supplies, cabling and switchboards. The mechanical trade interface schedule and Electrical Specification appear to allocate power wiring and isolators from the distribution board to the electrical trade. Please confirm the intended trade demarcation and which requirement is to take precedence.
5. Mechanical Equipment Concrete Plinths
The Mechanical Specification requires the mechanical contractor to provide concrete plinths and support elements, while the mechanical drawings indicate concrete plinths by other trades and the architectural drawings also show these as building works. Please confirm whether the concrete plinths for the outdoor mechanical units are to be supplied and installed by the mechanical contractor or the builder/concrete trade.
6. Existing Air-Conditioning Units to Remain
Drawing M201 identifies existing air-conditioning units to remain, however no make, model, capacity or electrical load information is provided. Please provide available details for these units and confirm whether any servicing, relocation, electrical reconnection, controls work or testing/commissioning is required as part of the works, or whether they are simply to remain untouched and protected during construction.
7. DB-OFFICE Busbar Rating
Drawing E501 nominates a 160A busbar rating for DB-OFFICE, while the Electrical Specification requires distribution board busbar chassis to be rated at 250A minimum. Please confirm the required rating for DB-OFFICE.
8. Operable Wall Structural Support
Structural drawing S200 notes that the nominated roof beam supporting the operable wall is expected to have approximately 10 mm deflection and requires confirmation with the wall supplier. The nominated Lotus operable wall requires the supporting steel to have a maximum deflection of 5 mm under moving load. Please confirm the required structural design/support arrangement to satisfy the operable wall supplier's requirements.
9. New Gutter Size
The architectural documentation nominates a 300 mm half-round gutter, while Hydraulic drawing H201 nominates a 250 mm half-round gutter. Please confirm the gutter size to be allowed for.
10. Outdoor Storage – FRP / Stainless Steel
Drawing EO-403 contains conflicting descriptions for the outdoor storage. The plan/details nominate framed welded 316 stainless steel shelving and 358 anti-climb mesh door panels, while the section also refers to FRP shelving and an FRP door. Please confirm the required construction and materials for the shelving and door panels.
11. Solid-Core Door Frame Types
The architectural general notes state that timber door frames are to be provided to solid-core doors unless noted otherwise. The door schedule and hardware schedule nominate different frame types, including PMS and aluminium frames to a number of the same solid-core doors. Please confirm the required frame type for each solid-core door and which schedule is to take precedence.
12. Door Master Keying
The architectural notes require three keys per lock, while the Door Hardware Schedule refers to two keys per lock. Please confirm the required number of keys, the existing QPWS master key profile/system and the nominated locksmith or keying contact to be used for integration into the existing master key system.
13. Contract Duration / Practical Completion
The Project Brief nominates contract award in September 2026, a target for completion before the 2026 wet season, and also states practical completion as 30 weeks from contract award. Please confirm that the contractual construction period is 30 weeks from the Letter of Acceptance and whether the reference to completion before the 2026 wet season is a target only.
14. Engineering Inspection – Viewing Platforms
The Project Brief includes an Engineering Inspection – Viewing Platforms with Form 12 certification required from the Principal Contractor. We have not identified any works specifically described as viewing platforms within the architectural or structural documentation. Please confirm whether this inspection requirement applies to this project and, if so, identify the elements requiring inspection and Form 12 certification.
15. Furniture / FFE Scope
The architectural drawings nominate new outdoor furniture to be coordinated with QPWS and also show modular workstations and other furniture, however we have not located a project-specific furniture/FFE schedule. The Electrical Specification separately notes that whitegoods and office/ICT equipment are Principal supplied. Please provide the applicable furniture/FFE schedule and confirm which modular workstations, loose internal furniture and outdoor furniture are to be supplied by the Contractor and which are Principal supplied.
16. Hardwood Retaining Wall Alternative
Drawing EO-050 requests an alternative tender price for a hardwood retaining wall in lieu of the documented retaining wall. Please provide the required construction details/design criteria for the hardwood option, or confirm that a contractor-designed and RPEQ-certified hardwood retaining wall meeting the required loads and durability requirements is acceptable.
17. Roof Safety System
The architectural general notes refer to a roof safety system “where required”, including design, supply, installation, testing and certification, however we have not identified a roof safety system layout or nominated anchor/access locations. Please confirm whether a permanent roof safety system is required as part of these works and, if required, provide the required extent and performance criteria.
Could you please provide clarification on the above to assist with finalisation of our tender pricing.
