- What is the required naming convention for those files?

- Must we provide a Word and PDF version of those response documents?

- Can the response documents be contained within one (1) PDF document if each page clearly states the particular question being responded to?

Our organisation provides board-level search and recruitment services only; we do not undertake executive recruitment. Based on the eligibility criteria published for this Standing Offer Arrangement, it appears executive recruitment experience may be a requirement. Could you please confirm whether providers who specialise exclusively in board member search and recruitment (rather than executive recruitment) are eligible to apply, so we can determine whether to submit an offer? Or if not, under which offer should we apply.

To better understand the scope of the scribing services requirement, could you clarify whether suppliers are expected to provide scribing services directly, or whether the panel is intended to facilitate the supply of scribes under temporary labour hire arrangements?

If the latter, could you please confirm whether this arrangement is intended to replace the current A737 Panel, or whether the two panels will operate alongside one another?

The ITO and Supplier Response Schedule request information regarding a supplier’s physical presence in Queensland, including Queensland locations and capacity to service regional and remote areas.

Could the Principal please confirm whether having a physical office or permanent premises in Queensland is a mandatory requirement for suppliers, or whether suppliers without a Queensland office may still submit a conforming offer where they can demonstrate the capability, resources, networks and delivery model to service Queensland Government agencies across metropolitan, regional and remote locations?

Question:
Pricing for Multiple Vacancies

The definitions in the SOA Details references a “role” as meaning one or more vacancies at the same Executive Level, advertised at the same time. Schedule 2.1 (Pricing) refers to a percentage fee for each “role”. Does this mean that the same total fee would apply for the recruitment of a role, regardless of the number of individual vacancies/successful placements for that “role”?

Included Activities for Defined Service Categories

We wish clarify some of the defined service categories and their included activities, as some of the descriptions are broad and we can see some potential overlap in these. We wondered how this might then affect pricing under the weighted percentage model where a client was not engaging all service categories. For example:

- If we were asked to provide an initial longlist/shortlist based only on review of written applications against the role requirements including selection criteria, which service category would that fit into? (it appears to fit in both 2.4 or 2.5)

- If we were asked to undertake preliminary screening interviews with selected candidates prior to the selection panel determining a final shortlist, which service category would that fit into? (it appears to fit in either 2.3(d), 2.4, or 2.5)

Other Common Activities

There are some other activities which would be required for most recruitment engagements regardless of the nominated categories, but are currently specified in only one (for example, candidate care (2.6 a), administrative support (2.6 b), conflict of interest declarations (2.4 c), provision of final engagement report (2.7 d) and register of candidates (2.7 e)

When pricing for these activities where there may be some overlap, or where a client has different interpretation of the definitions of the included activities, what is the anticipated approach? Is it expected that we would negotiate pricing with customers, even if that might mean some variation on the approved weighted percentages? For example, if a client wants us to manage candidate care but does not want to engage the “selection and assessment” service category as a whole, would we negotiate a partial percentage given that activity is included in the service category?

Key Personnel for Service Category 3 (Selection and Assessment Component only)

Would the requirement for key personnel to be approved for engagement under the SOA also apply to key personnel who would only be engaged to provide lower level scribing services and would not deliver SES/CE Recruitment Services? If so, do we need to submit details in relation to those key personnel in our tender response?

Further to Addendum 4 whereby the mandatory criteria relating to customer data being hosted solely within Australia now being desirable, and the removal of some relevant clauses in the Part B SOA Details, in Part C Supplier response schedule there are a number of questions relating to this requiring yes or no answers to whether Suppliers and Subcontractors agree to host all data in Australia (1.3 Sub Contractors, 2.1 Mandatory Requirements, 3.7 System Security). Will an updated Part C Supplier Response document be provided removing/changing these questions? Or is there a standard response all submitters can use here to indicate these are no longer required?

Do the changes noted in Addendum 4 regarding Australian hosting of Customer data apply to AI systems? Some AI systems can ringfence data but they are hosted in overseas territories. In other words do the changes allow for use of AI where hosting is overseas?
