The Queensland Parliamentary Service (QPS) is inviting tenderers for the Parliament House Carpet Replacement Project, comprising the supply, manufacture, delivery and installation of bespoke/custom broadloom carpet within the heritage-listed Parliament House, together with the provision of furniture removal, relocation, temporary storage, protection and reinstatement services necessary to facilitate the carpet replacement works.

To support an effective procurement and delivery approach, the project has been divided into the following two parts:

1. Tender Package 1 (Part 1): Carpet Supply and Installation:

Which includes:

• Site verification and measurement.

• Design development for the bespoke carpet pattern.

• Provision of samples for approval.

• Preparation of shop drawings and seam-location drawings.

• Removal and disposal of existing carpet and associated materials.

• Supply and installation of the approved bespoke carpet.

• Staged delivery and installation.

2. Tender Package 2 (Part 2): Furniture Removal, Relocation and Reinstatement

Which includes:

• Pre-work inspections and furniture inventories.

• Labelling and tracking of furniture and associated items.

• Removal and relocation of furniture from each work area.

• Reinstatement of furniture following completion of carpet installation.

• Coordination with occupants, QPS representatives and the carpet contractor.

• Coordination of specialist electrical or data service providers where required.

• Attendance in accordance with the successful carpet contractor’s approved program.

QPS is separately and concurrently seeking submissions for furniture removal, relocation, temporary storage and reinstatement, together with associated electrical and data disconnection and reconnection services.

Tenderers may:

1. Submit an offer for the Carpet Works only (Tender Package 1)

2. Submit a separate offer for the Furniture Relocation and Associated Services tender (Tender Package 2)

3. Submit offers for both work packages, including a combined offer identifying any commercial, program or coordination benefits (Tender Package 1 and 2)

The QPS is located within the Parliamentary Precinct at Cnr. George and Alice Streets, Brisbane, and is also responsible for 97 electorate offices located throughout Queensland from which each Member of Parliament conducts the business of their respective electorate.

The QPS reserves the right to award Tender Package 1 and Tender Package 2 either:

• to separate contractors; or

• to a single contractor for a combined offer where this is considered to provide the best overall value and project outcome.

The Contractor shall complete all Works, including commissioning, final inspections, defect rectification and handover documentation by no later than 30 April 2028.

A mandatory on-site Supplier Briefing Session/Site Inspection will be held at 10:00 am on Friday, 09 October 2026, at the Queensland Parliamentary Service Annexe Building, corner of George and Alice Streets, Brisbane QLD 4000. The Suppliers are to ensure they confirm their attendance via email to FAS.Tenders@parliament.qld.gov.au providing the attendee’s name, role/position, by no later than 07/10/2026.

To be a Conforming Offer, the offer must:

(a) Be received by the closing date and time;

(b) Be received in the format and method described in this Invitation to Offer;

(c) Satisfy all requirements and mandatory criteria; and

(d) Respond to all sections of this Invitation to Offer document in full.
