Council’s primary outcome for the Services is to maximise the beneficial recycling outcomes of Recyclable Waste, on best value, the desired outcomes include:
1. the continued diversion of Recyclables from landfill and realisation of the value of those Recyclables through sale as production inputs or conversion to beneficial products;
2. the establishment of a secure and reliable long-term Recyclable Waste receival and processing solution for all Recyclable materials received from Council.

Council is able to share historical tonnages but not any fee information as this is commercial in confidence - please see below for historical tonnage data:
2024/25 - 18,887 tonnes
2023/24 - 18,227 tonnes
2022/23 - 17,888 tonnes
2021/22 - 20,046 tonnes

Regarding the Pricing Schedule, Council has requested a fixed rate per tonne for the Container Deposit Scheme (CDS) portion. Due to the inherent variability of the CDS basket mix, providing a fixed rate per tonne is not feasible.
Could Council please clarify how it expects this to be calculated?

Clause 15.2 Availability of Representative
This clause requires the Supervising Officer meet daily at Council's offices to discuss the Services. This request is common in a collection contract however, not usual in a recycling processing contract. Could Council please clarify the reason for this daily meeting as it is unusual for the recycling processing facility supervisor to be away from the processing site every day.

Council does not require a daily meeting with the Contractor, however, does require the Contractor to have a representative that is available by phone.

In B1 Tenderer's Disclosure tenderers are asked to "Provide details whether the Tenderer has been issued any fines for a breach of an Australian legislation."
Could Council please advise if there is a timeframe to apply? ie in the last 2 years, in the last 5 years, since business commencement?
